    [01] Jacques Santer: "La fermeture de l'usine Renault a porté un coup grave à l'esprit de confiance européen"

    Lors de la visite à la Commission européenne de Sa Majesté Albert II, Roi des Belges, le Président Jacques Santer a regretté la manière dont l'entreprise Renault a géré la fermeture de son usine à Vilvorde en Belgique comme "un coup grave à l'esprit de confiance européen". M. Santer estime que Renault n'a pas respecté l'esprit des directives européennes pertinentes: il aurait dû y avoir une consultation et un accord préalables sur des mesures sociales d'accompagnement. L'Europe ne doit pas être perçue comme un seul projet économique. Le drame social de Vilvorde montre avec acuïté qu'elle a besoin d'un volet social convaincant. D'où les initiatives prises par la Commission pour un Pacte de confiance pour l'emploi et la croissance, et pour, dans le cadre de la Conférence intergouvernementale, inscrire au Traité un chapitre sur l'emploi et y intégrer le protocole social. Jacques Santer a aussi insisté sur le rôle à jouer par "nos entrepreneurs (qui) bénéficient du marché intérieur et exigent, à juste titre, qu'on l'achève le plus rapidement possible. Ceci a cependant une contrepartie. Pour préserver notre modèle de société européen, il faut que tous, y compris les opérateurs économiques, contribuent à la confiance, en respectant la cohérence essentielle entre leurs décisions économiques et le rôle social des entreprises."

    [02] European Commission expresses deep concern on Albania

    The European Commission had an in-depth discussion about the grave situation in Albania. It expressed its deep concern about the course of events which has resulted in the loss of lives. The European Commission strongly appeals on all sides to show utmost restraint and hopes that further bloodshed can be avoided. It expects from all parties involved that they will clearly express their willingness to seek a solution through political means. The European Commission is fully involved in the preparation of the EU mission by the President of the Council of Ministers, Minister Hans van Mierlo, accompanied by a representative of the European Commission, to Tirana on Friday 7 March. This mission will deliver a clear political message to President Barisha and to the opposition parties. In the meantime the European Commission calls for the full respect of human rights and the rights of minorities and other fundamental freedoms, including the freedom of the press, by Albania and recalls Albania's international obligations in this respect.

    [03] Commission relaunches a proposal for a Council directive on the landfill of waste

    The European Commission has adopted a new proposal on the landfill whose objective it is to reduce the impact of waste disposal on the environment. This proposal goes further than the proposal the Commission made in 1991, which led to a common position to which the Parliament objected in 1996, after which the Commission withdrew its proposal. The new Directive introduces a series of new elements and provides for a number of safeguards with respect to both existing and new landfills. For the first time binding targets to the reduction of biodegradable waste has been established at European level. Disposal of waste is the option of last resort in the hierarchy of waste management principles as stated by the Commission in its Waste Strategy Review of July 1996, where the Commission gives clear preference to minimization and recovery of waste. Waste disposal does not represent an efficient form of waste management. It does not prevent waste nor does it promote recovery of material or energy. In addition it has a substantial impact on the environment. Therefore, it is essential to limit waste disposal and at the same time ensure that waste disposal occurs under optimal conditions.

    [04] Aide aux biocarburants issus de graines oléagineuses en Italie

    La Commission européenne a adopté une décision finale négative à l'encontre de deux aides italiennes destinées à promouvoir la production de biocarburants issus de l'estérification d'huiles végétales (biodiesel). Il s'agit d'une aide à l'hectare de 150.000 LIT/ha pour les producteurs de graines de colza et de tournesol cultivées sur les terres mises en jachère et d'une aide sous forme d'exonération des droits d'accise pour un contingent annuel de 125.000 tonnes de biodiesel obtenu par estérification d'huiles de graines oléagineuses cultivées sur les mêmes terres. La Commission, dans sa décision finale, a souligné que son engagement en faveur du développement des énergies renouvelables et des biocarburants en particulier n'est aucunement mis en cause (reste tout à fait valable, notamment, la proposition de doubler l'usage d'énergie renouvelables pour l'an 2010 visée dans le livre vert adopté le 20.11.1996). Ce développement, toutefois, ne peut pas se faire au détriment des autres politiques communautaires ou à l'encontre de dispositions du droit communautaire. En fait, les contestations de la Commission ne visent pas le choix de l'Italie d'encourager la production de biocarburant par le biais d'une détaxation, mais plutôt le caractère discriminatoire de l'exonération qui ressort de limitations non justifiées du point de vue technique concernant les matières premières pouvant être utlisées pour la fabrication du biodiesel détaxé.

