    [01] Akinci ready to meet face to face with President Anastasiades

    Turkish Cypriot illegal Bayrak (25.11.19, https://www.brtk.net/cumhurbaskani-akinciarzumuz-buradan-kibrisa-iyi-haberler-iletmektir/) broadcasts that Turkish Cypriot leader, Mustafa Akinci has said that he wished to convey "good news" from Berlin to Cyprus. In statements after his arrival in the German capital where he will meet with UNSG Antonio Guterres and President Nicos Anastasiades tonight, Akinci noted that he went to Berlin having the wish and the intention to take a positive step in the direction of the solution of the Cyprus problem.

    Akinci also said that the UNSG wanted a tripartite meeting first and to convene a five party conference after a "good preparation" and at a "proper time". He added the following:

    "We will discuss a road map here. Our wish is to convey good news from Berlin to Cyprus. When I came in 1985, the Berlin Wall existed. The Berlin Wall collapsed in 1989. Then I had said the following: Before the physical collapse of the Berlin Wall, the walls in the minds of the people in both sides of the wall had collapsed.

    For 30 years, we have been trying to demolish the walls which are in the minds in Cyprus. We can do this. The world has changed now. The Cold War period has ended. Peoples, communities and countries can come together and develop by cooperating peacefully. The communities in Cyprus can also achieve this. If we can achieve this, the relations in the area will be improved, as well as the relations between Greece and Turkey and the issue of natural gas, which is a reason for a crisis today, could become a field of cooperation, a field of common wealth and the young generations in Cyprus will be able to see the future with more hope. We came here having these thoughts. I hope that we will be able to see the same response".

    Asked to comment on a statement reportedly made by President Anastasiades in Berlin that "if we remain face to face with Akinci we can solve the Cyprus problem", Akinci replied: "We can meet face to face. If what is implied is a face to face meeting, we could meet with Mr Anastasiades. We could also meet with Mr Guterres. We are staying at the same hotel, we could meet. The issue of whether we can solve it when we remain face to face depends on the intentions and the attitudes. For so many years, I think that everyone knows my intentions on the issue of the solution since I was mayor. Therefore, from my point of view, there is no problem in this sense".

    [02] "We are going to Berlin to determine a road map", says Akinci

    Turkish Cypriot newspaper K?br?s (25.11.19) reports that Turkish Cypriot leader, Mustafa Akinci has said that he was departing for Berlin with an open agenda to determine a road map. In statements at the illegal airport in Tymbou before departing for Berlin to meet with UNSG Antonio Guterres and President Nicos Anastasiades, Akinci noted that he hoped that his stance, "which serves peace and solution in a stable manner protecting our rights" would receive a response.

    "We are going to Berlin to establish together at which point we are, and decide how we will walk the road afterwards, that is to draw together a kind of a road map", he said and added that "I do not want to create great expectations".

    Noting that the role of the UNSG would be important, Akinci claimed that "our stance is from the very beginning realistic and the valid policy is in the direction of not abandoning the UN parameters". Akinci also referred to a bi-zonal, bi-communal structure based on two founding states where both communities would be able to live in equality, freedom and security, sovereignty would derive from two equal communities and effective participation in the decisions would exist.

    Reiterating that open-ended negotiating processes belonged to the past, Akinci argued that "the period of negotiating for the sake of negotiations ended" and added that "a result oriented process, with good planning and well separated to phases is needed".

    Referring to the efforts of concluding the terms of reference, Akinci said that "a distance was covered" and "a certain material was accumulated", but it was not possible to complete the work. "The reasons for this are known. I have stated this when the occasion arose", he added.

    Akinci noted that in July when they had met the UNSG in New York, Gutrerres had told them that a good preparation should be made before a five party meeting and that a new failure would not be good for Cyprus. He added that the UNSG said he preferred a tripartite meeting before the five party meeting and "we as the two leaders approved this".

