    [01] Turkey to celebrate the UDI in the occupied territories of Cyprus with show of force. Two frigates in the northern coasts of Cyprus

    Illegal Bayrak television (13.11.05) broadcast the following:

    A high level delegation from Turkey will arrive in the Republic tomorrow to attend Tuesdays celebrations marking the 22nd anniversary of the establishment of the `Turkish Republic of Northern Cyprus´ (occupied territories of the Republic of Cyprus).

    The Turkish Minister in Charge of Cyprus Affairs Abdullatif Sener and the Turkish Presidential Secretary General Kemal Nehrozoglu and other top level state bureaucrats will be among those arriving tomorrow to attend the celebrations.

    Meanwhile, the two frigates from the Turkish Navy, which arrived in the `Turkish Republic of Northern Cyprus´ yesterday, will be open to public visits today between 2 and 4 in the afternoon.

    The vessels which are anchored at the Gazimagusa Harbor (occupied Famagusta) will move to the port of Girne (occupied Kyrenia) tomorrow where curious and interested visitors will be able to visit and tour the ships on the 15th of November.

    [02] Ferdi Sabit Soyer is holding contacts in London

    Ankara Anatolia news agency (12.11.05) reported the following from London: Greek Cypriots, who were admitted to the EU without any settlement in Cyprus, have lost their motivation for a solution, TRNC (occupied territories of the Republic of Cyprus) (self-styled) Prime Minister Ferdi Sabit Soyer said on Friday.

    Giving a conference at the London School of Economics on the first day of his six-day visit to Britain, Soyer said: ''The EU project was in fact a step to unite all Europe. But unfortunately, this project has turned into one that has brought separation in Cyprus.''

    Soyer stated that `TRNC´ was supporting a settlement under a UN plan which was based on equality of the two peoples living in Cyprus.

    Underlining the importance of ending of `isolation´ of Turkish Cypriots, Soyer said that this was a humanitarian duty.

    Moreover, illegal Bayrak television (13.11.05) broadcast the following:

    Prime Minister Ferdi Sabit Soyer is continuing with his contacts in London.

    The Prime Minister - who has been having contacts in London since Friday met with Turkish Cypriot businessmen this afternoon.

    Tomorrow, he will attend a panel organized by one of the worlds leading think-tanks - the Chatham House.

    On Tuesday, Mr Soyer will be attending special events marking the 22nd anniversary of the establishment of the `Turkish Republic of Northern Cyprus´.

    In line with his contacts there, `Prime Minister´ Soyer will also meet with the Friends of Cyprus Parliamentary Group from the House of Commons.

    [03] Talat: 2006 will bring mobility to the Cyprus problem

    Turkish Cypriot daily KIBRIS newspaper (12.11.05) reports under the above title and says that the self-styled President in the occupied territories of the Republic of Cyprus, Mehmet Ali Talat had said that Turkey-European Union (EU) relations will force the solution.

    Expressing the view that in 2006, pressure on Turkey, to open its ports and airports to Cyprus-registered ships and planes, will increase, Talat said that despite this increased pressure, Turkey will not open its ports and airports to Cyprus ships and planes unless the isolations imposed on the Turkish Cypriots were eased.

    As a result of this, pointed out Mr Talat, there will be crises and these crises, will lead to mobility in the Cyprus problem. Mr Talat stressed that if one properly exploits these crises, then the Cyprus problem could be solved.

    Talat warned that unless the Cyprus problem is settled within five years, then this will give birth to very serious dangers to the EU. Talat noted that Turkey will not give in to any pressure. Mr Talat stressed that the Turkish Cypriot community will not give up the position it is holding today that is ruling itself and electing its rulers.

    Referring to his meeting with the US Secretary of State Condoleezza Rice, Talat said that they have discussed the Cyprus problem and the so-called isolations imposed on the Turkish Cypriots. Talat said that Mrs Rice conveyed the message that she has supported Turkish Cypriots reunification policy.

    As regards the direct flights, Talat said that he has been told in the USA that it would be more appropriate in removing so-called isolations to start direct flights from Britain rather than from the USA. Talat further said that the so-called TRNC representative office in the USA is making attempts so that US troops in the region have their holidays in the north Cyprus.

    Mr Talat repeated his known views that it is the Greek Cypriot leadership that charted a separatist policy in Cyprus. He claimed that Turkish Cypriots with their actions demonstrated that they are for the reunification in Cyprus.

    [04] Endless problems for the buyers of the stolen Greek Cypriot properties in occupied Cyprus

    Turkish Cypriot weekly CYPRUS TODAY (12-18.11.05) publishes two reports under the title `Don´t panic´ plea as Amaranda Valley Aga office closes and Home Buyers `fear for their lives´.

