    [01] Opposition walks out of the so-called Assembly during budget debate

    Illegal Bayrak Radio (11.12.01) reported that the so-called Republican Assembly General Council has started to debate on the 2002 fiscal year budget, which is envisaged to be 639.696 billion Turkish lira. The "Assembly" adopted the budgets of the "President's Office and the Assembly". Huseyin Angolemli, leader of the Communal Liberation Party [CLP] took to the podium on the budget of the "President's Office". At the beginning of his address, Angolemli drew attention to the incidents between policemen and the teachers in the morning, and condemned the escalation of the events on account of one teacher's writing. Angolemli further said that the CLP will boycott the Assembly work together with the Republican Turkish Party [RTP] Assembly group.

    RTP leader Mehmet Ali Talat, in turn, stressed that the concept of an imposing state is unacceptable. Explaining that the budget of the "President's Office" is related to the issue because it is the budget of an office, which is actually responsible for all the adversities in the country, Talat added: "The President's Office, the Security Forces Command and the Police Forces General Directorate are exploiting the law and therefore committing crimes. Policemen beat up the teachers in front of the eyes of the students at the 20 July school this morning".

    Noting that an organization such as the National People's Movement [NPM] which is under the control of the "President's office", should not have the right to give orders for the dismissal of teachers, Talat accused Rauf Denktas of causing a faction among the public. Talat further said that they will boycott the budget work under way at the "Assembly" together with the CLP.

    Salih Miroglu, National Unity Party deputy and so-called minister for housing and transportation, took up the podium while the RTP and CLP Assembly Groups were leaving the "Assembly". Explaining that the opposition was deflecting from the truth with regard to the incidents, which occurred at the 20 July school, in order to mislead the "Assembly", Miroglu read an excerpt from the writing of the teacher in question. Condemning the views expressed in the writing, Miroglu said that not even one Turkish Cypriot shares the views expressed in the writing On the morning's incidents, Miroglu explained that let alone that the policemen did not attack the teachers, on the contrary, some of the union members put up physical and active resistance.

    In the wake of Miroglu's speech, the budget of the "President's Office" was adopted unanimously. The budget of the "Assembly" was also adopted unanimously after no deputy requested right of address. The "General Assembly" will continue its deliberations tomorrow as well.

    [02] Denktas says European army should not come to Cyprus

    KIBRIS (12.12.01) reports that the Turkish Cypriot leader Rauf Denktas said yesterday that no military units except for Turkish, Greek and UN soldiers should be in a new mission in the UN Peace Force in Cyprus.

    Responding to a reporter/s question after he had read his Ramazan Bayram (Islamic religious festival) message to the Press, Mr Denktas argued that Cyprus should not become a battlefield and should not be armed.

    "The British bases already possess a sufficient amount of weapons. Apart from them, light armed Turkish and Greek units, regiments or a number of soldiers upon which we shall agree should be protecting the island. (Cyprus) must not be taken out of the influence of Turkey and Greece", he added.

    Furthermore, the Turkish Cypriot leader claimed that all the efforts of the Greek Cypriot side were to take Cyprus out of Turkey's control by using the European Union (EU) and added: "I hope they would quit these efforts, because Turkey announced that it would not allow this to happen.".

    [03] Denktas to inform "various institutions" in Turkey about the Cyprus problem

    KIBRIS (12.12.01) reports that the Turkish Cypriot leader Rauf Denktas said yesterday that he would inform "various institutions" in Turkey about the recent developments in the Cyprus problem.

    Talking prior to his departure at the illegal Tymbou airport, Mr Denktas told reporters that he was going to Istanbul in order to participate in three separate meetings on Wednesday where the Cyprus problem is to be debated. On Thursday Mr Denkats is to proceed to Ankara in order to address a meeting organized by Ankara's Bar, regarding the legal aspects of the Cyprus problem.

    Furthermore, Mr Denktas noted that he talked with President Ahmet Necdet Sezer on the phone and added that they could meet during his stay in Ankara.

    Asked about the information he would give his Turkish interlocutors Mr Denktas said: "There is a promise we made with Clerides, not to reveal to the Press what we have discussed. Therefore, I am not going to reveal them. I see, however, that some people do not know the development of the Cyprus problem, its legal aspects and the reasons of its appearance. They do not understand that the Greek Cypriot side continuously runs away from the negotiating table, they have not understood why we had left the negotiating table and accusing us turned to be their habit. For this reason, I think that informing people on this issue would be useful.".