    [05] Commission amends beef identification and labelling proposal

    In line with its announcement to the European Parliament on 19 February, the European Commission has amended its proposals for regulations on animal identification and meat labelling which it first adopted on 6 October 1996. The principal changes are to combine the two proposals into one and to change the legal base from art. 43 to 100A which implies that it must be decided through the codecision procedure i.e. must have the agreement of the European Parliament. The proposal foresees the compulsory labelling of beef by the year 2000, by which time all Member States must have their cattle identification systems in place. The proposal allows a Member State which already has a sufficiently developed identification and registration system to introduce a compulsory labelling system in the period up to the year 2000 for meat from cattle born, fattened and slaughtered on its' own territory.

    [06] La Commission propose de faire participer la Hongrie, la Roumanie et la République tchèque aux programmes européens d'éducation et de formation

    La Commission européenne vient de proposer au Conseil des Ministres les règles de participation de la Hongrie, de la Roumanie et de la République tchèque aux programmes européens d'éducation (programme Socrates), de formation professionelle (Leonardo) et de jeunesse (Jeunesse pour l'Europe). Les textes présentés par Hans van den Broek, commissaire européen en charge des relations extérieures, en accord avec Edith Cresson, commissaire à l'éducation, la formation et la jeunesse, indiquent notamment les dispositions budgétaires prévues, y compris une éventuelle contribution dans le contexte du programme Phare. Les propositions incluent également les règles de participation à la gestion courante de ces programmes. Le Conseil des Ministres de l'Union européenne est maintenant invité à se prononcer sur ces textes afin de définir sa position au sein des trois Conseils d'association (où siègent les représentants de l'Union européenne et de chacun des pays concernés) qui prendront la décision finale. Si celle- ci intervient suffisamment tôt, la participation des trois pays aux programmes sera effective dès 1997.

    [07] Equal opportunities for women and men in the European Union

    The European Commission has adopted its first annual report [1996] on equal opportunities for women and men in the European Union (EU). It contains key data on the growing diversity in womens' situations and the persisting disparities between women and men. A lot has been done by the EU in this area. A relatively comprehensive legal framework on equal pay and equal treatment for women and men has been built and action programmes have been implemented by the Commission and by Member States to raise people's awareness and encourage the exchange of good practice. But outstanding problems remain in the application of EU law and a new, more integrated approach is called for if the real concerns of women are to be met.

    [08] Eurobaromètre: femmes et hommes d'Europe face à l'égalité - résultats d'une enquête d'opinion

    Le travail revêt autant d'importance pour les femmes que pour les hommes. Pour les deux sexes également, les valeurs privées, en particulier la vie familiale, arrivent en tête, et l'égalité des chances entre les hommes et les femmes commence à la maison. Le respect de l'individu, de l'identité masculine et féminine, doit être une priorité pour l'Union européenne. Telles sont quelques unes des données les plus originales contenues dans l'enquête Eurobaromètre sur les femmes et les hommes face à l'égalité des chances, publiée aujourd'hui par la Commission européenne.

    [09] Commission withholds agricultural payments to Italy, Spain and Greece due to non payment of milk levies

    The European Commission adopted a proposal to withhold funds under the Common Agricultural Policy from Italy, Spain and Greece as these Member States have not yet paid the levies due as a result of their producers exceeding their milk quotas during the 1995/96 milk quota year which expired on 31/3/96. The total amounts of levy to be applied due to overproduction of milk are: Italy ECU 192.2 million, Spain ECU 45.3 million and Greece ECU 2.66 million. Commenting on the decision, Agriculture Commissioner Franz Fischler said that it is imperative for stability in the milk sector that milk producers respect their quota. One of the greatest threats towards maintaining this balance is for some milk producers to be perceived as not being subject to the same rigorous application of European Union (EU) law as others. For this reason the Commission must ensure that firstly, the EU taxpayer does not have to shoulder the cost of disposing of excess production and secondly that the authorities in the countries concerned ensure that the producers who have exceeded their quota pay the penalties due as is the case in all of the other member states.