    The first report refers to the Amaranda Valley project at occupied Klepini and analyses what the process will be now since the occupied Kyrenia-based company closed its offices, as follows:

    People waiting to hear about their homes in the Amaranta Valley project at Arapkoy (occupied Klepini) were left in further doubt this week when the parent company´s office closed.

    Girne-based (occupied Kyrenia) Aga Developments whose absent boss Gary Robb is still in Thailand shut its office due to a lack of funds to pay the rent.

    Work recently ground to a halt on the project when Robb´s financial assets were frozen by `TRNC´ government, leaving doubts about whether it would ever be finished.

    But a senior government minister has urged customers not to panic as he set up a special committee on Monday to look into the whole Aga Development situation.

    Hasan Findic, the (self-styled) Under-secretary of the `Ministry of Interior´ has formed a team of architects and engineers to look into the company´s finances.

    They aim to establish whether the project could be finished under the preset situation, but guaranteed the `government´ would step in to help if not.

    Mr Findic said: We need to carefully study how much money is needed by investigating all the properties ones nearly built and those still at the foundation stage.

    I think that we will be able to figure out how much money is needed to complete the houses within a few weeks.

    The second report describes Metin Huseyin´s story who left Australia with his family to return to his country, but lives in fear because the house he bought in occupied Ayios Epiktitos is claimed by others.

    Writes the paper:

    Metin Huseyin brought a property on the Hz Omer Estate at Catalkoy (occupied Ayios Epiktitos) for Pounds 98,000 in September, only to find the house had no electricity or running water and open power cables had been left running across the street where his four children play every day.

    He also claims his wife and children were threatened one weekend when he was away by two people who said they owned the land on which the house was built.

    Now, he said, the family is living in the most basic conditions, with only a small generator for power and he is worried sick about telephone calls he is getting telling them to leave their home.

    Mr Huseyin said he had not had any success in getting the electricity or water supply connected to their home and was so fed up with the situation that he was considering taking his family back to Sydney.

    He said: The electricity board people laughed at us, made fun of us and humiliated us when we tried to get a supply.

    I had to take my kids out of school because they were not able to do their homework or read books at nights.

    Worst of all, we have no water in the house because the pump is not functioning due to a lack of electricity.

    We are living without hygiene and the bugs are eating us alive, and now we are getting threatening telephone calls from I don´t know who, telling us to leave the property.

    There are a couple more houses on the street owned by British people which do not have any electricity, and I am trying to solve the problem for all the neighbourhood, not just ourselves.

    He said there were around 60 houses, with only about 30 of them having electricity, and the estate was a mixture of finished, partly finished or not even started houses.

    Residents were suffering nervous breakdowns, health and family problems and he said many people were searching for ways to leave the island and invest their money elsewhere.

    [05] The self styled assembly will discuss the Maritime Authority Zones Draft-Law in the occupied territories of the Republic of Cyprus

    Turkish Cypriot daily VATAN newspaper (14.11.05) reports that the self styled assembly will discuss today the Maritime Authority Zones Draft-Law in the occupied territories of the Republic of Cyprus.

    According to the paper, the draft-law declares for the first time the so-called Neighbouring Zone and the Restricted Economic Zone and gives the self styled TRNC sovereign rights and the jurisdiction in the above-mentioned sea zones. It has arrangements in many fields, including the archeological and the natural resources.

    The paper writes that the draft-law provides for the punishment of up to ten years imprisonment and one million new Turkish Liras fine for those who do not apply its conditions.

    According to the general justification of the draft-law, the necessity for its preparation was created after the Republic of Cyprus determined by law its maritime authority zones.

    The law, except the three articles providing for the offenses and the punishments, will be valid as from 21 March 2003.

    Turkish Cypriot daily VOLKAN newspaper (14.11.05) refers to the issue under the front-page banner title Our economic sovereignty zone in the sea is 200 Miles.

    [06] Talat´s regime is accused of preparing the ground for the non-solution

    Under the banner front-page title There is no solution, Turkish Cypriot daily ORTAM newspaper (14.11.05) writes that Talat´s regime is preparing the ground for the non-solution in Cyprus.

    The paper notes the following:

    President Talat and the CTP-DP government, who came to power showing as their target the solution and the European Union, are preparing to give the American soldiers, who are in Iraq, Afghanistan and the Middle East a vacation base in Northern Cyprus!

    While until before his visit to the USA the President of the TRNC Talat demanded the lifting of the isolations, after his return he began demanding the decrease of the isolations!

    Talat, who stated that they were undertaking initiatives so that the US troops in the region to make their vacations in the TRNC, is planning to achieve in that manner the landing of US planes in the TRNC!

    After the US soldiers and airplanes come to the TRNC, the isolations will be decreased. Until the vacation of the US soldiers ends, reaching a solution in Cyprus could not even be discussed.