    [04] Denktas talks of anarchy in the occupied areas

    KIBRIS (12.12.01) reports that commending on the accusations against him that "he does not endure democracy" the Turkish Cypriot leader Rauf Denktas said yesterday that freedom without limits is anarchy, not democracy.

    Referring to the incidents which occurred two days ago between leaders of the secondary school teachers' trade union and so-called "policemen" regarding the issue of Nilgun Orhon, Mr Denktas claimed that the action of "a group of people to raid in a school in order to protest against the Ministry of National Education for taking the legal measures against a teacher who acted against the laws, could not be called democracy".

    Mr Denktas claimed also that protest acts "must not be made in front of the children, must not be made by raiding into schools and entering the classrooms by force".

    [05] Tension continues regarding the Nilgun Orhon issue; teachers were arrested and beaten up once again

    "Yeniduzen" (12.12.01) reports that tension continued yesterday in the "20 July Lyceum of Applied Sciences" in occupied Famagusta regarding the issue of the teacher Nilgun Orhon who has been fired because some articles she had written in "Avrupa" newspaper.

    The paper reports that the administrators of the Turkish Cypriot Secondary School Teachers Trade Union (KTOEOS), who declared a 24-hour strike, were beaten up once again by the so-called "police" and put under arrest. After this development, continues the paper, the teachers left their schools in the occupied part of Nicosia and organized a protest march demanding that the five arrested trade unionists be set free.

    The paper talks about "state terrorism" and notes that this was the first time the so-called "police" in the pseudostate raided into a school and tried to prevent a strike. According to the paper about 500 teachers gathered in front of the "20 July Lyceum of Applied Sciences" in order to protest for the behaviour of the occupation regime against Nilgun Orhon. The teachers and the students of the above mentioned school shouted slogans such as "We don't want police in our school", "The teachers are our everything", "Mrs Nilgun is everything for us", "We shall not keep quiet" and "Let the hands stretched to the teachers be broken".

    Meanwhile, KTOEOS, the Republican Turkish Party (RTP), the Communal Liberation Party (CLP), the Patriotic Union Movement (PUM), Basin - Sen, Dev - Is Cag - Sen and Guc - Sen strongly criticized the arrest and the beating up of the Turkish Cypriot teachers.

    [06] Turkish Cypriot newspaper says the Turkish side has no will to reach an agreement on the Cyprus problem

    Under the front-page banner title "There is no will", "Ortam" (12.12.01) refers to the incidents which occurred yesterday in the "20 July Lyceum of Applied Sciences" and says that "while the hope of the Turkish Cypriots for peace and solution (of the Cyprus problem) were being increased, 'some people' are trying to eliminate this hope".

    [07] "Volkan" newspaper issued in the occupied areas

    "Volkan" newspaper (its name means volcano) is issued today (12.12.01) in the occupied areas of Cyprus. The paper, which seems to reflect the views of the National People's Movement (NPM), has in its first edition the title: "Who are the agents, the traitors among us?". Under the above title the paper refers to those Turkish Cypriots who are bearers of passports of the Republic of Cyprus.

    In the subtitles in its front page "Volkan" claims the following: "We are revealing the passports gang and those who take Greek Cypriot passports. The meetings take place in Pyla and in the area of the British Bases. The members of the gang, which issue Greek Cypriot passports for 2000 Cyprus pounds, have become known. Some of them live in the South, some of them in London and others in the TRNC".

    In the second page, the paper publishes the names of some Turkish Cypriots who obtained passports of the Republic of Cyprus. The source of the information is NPM's Research and Information Unit in London and Nicosia.


    [B] COMMENTS AND EDITORIALS

    [01] The suspension of a teacher for writing in AVRUPA has created a great uproar in the occupied areas

    Dogan Harman, writing in KIBRISLI (12.12.01) about the suspension order issued by the so-called Ministry of Education to history teacher Nilgun Orhon for her critical writings in the opposition newspaper "AVRUPA" against the occupation regime, says that as long as Miss Orhon does not discuss and conveys the views she has been expressing in her writings, she should not be suspended from her teaching post.

    He says that in the same way that he does not share Orhon/s views expressed in her writings he does not share her suspension from her job, as well. Harman, opposes the mentality of punishing people for their ideas.

    He says that resorting to brute force creates further violent reaction and suggests that understanding and a spirit of solving problems should prevail.

    Referring to the students/ strike in support of their teacher, Harman, suggests that students and schools should be kept out of domestic politics. "At this moment this is the issue", Harman concludes.
