    Le Président de la Commission européenne, Jacques Santer, a adressé aujourd'hui le télégramme de félicitations suivant au nouveau Premier Ministre du gouvernement français, Lionel Jospin: "Au nom de la Commission européenne et en mon nom personnel, je vous félicite chaleureusement pour les hautes responsabilités de Premier Ministre qui vous ont été confiées par le Président de la République. J'ai l'intime conviction que la France restera pour l'Union européenne la force motrice et inspiratrice qu'elle a été dès l'origine de l'intégration européenne. L'action déterminée de la France restera plus que jamais indispensable pour relever les multiples défis auxquels nous serons confrontés dans les semaines et mois à venir. En réussissant dans l'accomplissement de nos tâches, nous permettrons à l'Union et ses Etats Membres de faire face aux exigences du monde de demain. Je sais que, pour vous aussi, la réussite de l'Europe ne sera complète que si nos citoyens y trouvent une réponse à leurs préoccupations: l'emploi, la sécurité, la démocratie, la présence internationale. La Commission européenne partage pleinement cette conviction et oeuvrera pour que l'Union saisisse les prochaines grandes échéances pour la transformer en actes résolus."

    [02] Les femmes européennes sont en bonne santé

    La Commission européenne a publié un rapport consacré à l'état de santé des femmes dans l'Union européenne (UE). Il révèle que les femmes de l'UE jouissent d'un niveau de santé élevé, selon divers indicateurs de santé. Leur espérance de vie n'a cessé d'augmenter depuis plusieurs décennies pour atteindre 80 ans, soit une moyenne supérieure de plus de six ans à celle des hommes de l'UE. Malgré l'état de santé généralement bon des femmes, des niveaux significatifs d'incapacité dus à des affections de longue durée sont enregistrés.

    [03] Padraig Flynn welcomes the establishment of the European Monitoring Centre for Racism and Xenophobia

    European Commissioner for Employment and Social Affairs Padraig Flynn today welcomed the adoption by the Council of Ministers of a Regulation setting up a European Monitoring Centre for Racism and Xenophobia. The Centre will have a mandate to supply the European Union (EU) and its Member States with objective, reliable and comparable data; it will also be responsible for setting up a European Racism and Xenophobia Information Network. Mr Flynn said: "The establishment of this Monitoring Centre marks the determination of the EU and the Member States to stamp out the evil of racism. I am delighted that such rapid agreement has been reached on the Commission's proposal, and hope that we will soon be able to get the Centre up and running. This is a great way to mark the European Year against Racism".

    [04] International energy cooperation through the SYNERGY Programme - review of activities 1994-1996

    The active and ambitious international energy cooperation policy the European Union (EU) is pursuing through various instruments is highlighted in the Review of Activities of the Synergy programme published by the Directorate General for Energy of the European Commission (DG XVII). In the period 1994-1996, more than 200 projects of cooperation in the energy field have be financed. The contribution of the Synergy programme is significant in many areas, developing cooperation with third countries aiming at capacity building in the field of energy policy including transfer of know-how and the expertise as well as creating an efficient dialogue which would favour further industrial cooperation. As an international programme, Synergy potentially addresses not only individual third countries but also cross-border projects. The main cooperation areas are Asia, the Countries of Central and Eastern Europe (CEEC), the Commonwealth of Independent States (CIS), Latin America and the Mediterranean countries.

    [05] La Commission appuie la restructuration industrielle dans 12 régions françaises

    La Commission européenne soutient la restructruration industrielle dans 12 régions de la France métropolitaine avec 1,498 milliard d'Ecus. Plus de 80.000 emplois devraient être ainsi créés. Les programmes auxquels la Commission vient de donner le feu vert prévoient des mesures en faveur des entreprises et leur environnement, ainsi que des actions de formation, d'appui à la recherche, des initiatives en faveur de l'égalité des chances et des actions de protection de l'environnement. Il s'agit des programmes en faveur des régions classées en Objectif 2 (Reconversion économique des zones en déclin industriel) pour la période allant de 1997 jusqu'à fin 1999. Le financement européen se répartit entre 1,237 milliard d'Ecus du Fonds européen de développement régional (FEDER) et 261 millions d'Ecus provenant du Fonds social européen (FSE). Le coût total des programmes s'élève à presque 4,3 milliards d'Ecus y compris les financements nationaux et les fonds privés.

    [06] João de Deus Pinheiro welcomes Council's resolution on conflict prevention in Africa

    João de Deus Pinheiro, European Commissioner responsible for the relations with Africa, the Caribbean and the Pacific, welcomed the European Union (EU) Council conclusions on conflict prevention and resolution in Africa. "I am glad that the Ministers have confirmed the Commission's approach to conflict prevention as outlined in our Communication of early 1996," he said. "Violent conflicts in Africa must be prevented at an early stage, and I firmly believe that these Council conclusions pave the way towards a pro-active policy of the EU in this regard. I am now looking forward to seeing these guidelines discussed and approved by the EU Heads of State and Government in Amsterdam. There should be a clear signal that Africa continues to figure high on the agenda of the EU."

    [07] EU backs seminar on Intellectual Property in ASEAN countries

    A round of seminars is being organised in major European cities to study the vital question of intellectual property (IP) protection in South-East Asia. Major IP experts and authorities from Europe, ASEAN (Vietnam, Thailand, Malaysia, Brunei, Singapore, Indonesia and the Philippines) and from global institutions will congregate in Europe, beginning in Brussels on June 3, to share their experience and promote improvements in IP in the region. The European Union already contributes considerable technical assistance but believes that the countries themselves must take fast and decisive action to bring their standards up to international levels.

    [08] Bangladesh: la Commission accorde une aide humanitaire d'urgence d'une valeur de 350.000 Ecus pour les victimes du cyclone "One Bravo"

    La Commission européenne vient d'approuver une aide humanitaire d'urgence d'une valeur de 350.000 Ecus en faveur des victimes du cyclone "One Bravo" qui a touché le Bangladesh. Cette aide, octroyée par le biais de l'Office humanitaire de la Communauté européenne (ECHO) et mise en place par la Fédération internationale du Croissant-Rouge (FICR), s'étendra sur une période de 2 mois.
