[01] Kiniklioglu: The benefits of the visit of the American delegation will be seen in 10 15 years

Turkish Cypriot daily KIBRIS newspaper (01.06.05) reports that the director of the Turkey-based German Marshall Fund of the United States (GMF), Suat Kiniklioglu has said that the yes vote of the Turkish Cypriots at the April 2004 referendum had played the most important role in the realization of the illegal visit of the delegation of the American congressmen to the occupied part of Cyprus through the illegal Tymbou airport.

The paper writes that the GMF financed and organized the above-mentioned visit.

In statements to KIBRIS Mr Kiniklioglu argued that the visit will positively be reflected on the relations between the US and Turkey and will encourage the friends of the Turkish Cypriots in the EU that are facing the Greek Cypriot veto.

Mr Kiniklioglu said that he knew that the Turkish Cypriots expected concrete developments and expressed the belief that the benefit of the visit will be seen within 10 15 years.

Responding to a question, he noted that the GMF has recently began its activity in Turkey and that their aim was to strengthen the position and the role of Turkey in its transatlantic relations and bring together Turkish, American and European journalists, politicians and members of think-tank organizations.

However, four of them are interested in making investment in the field of immovable property.

[03] Eroglu said that the stance of the Turkish government on the Cyprus problem is partly wrong

Turkish Cypriot daily KIBRIS newspaper (01.06.05) reports that the leader of the main opposition National Unity Party (NUP), Dervis Eroglu, evaluating the current developments on the Cyprus problem, as well as the legal cases filed by the Greek Cypriots, held yesterday a press conference.

Mr Eroglu argued that some points of the Turkish governments stance regarding the Cyprus problem are wrong and added that he is concerned with the fact that Turkey will sign the customs union agreement with the Republic of Cyprus, because of the EUs pressures. Although this agreement does not mean a political recognition of the Republic of Cyprus, according to political analysts the agreement includes risks for the Turkish nation, as well as for the Turkish Cypriots, who are inseparable part of it, Mr Eroglu said.

Commenting on the legal cases filed by the Greek Cypriots regarding their occupied properties Mr Eroglu said that it is part of a broader political strategy pursued by the government of the Republic of Cyprus. He also suggested: In view of the fact that this is a political strategy by the Greek Cypriot side, we the Turkish Cypriots should adopt retaliatory political decisions and take matching steps. Any legal action likely to be taken by the TRNC in connection with the property issue, should be aimed at protecting the sovereignty of the State.

Mr Eroglu also accused the so-called government and president that they are not ready to face the current development on the Cyprus problem and that they are insufficient and with no experience.

    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

[06] Columnists say that the new Turkish package of proposals on Cyprus have been prepared in Turkey and the Turkish Cypriot leadership knew nothing about it

Basaran Duzgun writing in Turkish Cypriot daily KIBRIS newspaper (01.06.05) reports that the new Turkish package of proposals on Cyprus have been prepared in the Turkish Ministry of Foreign Affairs and that the Turkish Cypriot leadership knew nothing about it.

Referring to the package published in Turkish daily HURRIYET newspaper (30.05.05, see Turkish Mass Media Bulletin No:100/05), Mr Duzgun says, inter alia, the following:

According to this new package of proposals published in HURRIYET newspaper and quoted by our media as well, Turkey proposes the following:

    1. To provide free movement of people, goods and services, between North and South.

    2. All the restrictions, including direct flights, imposed on the ports and airports should be removed.

    3. Restrictions imposed on citizens of third countries should be removed.

    4. With a special arrangement, north Cyprus should be included in the EU Customs Union.

    5. The obstacles erected before the Turkish Cypriots regarding sportive, cultural and similar international activities should be removed.

If the package of proposals includes these, there is a technical error. The proposals as a package should be named demands, because all five points include arrangements in favour of the Turkish Cypriot side. There is no arrangement that meets the demands of the Greek Cypriot side. However, in the diplomatic back scenes it is said that the information published in the media is incomplete. According to diplomatic sources, Turkey wants to open its air and sea ports to the Republic of Cyprus in response to the above-mentioned five paragraphs.

This package will be the main issue of the agenda of the Turkey TRNC summit to take place in Ankara on Thursday. According to what I have found out, the package has been prepared in Turkeys Ministry of Foreign Affairs and the TRNC officials knew nothing about it. In the summit on Thursday TRNC as well will be informed about the issue. The details will jointly be evaluated and the package will take its final form. The strategy of the Turkish side will be determined. Will the summit be limited only to this package? If it is confined to this package, then this will be regrettable. The issues of the property must definitely be discussed in the summit and be led to a conclusion. .

Commenting on the same issue, Mrs Damla Ozhan, columnist in Turkish Cypriot daily AFRIKA newspaper (31.05.05), says that this new plan is nothing but a detailed description of Turkish Cypriot leader Talats demand for lifting the so-called isolation of the Turkish Cypriots.

Under the title Whose Plan? Mrs Ozhan expresses, inter alia, the following views:

Gul has announced a new plan! They (translators note: the Turkish Cypriot leaders) do not know its content as they did not know who gave the order to hit with truncheons the participants in the strikes. They will be flying all together to Ankara within the next few days, in order to find out about it.

Gul announced Turkeys new Cyprus plan as if he was making a very important step. As if they were saying something new and shocking! However, this new plan was nothing else but a detailed description of the lift the isolation demand that Talat has been rehashing for months!

They are either making fun of us or they think that Tassos (translators note: President Papadopoulos) and the whole world is stupid! Or they are trying to prepare the ground in order to be able to say look how intransigent they are, how they are rejecting a fine proposal. .

[07] Fikret Bila on US Congressmenīs visit to the occupied area

Turkish daily MILLIYET newspaper (01.06.05), publishes a commentary by Fikret Bila, in which, the author analyzes the visit of the US Congressmen to the occupied area using the direct flight to the occupied Tymbou airport from Turkey.

Bila considers this visit full of negative messages as far as the Cyprus government is concerned, and a moral source for the TRNC.

This support extended to the TRNC by the USA, has created hope as regards the removing of the embargo imposed on the TRNC, Fikret Bila claimed.

Bila criticizes the EU regarding the existing situation in Cyprus and adds that accepting the south Cyprus as member to the EU, contrary to the international agreements is the start of the chain of mistakes and the source of it.

Referring to the US Congressmenīs contacts in the occupied area, and to their statements, Bila claims that the Americans were able to learn which side is unwilling to reach a settlement in Cyprus.

Bila further writes that the US Congressmen were shocked when they were informed that the Cyprus government has prepared and submitted to the Parliament a bill that envisages jail terms for those who cross into the occupied area and stay over night there.

He then refers to what Serdar Denktas had said to the visiting Americans regarding the policy that the occupied area will follow. Serdar Denktas repeated his known view that, there are two states and nations on this island, if a state will be formed this will be formed by those two states. And the parameters of this state are the political equality of these two nations; and the bizonality. However, the Greek Cypriot side refuses to accept this. It does not want solution. If a single state will not be established the two states should learn to live separately. If there will be no single state then there will be two states. The two states continue their course. Bila claims that what Serdar Denktas tries to convey with his message is very clear and open.

The TRNC will not wait indefinitely for the Greek Cypriots for a solution.

Referring to the direct flights to the occupied area, Bila says that the Congressmen were briefed by the Turkish Cypriots regarding the direct flights and international law governing these flights. Bila concludes by writing: The TRNC visit of the US Congressman, was to the Turkish side, both a moral boost and source of hope for the future.
