    Intervenant aujourd'hui au débat du Parlement européen sur l'emploi, le Président de la Commission européenne a déclaré: "Le Pacte européen de confiance pour l'emploi a d'ores et déjà induit un mouvement". Il faut maintenant passer à la vitesse supérieure. "Dans vingt-cinq jours, à Dublin, je demanderai aux chefs d'Etat et de gouvernement d'inscrire dans les faits les grandes orientations de ce Pacte", a annoncé Jacques Santer. Parmi les avancées concrètes déjà intervenues, le Président de la Commission a souligné trois motifs d'encouragement. Premièrement, la reconnaissance dans toute l'Europe de l'importance de la dimension locale: "A Dublin, les pactes territoriaux de la première génération seront lancés", a dit Jacques Santer. Deuxièmement, l'amélioration du fonctionnement du marché du travail: "Je suis heureux de la mobilisation que les partenaires sociaux ont démontrée dans le cadre du Pacte. Nous sommes là aussi arrivés à des résultats." Troisièmement, le front macro-économique: "Au moment où la croissance reprend, la convergence nous met en mesure d'en maximiser l'impact sur l'emploi."

    [02] Sommet du dialogue social: contribution des partenaires sociaux au Pacte de confiance

    Une réunion de haut niveau aura lieu demain à Dublin entre les partenaires sociaux au niveau européen (CES, UNICE, CEEP), le Président de la Commission Jacques Santer, le Commissaire européen chargé des Affaires sociales et des Relations industrielles, Padraig Flynn et le Premier ministre irlandais, John Bruton. A cette occasion les partenaires sociaux présenteront leur contribution conjointe au Pacte européen de confiance pour l'emploi lancé par Jacques Santer en janvier dernier. Une grande négociation est en cours entre les partenaires sociaux, au niveau européen, sur la flexibilité du temps de travail et la sécurité des travailleurs.

    [03] La Commission retire 48 propositions dépassées

    La Commission européenne vient de retirer 48 propositions au Conseil, qui n'ont plus un caractère d'actualité, soit pour des raisons objectives (changement de situation de fait, objectifs déjà atteints par d'autres moyens, etc.), soit parce que la Commission suit désormais une autre approche, soit pour des raisons liées à la subsidiarité. C'est le cas, par exemple, de la proposition de directive relative à "une définition commune de l'armateur communautaire", qui avait été évoquée lors du Conseil européen d'Edimbourg de décembre 1992. Ceci permet d'achever les retraits envisagés à cette occasion pour des raisons de subsidiarité. Les secteurs touchés par les retraits auxquels la Commission vient de procéder sont le marché intérieur et les services financiers, les questions douanières et de fiscalité indirecte, l'agriculture, la pêche, l'industrie, les télécommunications, l'audiovisuel, la recherche, les questions de personnel et budgétaires.

    [04] La Commission lève l'immunité d'amendes des parties TACA relative à l'accord sur les tarifs terrestres

    La Commission européenne a décidé de lever l'immunité aux amendes des parties TACA - les transporteurs de conteneurs membres du "Trans-Atlantic Conference Agreement" - relative à l'accord de fixation des tarifs terrestres. La Commission considère que cet accord constitue une violation manifeste et sérieuse des règles de concurrence et qu'il n'est pas indispensable, comme le revendiquent les parties, à l'introduction d'une forme limitée d'échange d'information sur l'emplacement de conteneurs vides. L'accord en question ne justifie donc pas l'octroi d'une exemption. Réduire les coûts et limiter les nuisances à l'environnement sont en effet des stimulants suffisants à la participation de toute compagnie à ce type de dispositif.

