    [01] Turkish State Minister Onal/s contacts in occupied area

    Anatolia Agency (13:53 hours, 7.6.00) reports that Turkish State Minister Recept Onal who is responsible for economy, had separate meetings with Turkish Cypriot leader Rauf Denktash and so-called assembly speaker Ertugrul Hasipoglu on Tuesday.

    After the one-hour meeting, Denktash said "we are happy as the experts came to us".

    Onal said in his part that they took up "TRNC" economy and solutions of economic problems in the meeting with Denktash.

    Hasipoglu said after his meeting with Onal that "TRNC" has to be well in economy as the proximity talks will start soon. Income per capita in "TRNC" has to increase, said Hasipoglu.

    State Minister Recept Onal said that he was informed about the problems of "TRNC" in his contacts and added that there are problems of transportation, energy, water and politics on the island.

    "Our mission is to find correct solutions to these problems", said Onal. Turkey pursues close monitoring programme due to the agreement signed with IMF and they started to implement this model fully as of 2000, Onal stressed. "Independent inspection is important in such kind of applications", Onal said.

    This is the only reason of their being in TRNC, said Onal, adding "we are here to determine our contributions to your economic problems".

    "There are two basic problems in TRNC like in Turkey," said Onal adding one the of them is economic reforms and the other one is independent inspection on the financial sector.

    [02] Underground economy in occupied area

    According to BIRLIK (29.5.00), the participants in a symposium on the "Underground Economy" have stressed that the present economic problems of the pseudostate are not the product of today but have been accumulated over the past years. It has also been stressed during the symposium that the underground economy is the main factor behind the emergence of the present economic problems. The symposium has been held at the "East Mediterranean University".

    Participants have stressed that should the underground economy be taken under control, the "TRNC/s" economy will generate a significant amount of revenues.

    The participants in the symposium have also said that the underground economy is hampering the institutionalization process and that by creating unjust competition among firms, it is preventing the "state" from making the necessary investments.

    In a statement he made during the opening speech of the symposium, Prof. Ahmet Yorukoglu said that the recent bank crisis as well as the economic crisis in the occupied area constitute the proof of the evil consequences of the underground economy.

    "The magnitude and extensiveness of the underground economy has had a negative impact on the economic policies, has hampered the proper utilization of the prevailing resources, has caused fluctuations in the markets, and has obstructed the operation of the market mechanisms," Yorukoglu has said.

    A number of studies were presented after the opening speeches. The first study was presented by Marmara University Faculty member Osman Altug. Noting that the underground economy will grow as the registered economy declines, Altug said that this will result in the diminishing of tax revenues, the increasing of borrowing, the raising of interest rates, and the rising of inflation rates.

    Altug said that in order to achieve economic progress, currency notes with large denominations must not be printed, taxes must be imposed on all citizens and all sectors, and the recorded payment system must be introduced.

    Noting that avoiding the usage of the "national currency" means avoiding the regime, Altug said: "Achieving economic progress is not possible in a country whose citizens reject the national currency of that country. We must bring every economic transaction under the registered economy".

    Meanwhile, " East Mediterranean University" faculty member Mustafa Besim has said that according to 1997 data, the underground economy has reached 45 percent of the "Gross National Income" in that year. Besim has added that this must be considered as the pseudostate/s greatest shame.

    Meanwhile, Mehmet Tahiroglu and Ozay Mehmet have announced the results of a poll on illegal workers in the second part of the symposium. Noting that the poll has been conducted over 550 illegal workers, Tahiroglu has said that according to the results of the poll, 37 percent of the illegal workers arrive in the "TRNC"" from Hatay in Turkey with the aim of earning more money. Tahiroglu has added that these workers usually stay in the "TRCN" between six months and one year and that they earn an average income of $10-15 per day.

    Noting that 56 percent of the illegal workers are employed in the service sector, Tahiroglu said that 97 percent of these workers have requested work permits. Tahiroglu went on to say that Turkish citizens who work illegally in the "TRNC" after migrating from Turkey for economic reasons must be absorbed within the employment system with a practical approach.

    [03] Denktash to go to Cyprus from Geneva talks for 20 July "anniversary"

    Anatolia Agency (20:58 hours, 7.6.00) reports that Turkish Cypriot leader Rauf Denktash has said that he will certainly return to Cyprus from Geneva to attend the "celebrations" of 20 July.

    Denktash asserted that he must be in Cyprus from 14 to 22 July, and that the Greek Cypriots have no right to claim that this will sabotage the talks. He stressed that 20 July is very important for the Turkish Cypriots, and that not the United Nations nor the Cyprus Government have any right or authority to say anything about that.

    Denktash recalled that in the proximity talks in Geneva, the sides will "work on preparing the ground", and that it is not a situation where he absolutely must remain in Geneva. If necessary, he added, he may return to Geneva after the celebrations and remain there until the end of the month.

    Denktash pointed out that there exists the possibility that the third round of the proximity talks can be held in two parts, one in Geneva and the other in New York.

    [04] Turkish Cypriots arrest person for spying

    According to illegal Bayrak Radio 1 (15:30 hours 7.6.00), a person has been detained in occupied Asha on charges of spying. According to an announcement issued by the "police" press officer, 37-year old A. B. was allegedly conveying information and images concerning military units in the occupied area Cyprus to Greek Cypriots. The "police" also seized a camera specially equipped allegedly given to the suspect by Greek Cypriot intelligence units.

    The "police" statement said: "The suspect has confessed to his crime and an extensive investigation is being conducted".

    [05] "Committee" determines Kenan Akin offered passports to foreigners in return for money

    According to illegal Bayrak Radio 1 (15:30 hours, 7.6.00), the so-called assembly investigation committee has concluded the investigation it has been conducting for the past year into allegations that foreigners were proposed passports and "citizenship rights" in return for money. The "committee" determined that when he was "minister of agriculture and forestry", Democratic Party "deputy" Kenan Akin misused his "office" by arranging "official" documents when he was not authorized to do so and in this way helped commit crimes.

    [06] Canadian High Commissioner visits Denktash

    According to KIBRIS (8.6.00) the Canadian High Commissioner to Damascus who is also accredited to Cyprus, Alexandra Bugailiskis, paid a farewell visit yesterday to Turkish Cypriot leader Rauf Denktash.

    In a statement, Bugailiskis said that the aim of her visit is also to congratulate Denktash on his "re-election".

    [07] Turkish ambassadors visit pseudostate

    KIBRIS (8.6.00) reports that the Turkish ambassadors, who have been appointed abroad, arrive in the occupied area today to have contacts with the so-called state and government officials and take first hand information on the Cyprus problem.

    The delegation consist of ambassadors Umit Pamir, (head of the delegation), Versan Senturker, Omer Zeytinoglu, Bahattin Cursoz, Rafet Akgunay.

    The delegation will depart on Sunday.

    [08] Occupied Zefyros hotel sold to Turkish firm

    VATAN (8.6.00) reports that the Kyrenia Merit hotel (see Turkish Bulletin 106/00 item 11) that will be opened on 15 July, 2000, is no other than the Greek Cypriot owned hotel Zefyros.

    Zefyros hotel has been operating since 1990 and it has now been sold to the Turkish firm Net Holding.