    "Of course, the accumulated material is indicating the way for the solution. These are the Document of 11 February 2014, the Framework of 30 June 2017 and the agreements reached until today", he said.

    Referring to the tension in the Eastern Mediterranean, Akinci argued:

    "Certainly it would not be wrong to say that sharing in a fair manner the wealth which exists both on the island and in our seas will bring benefits to both sides. For this, we need to act within the framework of cooperation and dialogue. I think that the UNSG is worried about what is happening around Cyprus and in various areas of the world, but especially about the events in the Middle East. This is a justified worry and he thinks that the most correct way to overcome this is to create the ground for negotiations".

    [03] "Diplomatic marathon" by Erhurman prior to Berlin – He asks for political will for a five-party meeting

    Turkish Cypriot newspaper Yeni Duzen (25.11.19) reports that Tufan Erhurman, chairman of the Republican Turkish Party (CTP), has carried out a "diplomatic marathon", meeting with all "international players" during the process prior to the tripartite summit in Berlin between the two community leaders and UNSG, Antonio Guterres. Right after the announcement of the summit, Erhurman met with the Ambassadors to Nicosia of the Five Permanent Members of the UN Security Council and exchanged views with Greek Cypriot political parties DISI and AKEL. He also met with the "ambassador" of Turkey in the occupied part of Nicosia, and with a UN delegation headed by Elisabeth Spehar.

    Erhurman handed over a letter for the UNSG to Spehar. In the letter, Erhurman said that "our vision for the island is a sustainable federation in harmony with the UN Resolutions and parameters, which are the basis of the negotiations that have been going on for a long period of time". "Both leaders should unconditionally exhibit determination on the issue of a bi-zonal and bi-communal federal solution based on political equality", he added.

    Wishing for the meeting in Berlin to "open the door" for an informal five-party meeting, Erhurman said: "We are expecting from the UNSG and the leaders to exhibit the necessary will which will secure the achievement of this result".

    [04] "Bi-zonality should not be ignored", says Ozersay

    Turkish Cypriot newspaper Halk?n Sesi (25.11.19) reports that Kudret Ozersay, self-styled foreign minister of the breakaway regime in the occupied area of the Republic of Cyprus, has said that he had observed that bi-zonality was ignored during the past few years in the Cyprus negotiations. In an exclusive statement to the paper, Ozersay alleged that the Greek Cypriot side did not accept the UN parameters and was far from being at a "logical point" on the issue of bi-zonality.

    He claimed that "an approach which degrades the Cyprus problem" to an issue of political equality and guarantees only was developed. Describing as "wrong and dangerous" this impression, Ozersay drew attention to the principle of bi-zonality and argued that according to the description of the UN itself, bi-zonality meant that each community would possess the clear majority of population and property in its own "state".

    Referring to a lack of a "common vision" between the sides on this issue of bi-zonality, Ozersay claimed that "negotiations which will start without clarifying this in a document called 'terms of reference' will lead us nowhere" and that "we will experience a repetition of what we lived for the past 50 years".

    Referring to the effort to conclude the terms of reference, Ozersay argued that the two sides understood different things from the concepts which would be written down and therefore no agreement would be reached when terms, which have a different meaning for each side, were included in a document. He claimed also the following: "The Cyprus problem is so important and in deep disagreement that could not be degraded to a technical point such as the terms of reference. If you do not analyse well the roots of the problem and you do not focus on producing solutions […], the result will be the continuation of the status quo and imprisoning the negotiations in a vicious circle […]".

    [05] Hasipoglu: "If Berlin fails, new model solutions must come on the table"

    Turkish Cypriot daily Halk?n Sesi (25.11.19) reports that the "deputy" with the National Unity Party (UBP) Oguzan Hasipoglu, stated that the Turkish Cypriot leader Mustafa Akinci, is participating in the three-party meeting in Berlin, after the failure of the talks in Switzerland without an agreement about the common vision and about what is going to be discussed.

