    [01] Ankara does not favour a second referendum

    Mainland CUMHURIYET newspaper (21.07.04) publishes a short report on the visit by the US State Department official, Laura Kennedy, to Ankara under the title "The USA are feeling the pulse. Ankara is cold towards a second referendum".

    The report, by Serkan Demirtas, supports that during her visit to Ankara, the US official Mrs Kennedy tried to obtain the views of Ankara as regards the bringing of the Annan plan to a referendum again in the near future and adds:

    "The United States are sounding out for a second referendum which will put into practice the Annan plan, which envisages uniting the Greek and Turkish communities. Turkey opposes the holding of a second referendum on the pretext that the necessary conditions are not created. It repeats that the priority is the removal of the embargo imposed on the Turkish Cypriots. Ankara, recalling the fact that the Greek Cypriot leader Tassos Papadopoulos has totally rejected the Annan plan, foresees that the plan will be hashed up and be put before the sites as of October when the UN General Assembly will start its deliberations. Turkish Foreign Ministry officials say that the pressure for a second referendum will be intensified prior to the month of December when the EU will take a decision on starting accession negotiations with Turkey".

    [02] Talat to go to France for an "official" visit

    Turkish Cypriot daily KIBRIS newspaper (22.07.04) reports that the so -called prime minister of the occupation regime Mehmet Ali Talat is leaving the occupied area today for France for an "official" visit. He will be meeting with the French Minister responsible for European Affairs Claudie Haignere. KIBRIS reports that during the meeting Talat will ask support and will renew his demand to remove "isolations" imposed on the Turkish Cypriots. Talat branded his visit to France very important.

    As for the Confidence Building Measures (CBM) and President Papadopoulos' reply to him, Talat has maintained his stance regarding the CBM and said that they are for changing the agenda.

    Talat further said that he is going to meet the US envoy Laura Kennedy on Saturday. Commenting on Mrs Kennedy's statement in Turkey that the direct flights from and to the USA from the occupied area is not realistic, Talat alleged that the flights have symbolic importance.

    On the other hand, the leader of the Peace and Democracy Movement, Mustafa Akinci stressed the importance of the direct flights and said that on this issue Britain could play a leading role.

    [03] The new Turkish lira will be introduced to the occupied areas of Cyprus

    According to the Turkish Cypriot daily KIBRIS newspaper (22.07.04) the occupied area as well gets ready for introducing "New Turkish Lira" which will be put into circulation in Turkey on 1 January 2005. One million "old" Turkish Lira will be equal to one "new" Turkish Lira; that is six zeroes will be deleted from the old one.

    [04] The Turkish Cypriot political parties failed to come to an agreement as regards the issue of early "elections"

    Turkish Cypriot daily KIBRIS newspaper (22.07.04) reports that the leaders of the seven political parties represented in the so-called "Assembly" met yesterday and tried to iron out the "government" problem and early election date issue created following the resignations within the "ruling coalition" of RTP-UF and DP. The paper reports that nothing came out of the meeting.

    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    [05] Turkey does not want another referendum

    Following is a commentary published in local Turkish Cypriot daily AFRIKA (22.07.04) under the above title in the "Letter from AFRIKA" column:

    "Does Turkey want a second referendum in Cyprus?

    The Deputy Undersecretary for European Affairs of the US State Department, Laura Kennedy has tried to find the answer to this question in Turkey.

    However, she did not get a positive reply to this question. She has put this question, (to them) and they have given another answer. They have said:

    `At this stage our aim is to maintain the unity of the Turkish Cypriots' and in the meantime to create opportunities that will do away with the economic inequality existing between the two sides in Cyprus´'

    We have written in this column earlier that Turkey, from now on wants neither to hear about the Annan Plan nor about a second referendum' Turkey is satisfied since the results of the referenda were one `Yes´ and one `No´. Turkey does not want to change this result'

    Since the Turks said "Yes", therefore they are always right and the Greek Cypriots said "No" they are always unjust.

    From now on Turkey wants to put aside the Greek Cypriots and mind our business' Let them never be happy' After this situation we could say the following very easily.

    The Cyprus problem is again condemned to non-solution.

    This was the policy of the former Turkish Governments. They used to say non-solution is a solution'

    The ones governing Turkey at present are not different than the previous ones. They to are hiding behind the "No" of the Greek Cypriots and maintain the non-solution line. They neither propose to the Greek Cypriots nor do they pay attention to the new proposals made by the Greek Cypriots.

    The non-governmental organizations, (NGO) which were taken prisoner by the Republican Turkish Party (RTP), which implements in the north Cyprus the orders given by Ankara, keep silent towards what is going on.

    In fact, Ankara is not happy in this new non-solution process'

    Ankara is worried'

    Ankara is afraid of the fact that the Annan Plan will be put before the sides again.

    According to the Turkish daily CUMHURIYET, the international community will put the `plan before the sides´ after October during which the UN General Assembly deliberations will start, that is, at a time when Turkey will be at the threshold of the EU door. The bargaining will start.

    The holding of a second referendum will be proposed during this period.

    The unwillingness of Turkey and the Turkish Cypriot side for a second referendum demonstrates their insincerity as regards the Annan Plan.

    Had they really favoured a solution, would they not have been the side insisting on holding a second referendum most?

    As a matter of fact, this insincerity of them betrays another hidden intention of theirs.

    Therefore, had both sides approved the plan, Turkey was not going to implement it and immediately after the referendum it was going to look for ways to evade implementing it.

    Our community should reassess the situation in the light of new facts and take a stance that will have the form of exerting pressure on Turkey".