    [05] Plaintes de consommateurs dans le secteur automobile: la Commission envoie une communication des griefs à Volkswagen et Audi

    Suite aux inspections menées en octobre 1995 chez Volkswagen et Audi en Allemagne ainsi que chez Autogerma, leur importateur commun en Italie, et dans neuf réseaux de distribution italiens, la Commission européenne a envoyé une communication des griefs aux deux compagnies allemandes. Les entreprises concernées disposent d'un délai de réponse jusqu'à la mi- janvier 1997. Les inspections en question avaient été motivées par de nombreuses plaintes venant de consommateurs prétendant que Volkswagen et Audi avaient développé, avec la complicité de leurs partenaires italiens, une stratégie destinée à empêcher les consommateurs autrichiens principalement mais aussi allemands et français d'acheter des voitures meilleur marché en Italie et donc de bénéficier des avantages du marché intérieur. Depuis l'entrée en vigueur du nouveau règlement - le 1er octobre 1996 - relatif à la distribution de véhicules automobiles décrivant notamment les clauses et pratiques interdites dans sa "liste noire", la possibilité donnée aux tribunaux nationaux compétents de déterminer les infractions aux règles de concurrence de la CE en la matière se voit améliorée. Ceci implique que les consommateurs ont parfaitement le droit d'acheter un véhicule dans n'importe quel pays de l'Union européenne et qu'ils s'adressent aux tribunaux nationaux en cas de refus. La Commission continuera toutefois à prendre toutes les dispositions nécessaires lorsque des entreprises, par des pratiques ou des accords anti-concurrentiels, isolent des marchés nationaux en limitant le marché parallèle.

    [06] 793 nouveaux projets transnationaux de formation professionnelle au titre du programme Leonardo da Vinci en 1996

    Après le lancement, en 1995, du premier programme européen de formation professionnelle "Leonardo da Vinci", la mobilisation des acteurs européens de la formation professionnelle se poursuit et se renforce. Plus de 24.000 organismes ont investi, au cours de cette deuxième année de fonctionnement du programme, dans le montage de projets transnationaux innovants. Au total, la Commission européenne a pu retenir 793 projets transnationaux, impliquant plus de 10.000 partenaires, sur 3.100 candidatures. Le cofinancement total accordé est de 112,2 millions d‘Ecus, dont 84 millions d‘Ecus pour les projets pilotes, 22 millions pour les programmes de placements et d‘échanges et 6,2 millions pour des enquêtes et analyses. Grâce à l‘Union européenne, et aux programmes de placements et échanges en particulier, 9.000 étudiants et près de 20.000 jeunes travailleurs, apprentis et jeunes à la recherche d‘un emploi vont pouvoir faire un stage dans une entreprise ou dans un centre de formation d‘un autre pays participant au programme et consolider ainsi leur expérience.

    [07] Christos Papoutsis welcomes EASDAQ market

    Commissioner Christos Papoutsis, responsible for Small and Medium-sized Enterprises (SMEs), in a statement on the occasion of the flotation of the first European companies on the European Association of Securities Dealers Automatic Quotation (EASDAQ) today, welcomes the initiative of the creation of EASDAQ, as well as all initiatives which can improve access for SMEs to equity capital. As he says: "The creation of EASDAQ should go some way towards improving the availability of equity financing for European SMEs, and thus remove some of the barriers which prevent them from expanding and creating jobs. The improving access for SMEs to capital markets is an essential plank in Europe's efforts to sustain the growth of enterprises and thus to improve opportunities for job creation. The Commission will continue to play its full part in that task".

    [08] Sir Leon Brittan: Goldsmith's confused question is tantamount to asking the British if they want to leave Europe

    Sir James Goldsmith cannot tell the difference between his "common trading market" and his "Federal Europe", so why should the British people have to answer the question in a referendum, asks Sir Leon Brittan. Responding to Sir James' question to the Oxford Union Society yesterday, Sir Leon will tell the Cambridge Union Society this evening why effective supranational institutions like the Commission, the Court of justice and the Parliament are indispensable ingredients of a successful common market. They will inevitably have a serious impact on the political and legal systems of EU member states if they are make the market function properly. Sir James' option of a non-binding market wiith weak institutions is not on offer. Calling for it is tantamount to calling for Britain to withdraw from Europe. If that is what he wants, that is the question he should put to the British people.

