    [01] Gul: "The situation at the time of the Loizidou case was very different from today's situation"

    Under the above title local "Afrika" newspaper (23/08/04) publishes the following report:

    "The Turkish Foreign Minister and Deputy Prime Minister Abdullah Gul said: ´The situation at the time of the Loizidou case is very different than today´s. Very important work is being carried out regarding this´."

    According to an A.A. (Anatolia Agency) report, during a press conference organized at Erciyes Ski Centre the night before and upon being reminded that cases similar to the Loizidou case will be examined at the European Court of Human Rights in September, Gul said the following: ´As you know there are many cases. These cases have been frozen. After a certain time they will be examined again, but regarding these a mechanism was established in Cyprus. These files must be sent there. A new situation exists. Very significant work is being done regarding this."

    [02] Bank in the occupied areas is involved in money laundering

    Under the title: "The U.S.A. have put a bank operating in Northern Cyrus on the money laundering list", and "U.S.A.: First Merchant Bank is laundering money!...", YENI DUZEN newspaper (25/08/04) reports that the Department of the Treasury of the United States of America has included the First Merchant Bank operating in Northern Cyprus and the Infobank operating in Belarus in the list of financial institutions laundering money.

    According to the paper, in the relevant press release of the Department of the Treasury Northern Cyprus is referred to as "Turkish Republic of Northern Cyprus" in quotes.

    According to the U.S. Department of the Treasury the bank is classified as "off-shore" operating in occupied Nicosia offering investment services to individuals and companies but on the issue of money laundering it does not implement satisfactory control. At the same time the bank is involved in false financial products and services and it was supported that in addition the bank's owners have ties with the organized crime using the bank for laundering their own money.

    [03] How the Turkish Cypriot Press sees the first day of the application of the EU Commission´s Ceasefire Line trade regulations

    The Turkish Cypriot Press (25.08.04) writes the following regarding the first day of the application of the EU Commission's Ceasefire Line trade regulations:

    Under the banner front - page title "The water melons passed, 'No' to the fish", KIBRIS writes that yesterday was "the first day of the trade between the two sides". Within the framework of the Green Line regulations, 12 tons of water melons produced in the occupied areas of Cyprus were transported to the free areas of the island without any problem, notes the paper adding that the officials of the Republic of Cyprus did not give permission for 100 kilograms of fish to enter the Government - controlled areas of the Republic, supporting that "according to the regulations fish could not pass".

    HALKIN SESI writes that "the fish was stopped at the Green Line" and notes that the first attempt to transfer goods from the occupied areas to the free areas of the Republic has not been successful, while at the second attempt 12 tons of water melons passed the Green Line. The paper notes that the chairman of the Turkish Cypriot Businessmen's Association, Mr Ozbilenler, argued that the fish could be transported to the free areas of Cyprus according to the regulations. The Turkish Cypriot Chamber of Commerce expects the comment of the EU regarding the article of the Regulation on this issue, adds HALKIN SESI.

    Under the banner headlines "The first day: Fiasco", VATAN alleges that "the Greek Cypriots did what they were expected to do" and "the products stopped at the 'Green Line'". The paper writes that Mr Tahsin Ertugruloglu, so-called MP with the National Unity Party (NUP), called for a "court" decision to be asked for with which the application of the Green Line regulations to stop, because it will eliminate the Turkish Cypriot so-called state.

    AFRIKA writes that "our water melons passed, but our fish was stopped at the Greek Cypriot customhouse".

    YENIDUZEN notes that on the second day of the application of the Green Line regulations "the water melons went, the fish stopped at the south!"

    KIBRISLI refers to the issue under the banner-front page title "Water melon IN, Fish OUT"! (The words "in" and "out" are written in the English language.)

    VOLKAN alleges: "The Greek Cypriots did what they would do. The first attempt for trade according to the Green Line regulations bumped against the Greek Cypriot fanaticism".

    CUMHURIYET, with banner headlines, describes as "meaningless statement" the fact that the United States of America expressed its satisfaction with the application of the regulations.

    ORTAM supports that "the Green Line trade is empty words" and that "the first attempt for trade with southern Cyprus in accordance with the Green Line regulations was not successful".

    [04] Rauf Denktas continues to demand recognition for his illegal regime

    Turkish Cypriot daily AFRIKA newspaper (25.08.04) reports that the Turkish Cypriot leader, Rauf Denktas said that if the Greek Cypriots recognized his illegal regime and signed with it an agreement between two states, then movement in Cyprus could be free and without passports or identity cards.

    In a written statement issued yesterday Mr Denktas alleged, inter alia the following: "If they accept the existence of the TRNC, an agreement between two sovereign states will be signed as in the EU and all crossings will be free".


    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    Under the title: "Are the judges silly?" local Afrika newspaper (24/08/04) publishes the following commentary by Ali Osman: "Replying to questions put to him by journalists at Erciyes Ski Centre, Abdullah Gul tried to make clear what will happen to the cases similar to the Loizidou case.

    Those cases have been frozen, he said.

    It is true, the European Court of Human Rights (ECHR) has postponed for a while the examination of these cases within the framework of the process.

    This was what Turkey wanted.

    The international justice was hoping that certain political developments could take place and that those who brought the human beings and the countries to this situation would solve the problem and not the court decisions.

    But this did not happen'

    As it did not happen, from Gul´s words it is implied that Turkey is trying to rely on this'

    We wrote in the past about this, but let us deal with it again.

    The European Court of Human Rights has taken a decision which constitutes a precedent.

    This decision is a precedent for thousands of similar applications. And it is impossible for a different decision to be taken.

    Turkey has set its condition, that after taking a decision from the "Commission" allegedly established here then application can be made to the ECHR.

    Playing with time in other words '.

    After the gates were opened, the Greek Cypriots, having established that even persons with duties in this Commission were dwelling in their properties or using them, they informed the ECHR with documents.

    They support that any decision to be taken by such a Commission will not be fair.

    If the Turkish officials continue to insist in what they say instead of acting according to international law it means that they consider the judges of the European Court of Human Rights to be silly.

    If the ECHR judges behave as the Turkish officials say they will act contrary to the decisions of the U.N. Security Council. And the recognition of the TRNC, even indirectly, will come on the agenda.

    It is tantamount to committing such a mistake'

    It will mean that whatever Turkey wishes is being made and the law is split into pieces.

    This can mean nothing else but that Tayyip (Erdogan) has come victorious with the ´silent support of America.

    But again, the Turkish Republic's officials are wrong if they think they will win over the law by taking America behind them.

    As I said earlier, if it is not a real game being played by Turkey against time and if they (Turkish officials) believe that the conditions they put forward will be implemented, then it is not the judges who are silly, but (the Turkish officials) themselves.