    According to President Talat, the soldiers too are making vacations. If Cyprus is a country for vacations the US soldiers could come for vacations just like Ayse came once in Cyprus. (Translators note: The phrase Ayse goes for vacation was the secret code for the beginning of the second phase of the Turkish invasion in Cyprus in 1974).

    [07] KIBRIS: A delegation from the Chamber of Industry went to Syria

    Turkish Cypriot daily KIBRIS newspaper (12.11.05), reports under the above title and says that a delegation, from the Turkish Cypriot Chamber of Industry, headed by its chairman Salih Tunar left for Syria yesterday for number of contacts there.

    During the four-day visit the delegation will visit cities, Damascus, Aleppo, Homs, and Hama and will hold contacts with the local Chamber of Commerce and Industry officials, where they will look into possibilities to do business jointly.

    The visit which is organized by Adana Chamber of Commerce, will also include delegations from Adana Chamber of Commerce and Adapazari Chamber of Commerce and Industry.

    KIBRIS reports that the delegation will also visit the Turkish embassy in Damascus and the Turkish consulate General in Aleppo. The Turkish Cypriot delegation will return to the occupied area via Adana.

    [08] Akinci: Its time to ask for our rights deriving from the Republic of Cyprus. Tomorrow will be too late!

    Under the title Akinci has warned us! We are buried in a gambling underworld, Turkish Cypriot daily AFRIKA newspaper (13.11.05) reported that the leader of the Peace and Democracy Movement (BDH), Mr Mustafa Akinci, in a written statement yesterday, said: With the current situation, they are turning us into an underworld existing outside of international law, where Turkish Cypriots and the North will become a Taiwan, a state with a lot of casinos, night clubs and betting offices, which would also be serving US soldiers. Mr Akinci also noted that during the most recent visit of the Turkish Cypriot leader Mehmet Ali Talat to the US, the issue of US soldiers vacationing in the occupied territories of the Republic of Cyprus was also discussed.

    Referring to his partys proposals regarding the Cyprus issue, Mr Akinci said that the fenced-off town of Varosha should be given back to its former owners and a number of Turkish troops should be withdrawn from the island. He also added that the time has come for the Turkish Cypriots to claim their rights accorded to them by the Republic of Cyprus and warned that it would be too late to claim them in the future.

    Mr Akinci criticized the self-styled coalition government of the Republican Turkish Party- Democrat Party (CTP-DP) for pursuing fruitless policies, especially regarding the lifting of the Turkish Cypriotss international isolation, and added that the expectation that the isolation will be lifted and Mr Papadopoulos will return to the negotiation table is inadequate and unworkable by itself.

    [09] Turkish Cypriots are being treated as if they live in a militarist regime

    Turkish Cypriot daily AFRIKA newspaper (13.11.05) reported that the self-styled police raided on the house of the Financial Secretary of the Turkish Cypriot Secondary School Trade Union (KTOEOS), Mr Sedat Kilic, at midnight on Friday on the pretext that there were explosive materials in his house.

    Commenting on the raid the Chairman of KTOEOS, Mr Adnan Eraslan, said that it is very sad incident and added: This operation is an intimidation operation. We condemned those who did that.

    In its front page, todays AFRIKA newspaper (14.11.05), under the title Who gave the order?, reported that the operation of the self-styled police on the house of Sedat Kilic showed once again that a militarist regime exists in the occupied territories of the Republic of Cyprus.

    The paper reported that there has not been any statement yet on who gave the order to the police.

    [10] Thailands Prime Minister Shinawatra said that his country will do whatever is necessary to remove the isolation of the Turkish Cypriots

    Illegal BAYRAK television (12.11.05) reports that Thailands Prime Minister, Mr Thaksin Shinawatra, has said that Turkey and Thailand should work shoulder to shoulder on important issues such as the Cyprus problem.

    Speaking at a joint press conference with the Turkish Prime Minister Recep Tayyip Erdogan, Mr. Shinawatra said that his country will do whatever is necessary to remove the isolation of the Turkish Republic of Northern Cyprus (occupied territories of the Republic of Cyprus).

    Stressing that Thailand must act together with Turkey to be able to get the best outcome on this issue, Mr. Shinawatra said the following: As two friendly nations Thailand and Turkey must work together on important issues such as the Cyprus problem. He concluded by saying that he had ordered the Foreign Ministry of Thailand to research what could be done to help ease the isolation of the Turkish Cypriots.

    [11] Dr Sonmez of the Memorial Hospital suggested the creation of a heard surgery centre in occupied Cyprus

    Turkish Cypriot daily HALKIN SESI newspaper (14.11.05) reports that Dr Bingur Sonmez, who is a famous heard surgeon at the Heard and Vessels Surgery Section of the Memorial Hospital, stated that he demanded the creation of a heard surgery centre in the occupied territories of the Republic of Cyprus (OTRC).