    "If Berlin fails, new model solutions must come on the table", he argued, adding that in case a solution is not reached, the Turkish Cypriots should seek from the UN to examine whatever the talks procedure about reaching a federal agreement has collapsed.

    "Perhaps two years ago we could not demand this; however, after the phase that the talks have entered, this demand that we will made is a logical one and no-one could accuse us as the side that left the negotiation table", he stated.

    [06] No result will come out from Berlin, according to the settlers' party

    Turkish Cypriot daily Halk?n Sesi (25.11.19) reports that the general secretary of the Revival Party (Tr. Note: The party of the settlers- YDP) Turan Buyukyilmaz stated that no result will come after the three-party meeting in Berlin.

    Buyukyilmaz who issued a written statement, said that YDP has no expectation from the Berlin meeting "which is taking place for the sake of taking place", as he said.

    He also said that the Greek Cypriot side will refer to the issue of the drillings by Turkey at the meeting and will try to blame Turkey for a possible failure of the procedure.

    "In our opinion, this meaningless and without result meeting should have been left to take place after the presidential elections next year", it was said in the statement.

    [07] New things should be told at the negotiations, according to Nami

    Turkish Cypriot daily K?br?s Postas? (25.11.19) reports that the former Turkish Cypriot negotiator Ozdil Nami, who resigned from his post after Crans Montana, described that procedure as his biggest disappointment and said that new things should be told at the negotiators.

    In an exclusive statement to the paper, Nami referred to the Berlin meeting and stated the following:

    "Negotiations is pre-conditions to change the status quo; however it is wrong to start a negotiations that is not able to change it. We have already consumed some methods. We have to say such things that will presage a procedure and help up saved from the status quo. It is not right to call it only federal solution or to say that federal solution is dead", Nami stated.

    [08] Tacoy: "A natural gas pipeline should be installed between Turkey and the TRNC"

    Turkish Cypriot daily Gunes (25.11.19) reports that so-called minister of economy and energy Hasan Tacoy stressed the need for a natural gas pipeline to be installed between Turkey and the "TRNC".

    In statements to Demiroren news agency (DHA), Tacoy said that with the natural gas pipeline between Turkey and the "TRNC", the natural gas to be found in the region could be transferred to Europe via Turkey.

    Tacoy went on to add that in a report, which was prepared by international experts, it is underlined that this pipeline should be certainly installed.

    According to Tacoy, the experts underline also the following in the reports: "In a period where the isolation continues, it is a necessity for a natural gas pipeline and the interconnection system to be implemented. The words are coming from experts from the EU", Tacoy alleged.

    [09] Ozersay: "The Turkish Cypriots want to be self-administrated; they do not accept orders from Turkey"

    Turkish Cypriot daily Kibris (24.11.19) reports that so-called deputy prime minister and "foreign minister" Kudret Ozersay, replied to criticism regarding their communication and ties with Turkey.

    In a written statement issued by the People's Party (HP), it is said that speaking to Kibris TV, Ozersay stated that they need their ties with Turkey to be healthy, underlining that it is not necessary for this to mean that they receive orders from Turkey. Ozersay went on to claim that one of the most important characteristic of the Turkish Cypriots is that they want to be self-administrated and that they do not want to accept orders from Turkey. He added further the following:

    "I see the TRNC in this way. I believe in the existence of the state. I consider the state as very important so that the community to be able to stand on its own feed and also I consider as a sine qua non for the state organization inside the community to be able to be self-administrated. […]. What we need is not to be administrated by Turkey. Nor to receive orders and instructions by Turkey. As matter of fact, we do not accept to receive instructions. We are still forced to have healthy relations with Turkey. I consider that we can draw better the framework related with the Cyprus problem. And this because it is a problem that we experience. We have learned about it by living it. We have to apply Turkey's foreign policy via the Cyprus problem. Turkey was always by our side, in every occasion and under any conditions, in good and bad days. We cannot deny this. We have special relations with Turkey but these special relations does not mean that Turkey administrate u s", Ozersay claimed.