    [09] Conference on the role of the media in the peace process in ex- Yugoslavia

    On the initiative of Commissioner Hans van den Broek, the European Commission is organizing a conference on the role of the media in strengthening the peace process in Ex-Yugoslavia. The conference will focus on the media situation in the countries which are signatories to the Dayton/Paris peace agreement, i.e. Croatia, Bosnia Herzegovina and the FRY. Journalists from these countries will participate as well as journalists and media-experts from EU Member States and other countries. The media‘s crucial role in the democratic reconstruction and the fostering of stability in the region will be one of the topics for discussion. The conference will take place on Friday 29 November 1996, 9:30 hours am in the Press room (L00 A.50) of the European Parliament, Leopold Building. It will be chaired by Mr Leo Tindemans, MEP, and is organized with the support of the European Parliament, the Council of Europe and the International Federation of Journalists (IFJ).

    [10] Commission challenges US origin rules on textiles

    Under its new Market Access Strategy, the European Commission is challenging the United States for passing new rules that could prevent Italian silk scarves, British hats, German soft furnishings, Austrian cotton goods and other products from bearing European labels because the raw material originates in China and elsewhere. They could also be hit by quotas as a result. The action follows a complaint by Italian silk clothing producers who fear that 57 mecu of their exports will be affected. The Commission considers that the new US rules may well contravene the US commitments under two WTO agreements: the Agreement on Textiles and Clothing and the agreement on Rules of Origin. The US rules, adopted following the conclusion of the Uruguay Round, entered into force on 1 July 1996. This action marks the first step in a procedure under the so-called Trade Barriers Regulation, a new instrument which allows individual firms as well as industries and Member States to ask the European Union to act against a specific barrier to trade.

    [11] Neil Kinnock: Commission remains in close contact with the French authorities about the road haulage dispute in France

    The European Commission "is maintaining close contact with the French authorities on the course of the dispute" in the road haulage sector in France, Neil Kinnock said yesterday to the Transport Committee of the European Parliament. Recalling that he had written last Friday to the French Secretary of State in charge of road haulage, Anne-Marie Idrac, "to express concerns at the developments in France urging her to continue to work towards solving the issue", the European Commissioner responsible for transport underlined, however, that "in practice the Commission has no effective legal right or ability to intervene in a national dispute unless a Member State is shown to be negligent in its duty to uphold the legal freedom of movement of goods and persons specified in the Treaty". "Some who have been loudest in their demands that the Commission intervene to prevent or to end such disputes would be amongst the first to express even louder outrage if power was ever given to the Commission to supercede national authorities, conduct and decisions in such circumstances", Mr Kinnock said.

    [12] Ritt Bjerregaard: "EU expenditure must be oriented towards positive action for environment"

    Speaking to a meeting in Brussels between NGOs and EU institutions devoted to the discussion of the Reform of the EU budget and environment policy, Environment Commissioner Ritt Bjerregaard said that: "At the present time, I feel that the highest priority for this reform relates to the integration of environment into other policy areas. This should be targeted at both ensuring that Community expenditure is no longer contributing to environmental decline and is increasingly oriented towards positive action for environmental protection and sustainable development. I have no doubt that the agricultural budget as the largest individual budget line and that which interacts so directly with the environment should be at the top of the list for attention". Commissioner Bjerregaard finally underlined the need to put the greening of EU budgets into a wider context and said that: "Community budgets have an important input to make to the achievement of sustainable development. But our efforts do not diminish the responsibility of Member States and local authorities to integrate environmental aspects into their own policies and programmes. Nor do they take away the responsibility of individual citizens to think of the environment in the choices they make".

    [13] Emma Bonino: "On pêche trop et mal en Méditerranée"

    Dans son discours d'ouverture aujourd'hui à la deuxième Conférence diplomatique sur la gestion halieutique en Méditerranée à Venise, Emma Bonino, Commissaire européen en charge de la pêche, a déclaré: "On pêche trop et mal. Il est essentiel de trouver l'équilibre entre les ressources, les aspects économiques et les emplois". Quatre secteurs sont prioritaires: soutenir l'activité des experts scientifiques, améliorer l'efficacité des contrôles par les Etats membres, promouvoir la collaboration au niveau des organismes multilatéraux et internationaux et renforcer la coopération entre les institutions et les professionnels.
