  • [01] Jacques Santer salue la journée d'action européenne pour l'emploi

    A la veille de la journée d'action européenne pour l'emploi qui réunira demain, le 28 mai, plusieurs milliers de personnes en chaîne humaine autour des bâtiments des institutions européennes à Bruxelles, le Président de la Commission européenne, Jacques Santer, reçoit aujourd'hui une délégation de la Confédération européenne des syndicats (CES), présidée par son Secrétaire général Emilio Gabaglio. A cette occasion, Jacques Santer a déclaré: "Les gens sont dans la rue pour plus d'Europe, pas contre l'Europe. Je m'en réjouis. Pour les citoyens européens, plus d'Europe signifie répondre à leurs aspirations sociales. Ceci est une condition sine qua non pour rétablir la confiance. Vilvorde a montré à quel point la confiance peut être ébranlée. La manifestation de demain, que je salue, est un exemple de l'Europe qui se construit concrètement. Il ne faut pas pour autant oublier que l'Europe sociale existe déjà. Elle se renforce progressivement. Avec la participation active des partenaires sociaux. Grâce à eux, nous avons un accord sur le congé parental, un pré-accord sur le travail à temps partiel. Le débat est lancé sur l'impact social de la restructuration industrielle. Voilà autant d'acquis sur lesquels il faut bâtir et qui s'ajoutent à ceux du Traité. Il appartient maintenant à la Conférence intergouvernementale de traduire dans le Traité l'aspiration des citoyens européens à plus d'Europe et à une Europe plus solidaire."

    [02] Consumer Policy: European citizens support the action of the Union and ask for more

    A Eurobarometer survey on the way European citizens perceive European and national consumer policies was just made available. The poll was carried out last February in the 15 Member States. European Union (EU) citizens largely approve - 88% (the lowest score being Denmark with 66%, the highest Greece with 96%) - the policy of the Union in the field of consumer policy, and call on the EU to proceed further its efforts in this area. In particular, they urge the adoption of measures to ensure that every European citizen has an easy access to the legal system in other Member States in case of consumer problems. When interviewed about the main problems they face in the field of consumer policy, citizens say that they are not well aware of their rights (51%) and the cost of taking legal action against someone is too high for them (50%). European citizens are generally well aware of the role of the EU in the definition of rules in favour of consumer in the area of product labelling and toys. However, while 45% of EU citizens think that this policy had an impact, 45% think the opposite. A very large number of citizens (20%) are however unable to assess the impact of the action of the EU in consumer policy.

    [03] Le PIB de l'UE a augmenté de 0,4% au quatrième trimestre 1996

    Le PIB de l'Union européenne (UE) a augmenté de 0,4% en termes réels entre le troisième et le quatrième trimestres de 1996, selon les dernières estimations publiées aujourd'hui par Eurostat, l'Office statistique des Communautés européennes, à Luxembourg. En comparaison, la croissance du troisième trimestre par rapport au deuxième était de 0,8%. La croissance entre 1995 et 1996 s'est établie à 1,6%, conformément à l'estimation initiale publiée le 2 avril dernier. Elle a été de 2,4% aux Etats-Unis et de 3,6% au Japon. Le G7 présentait une croissance de 0,7%, déterminée par celles des Etats-Unis, du Japon et du Royaume-Uni, mais contrebalancée par les ralentissements enregistrés par l'Allemagne, la France et le Canada ainsi que par le fléchissement en Italie. La plupart des Etats membres de l'UE ont connu une faible croissance au cours du quatrième trimestre. Outre le Royaume-Uni, les seules exceptions ont été la Suède et l'Espagne. La croissance du PIB de l'UE du quatrième trimestre 96 comparée à celle de 95 a été de 2,0%. Sur cette même base de comparaison, elle s'est élevée à 3,1% aux Etats-Unis et au Japon.

    [04] Prévention des accidents et des blessures

    Face aux taux d'accidents qui ont atteint des dimensions alarmantes au sein de l'Union européenne, la Commission européenne a récemment adopté une communication et un programme d'action sur cinq ans (1999 - 2003) visant à réduire le nombre de blessures dans les domaines clés que constituent les accidents survenant aux enfants, aux jeunes adultes et aux personnes âgées ainsi que les suicides. Les activités envisagées privilégient une diffusion d'information et une application plus efficaces des techniques de prévention dont la valeur est largement reconnue par les experts.

    [05] Space applications in the Euro-Med region

    Cooperation in Space technologies between the European Union (EU) and the Mediterranean countries have taken a significant step forward following a two days workshop on "Space applications in the Euro-Med region". Mr Martin Bangemann, Member of the European Commission in charge of telecommunications and information technologies, and 200 senior officials and industrialists from 12 Mediterranean countries and from the EU attended the event, held on 26-27 May in Cairo, and organised by the Commission in cooperation with the European Space Agency and the Arab Institute of Navigation. The workshop aimed at highlighting the potential of space applications as a tool for partnership and development in the new framework of Euro-Mediterranean cooperation.

    [06] Franz Fischler on the future of dairy

    Introducing the meeting of the Informal Agriculture Council in Domburg today, Agriculture Commissioner Franz Fischler said that "the most important question for the discussion about future dairy policy is whether or not to maintain the milk-quota regime after 2000 in its current or a modified form." On the situation of the dairy market he said that "nowadays there are roughly 50% fewer dairy enterprises in the European Union (EU) than fifteen years ago but only 15% fewer dairy cows. About 80% of the EU's dairy cows are to be found in five Member States (D, F, UK, I, NL), with nearly half in Germany and France alone. The size distribution of dairy herds also remains very unequal: 50% of the smallest dairy farmers account for only about 10% of the dairy cows. Speaking on the future of the milk sector, Mr Fischler added: "If the ten associated central and east European countries (CEECs) that are applicants for membership of the EU were to join and start applying the CAP in its current form, the production surplus could increase by 2 million tonnes because of the stabilized level of production in the CEECs and lower domestic consumption due to price alignment with EU levels. As regards our external commitments, assuming they remain unchanged the sector is likely to come under increased pressure because of greater market access and reduced export subsidies. Although there is some scope for exporting without refunds, this will probably not be enough to fully offset the cuts in subsidized exports and additional imports." "Against this background, it seems very likely that market prices in the EU will remain under pressure, due to the internal surplus situation, increasing access to EU markets and difficult conditions for participating in world markets", concluded Mr Fischler.