    Referring to the issue of Ataturk theological college in the occupied area of Cyprus, Ozersay recalled that Turkey had asked them for this college to be bounded to the Turkish Ministry of National Education. He went on to say that they opposed to this idea and described this as unacceptable. Ozersay alleged further the following: "While we have our own ministry, if this educational institution is bounded to the Ministry of Turkey, this would mean that we will close our own".

    [10] Kurtulmus: "Turkey's sovereign rights in the EM will never open up for discussion"

    Turkish Cypriot daily Yeni Bakis (24.11.19) reports that Numan Kurtulmus, Deputy chairman of the Justice and Development Party (AKP), evaluated in statements Turkey's oil exploration activities in the Eastern Mediterranean and claimed that Turkey's sovereign rights in the region will never come up for discussion.

    "Taking into consideration that everybody carries out oil exploration activities in the Eastern Mediterranean, it is impossible for Turkey not to do the same. We have Europe on our heads too, the EU in fact. No matter what they say, we will never step back from our promises. Let us speak clearly, Turkey will never accept for its sovereign rights to become a matter of discussion. We will continue protecting the rights and interests of our brothers in north Cyprus and I hope that finally oil and natural gas will be found in the region", Kurtulmus alleged.

    [01] Turkish President to visit Qatar

    Ankara Anatolia news agency (24.11.19 https://www.aa.com.tr/en/middle-east/turkish-president-to-visit-qatar-monday/1654237 ) reports that Turkish President Recep Tayyip Erdogan is set to visit Qatar on Monday to attend the 5th meeting of Turkey-Qatar High Strategic Committee, an official statement said on Sunday.

    The meeting will be jointly presided over by Erdogan and Qatari Emir Sheikh Tamim bin Hamad Al-Thani, according to a statement from Turkey's Directorate of Communications.

    The meeting will discuss the opportunities to further develop cooperation between the two countries in various fields, and exchange views on regional and international issues.

    A number of agreements are expected to be signed between the two countries during the meeting. Also, Erdogan is expected to visit the Qatar-Turkey Combined Joint Force Command.

    The 4th meeting of Turkey-Qatar High Strategic Committee was held in Istanbul in Nov. 2018.

    [02] Turkey to attend 50th anniversary ceremony of OIC

    Ankara Anatolia news agency (24.11.19 https://www.aa.com.tr/en/politics/turkey-to-attend-50th-anniversary-ceremony-of-oic/1654086) reports that the Turkish Foreign Ministry said its top diplomat would attend a ceremony in Saudi Arabia to mark the 50th foundation anniversary of the Organization of Islamic Cooperation (OIC) and have bilateral meetings with member countries.

    The statement said Ankara and Riyadh submitted a joint proposal to hold the ceremony on Nov. 25, 2019 to mark its establishment in accordance with a resolution adopted at the 46th OIC Council of Foreign Ministers meeting.

    "Upon the invitations of the OIC Secretary-General and the Minister of Foreign Affairs of Saudi Arabia, Mr. Mevlut Cavusoglu, Minister of the Foreign Affairs of the Republic of Turkey, will represent Turkey in the ceremony," the statement said.

    It added that Cavusoglu would deliver a speech on behalf of the OIC Asian Group and have bilateral meetings with his counterparts from other OIC members.

    [03] Turkey, Japan aim for economic partnership deal by 2020

    Turkish Hurriyet Daily news (25.11.19 http://www.hurriyetdailynews.com/turkey-japan-aim-for-economic-partnership-deal-by-2020-149053) reports that Turkey and Japan aim to finalize negotiations on an economic partnership deal by the end of 2019, the Turkish Foreign Minister announced.