    [10] Accord entre l'Union européenne et le Canada visant à renforcer la coopération en matière douanière

    Des représentants de l'Union européenne et du Canada ont paraphé un accord entre l'Union eruropéenne et le Canada dans le but de renforcer la coopération en matière douanière. L'accord entre le Canada et l'Union européenne sur la coopération et l'assistance mutuelle en matière douanière facilitera le commerce et améliorera la capacité de lutte contre la fraude douanière. Il renforcera également les relations de travail entre le Canada et l'Union européenne. La conclusion d'un accord douanier était l'une des nombreuses initiatives prévues dans le Plan d'action Canada-Union européenne, signé le 17 décembre 1996, à Ottawa.

    [11] EU calls for movement from China in WTO talks

    Europe supports Chinese membership of the World Trade Organisation, and calls on China to take further concrete steps towards economic reform if the current mood of optimism about China's accession is to be turned into concrete progress, says Sir Leon Brittan in a statement issued at the opening of formal negotiations in Geneva. In return, China is likely to meet a positive, flexible response from its trading partners. The EU has pushed hard for the talks to restart and will continue to back Chinese accession, believing that with the right political will the issue could be resolved by the end of this year. The EU is particularly anxious to see progress in services, tariffs and non-tariff barriers and trading rights, among other areas, and is adamant that no deal which discriminates against EU interests could ever be acceptable.

    [12] Thaïlande: la Commission regrette l'attitude du gouvernement pour le refoulement en territoire birman de réfugiés originaires du Myanmar

    Des informations révélées récemment par la presse internationale et confirmées par des représentants d'organisations humanitaires et d'agences onusiennes font état de cas de refoulement en territoire birman de réfugiés qui cherchaient asile et protection en territoire thaïlandais. Ces réfugiés, pour la plupart Karen et dont on estime le nombre à un millier, fuyaient les exactions commises par l'armée birmane. La Commission européenne regrette que, en niant l'accès de ces réfugiés à leur territoire, les autorités thaïlandaises mettent ces personnes en danger de mort. En outre, de nombreux cas de séparation des familles ont été signalés.

    [13] Sir Leon Brittan urges Britain to focus on the facts about European membership

    "Take a rest from the agonised debate over the single currency, federalism, and 'Brussels', never mind whether you are Euro-phobe or Euro-phile, and focus on what Britain is already gaining from the European Union", Sir Leon Brittan says in London today at the launch of a campaign to explain the benefits of British membership. "Did you know Britain sells more to Holland than to most of Asia put together? Did you know the Uruguay Round could bring £500 of savings to every British household? Ask Scotland's whisky distillers whether they want Britain to leave the EU now that it has successfully forced Japanese whisky taxes down from $8.5 to $3.5 a bottle. Did you know 1 million Britons live elsewhere in the EU and 26,000 students benefit from EU exchanges? Did you know the single market has helped cut pollution, protect consumers and promote equal opportunities without dramatically increasing red tape on British business? And yet Europe has become an issue against which to vent prejudices and grind axes, rather than a subject of civilised debate. The British people deserve better".

    (!!! embargo 15h !!!) "Le gouvernement italien a entrepris des efforts importants pour réduire les déficits publics. Il faut le reconnaître et l'encourager. Ces efforts commencent d'ailleurs à porter leurs fruits: l'inflation a diminué de moitié en un an, les taux d'intérêt ont très fortement chuté. L'Italie a enclenché un cercle vertueux qui lui permettra de progresser rapidement sur la voie d'une meilleure maîtrise des dépenses publiques. Contrairement à ce qui a pu être dit et écrit, il n'y a pas de "projet secret" visant à écarter tel ou tel pays du premier groupe de participants à l'euro. Tous les Etats seront traités de la même façon. La décision sera prise sur la seule base du niveau élevé de convergence et non en fonction du degré élevé de latitude. Il n'y a pas de critère géographique" a notamment déclaré Yves-Thibault de Silguy, Commissaire chargé des affaires économiques, monétaires et financières à un colloque organisé par l'Université Luigi Bocconi à Milan.