    As the paper writes, during contacts he held in the OTRC, Mr Sonmez met Mr Esref Vaiz, the self-styled minister of health and social welfare and he suggested to found the centre and offer it as a present to the self-styled ministry of health.

    He also stated that this possibility will be a good lack for the persons who suffer from heard problems since instead of being sent abroad, it will be possible to receive treatment in the OTRC.

    [12] Panic was created after a Turkish Cypriot hunter found a dead partridge in the occupied Arsos village

    Turkish Cypriot daily HALKIN SESI newspaper (14.11.05) reports that a Turkish Cypriot hunter, who went hunting in the occupied Arsos village, found a dead partridge and handed it over to the veterinary section in the occupied territories of the Republic of Cyprus (OTRC).

    The paper writes that this incident created panic in the OTRC, at a time the discussion of the threat of bird flu is going on all over the world.


    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    [13] Columnist in the New Anatolian assesses the rumours on domestic and foreign policy issues currently on in Ankara. The occupied areas to be used by the Americans against Syria?

    Ankara The New Anatolian (13.11.05) publishes the following article by Kemal Balci under the title: "Capital whispers":

    Nowadays there are many whispers in the back corridors of Ankara politics. The things that most strike the ear are usually said in low voices by people with poker-face expressions, rather than what is expressed openly in higher voices. Every event has an apparent side which is seen by the public on one hand, and a terrifying, hidden side which gets whispered into selective ears.

    The topic now being whispered among government circles is Idris Gulluce, who was also called Istanbul's mayor behind the curtains, rather than the official mayor. The rumor is spreading that Gulluce, who was removed from office at midnight by a coup, has $25 million in a bank account. Claims that the prime minister ordered his removal after he received the documents about Gulluce's bank accounts cannot be silenced.

    The reason behind the prime minister's order to remove Gulluce from office, while he backs State Minister Nimet Cubukcu, is his determination to remain in office until 2007. The rumors indicate that the prime minister will not go for early elections before the presidential elections whatever the costs may be.

    According to the scenario circulating among government circles, Prime Minister Recep Tayyip Erdogan, who is determined to run for the presidency, had designated a name that would elude all speculation and predictions, to succeed him. If his purported plans, which are said to be causing tension within the ruling party, would be realized, Erdogan will nominate Energy Minister Hilmi Guler, rather than Foreign Minister Abdullah Gul, as prime minister in May 2007.

    While the AK Party is writing scenarios that are unlikely to be realized, some other organs of the state, particularly the armed forces, are producing other "iron scenarios," regarding the touchy events in the countries of the region, which are becoming inevitable gradually. Behind the deep silence of the military on the stage, there are raging debates over possible dangerous developments. For example, there are rumors about the possibility that the increasing U.S. interest in Northern Cyprus is explained by its aim to use it as a launching pad for a possible military intervention of Syria. Everybody accepts that the U.S. keeps a ready intervention scenario at hand, that includes the separation of the country, unless Syria does not democratize on its own. Although Erdogan's government is too busy with its plans around short-term interests, the concern that new developments in Syria may threaten the territorial integrity of Turkey dominate among the military and civilian bureaucracy. Therefore, the intentional disinterest of the government due to its religious sensitivity or its inability to follow the developments in the world outside the EU framework, doesn't bind the bureaucracy's hands. Although they try to keep it secret, one can still see that there is an effort for an active direction of the developments in line with Turkey's national interests, rather than silently watching the developments that would turn all the power balances upside down in the region.

    The government is also vacillating regarding Kurdistan Workers' Party (PKK) terrorism. The statements made once in a while are nothing more than efforts to save the day. If the PKK stepped up its violence in the region and follow the example of the Paris suburbs, the government may have no chance but to establish emergency rule. Only that possibility is enough to disturb the government's plans regarding the presidential elections. The state bureaucracy is building strategies against the possibility that a Kurdistan state found in northern Iraq would have an area of expansion extending to Turkey and to Lazkie in Syria, behind closed doors. On the other hand, the government is too busy making plans over the presidency and exploiting all of its power. It wants to go on its way, taking the claims of documented corruption as tiny accidents. But it's not farfetched that the little whispers about big cases of corruption could turn into a bomb that explodes loudly. Just as it is possible that the PKK terrorism steps up, and an operation in Syria gets carried out.

    It may not be possible to understand everything going on in the world. Just like, it's impossible to comprehend that nine or so people caught in a New York subway by a CIA-France joint operation are Mossad agents. But the developments surrounding us are not that complicated all the time. Even the government could understand them in a short while if it tried. Otherwise, if its disinterest persists, it may not find a civilian voice to wake it up from its dreamy world, just like former Prime Minister Necmettin Erbakan saying that he will produce 40,000 tanks without even thinking about where he would put them.