    Mevlut Cavusoglu said during the G20 Foreign Ministers' Meeting in Nagoya, Japan that the two countries aimed to announce the Japan-Turkey Economic Partnership Agreement (EPA) by the end of the year.

    Cavusoglu said he had a "fruitful" meeting with his Japanese counterpart, Motegi Tosimitsu, and that the two discussed bilateral relations with a special focus on the trade agreement.

    He added that the sides also agreed on a technical cooperation deal between their respective state-run aid agencies, the Turkish Cooperation and Coordination Agency (TIKA) and Japan International Cooperation Agency (JICA).

    "God willing, our trade volume will grow larger and become more balanced with the Economic Partnership Agreement," said Cavusoglu.

    Cavusoglu went on to say that he would visit Qatar from Japan, where the Turkish delegation, led by President Recep Tayyip Erdogan, will take part in the Strategic Committee Meeting with Qatar.

    Asked about Turkey's agenda in the NATO Leaders Meeting slated for Dec. 3-4, Cavusoglu said Ankara would share its vision on the enlargement of the organization and how it should adapt itself to the new threats.

    He highlighted that Turkey, Germany, France and the U.K would have a four-way meeting during the NATO gathering, adding that issues on Syria and Europe would be discussed.

    On bilateral relations, Turkey's relations with other countries, Cavusoglu said: "Whether it be with the U.S. or other countries, we always want to utilize diplomacy to reach an agreement through negotiation on any subject.''

    "However, we never accept imposition, and won't allow anyone to interfere with our area of sovereignty [...] We can hold discussions at any time, on any subject, on the basis of respect for sovereign rights," he said.

    [04] Arrested lawyer accused of providing personal data of Turks to German embassy

    Turkish Hurriyet Daily news (25.11.19 http://www.hurriyetdailynews.com/arrested-lawyer-accused-of-providing-personal-data-of-turks-to-german-embassy-149024) reports that Ankara and Berlin are in discussions over a Turkish lawyer who was arrested two months ago for allegedly providing the personal data of Turkish citizens living in Europe upon the request of the German Embassy.

    German Ambassador in Ankara Martin Erdmann on Nov. 21 said the arrest of the lawyer who provides legal consulting services to his Embassy was "not understandable."

    "This arrest is not understandable to us. For this reason, we are making intensive efforts to clarify the alleged crimes," he said in a written statement on Nov. 21.

    "Our legal adviser has provided our Embassy with the usual support, which is in international terms and, in our opinion, is undeniably not forbidden. Such cooperation should be possible without hindrance," he said.

    Legal consultations are important interlocutors for the Embassy in Ankara, along with other diplomatic missions, in order to clarify and better evaluate the issues related to the legislation of the country, said the Ambassador.

    On Sept. 18, daily Hurriyet reported that two lawyers working for EU member state Embassies were arrested on allegations that they leaked information about Turkish citizens to these foreign missions.

    These lawyers were accused of providing documents to Turkish national FETO and PKK members who "illegally" applied to get political asylum in these countries.

    The lawyers, identified only by their initials Y.S. and B.D., were reportedly collecting the personal identities of these Turkish citizens living in Europe and providing this information to the Embassies of some member states of the EU.

    The daily claimed that the reports submitted by the lawyers were forwarded to the Foreign and Justice Ministries and immigration departments of these European countries.

    The reports submitted were used for deportations, social assistance payments, granting and canceling residence permits and deprivation of citizenship in these countries.

    The lawyers were registered to the Bars of Istanbul and Diyarbak?r, sources told the Hurriyet Daily News on condition of anonymity.

    One of the lawyers, Y.S., was contracted by the German Embassy for several years for legal consulting services, sources said. He was detained in September when he traveled to Ankara to visit the German Embassy.

    The Embassy had several discussions with the Turkish officials on the issue for the past two months. Some other staff of the EU member states are also subject to the investigation, according to the sources.
