    [01] La Commission propose des mesures d'assistance financière aux PME créatrices d'emplois

    La Commission européenne a présenté au Conseil des Ministres des propositions visant à améliorer l'accès aux moyens de financement pour les petites et moyennes entreprises (PME) créatrices d'emplois. Cette initiative en faveur de la croissance et de l'emploi se compose de trois dispositifs complémentaires visant à stimuler la création d'emplois : un guichet de capital-risque, destiné aux PME en phase de démarrage, un système de contributions financières pour soutenir la création d'entreprises conjointes transnationales entre PME de différents Etats membres et un système de garanties afin d'accroître le volume des prêts accessibles aux PME de petite taille ou de création récente. Le Conseil européen extraordinaire sur l'emploi qui s'est tenu le 21 novembre 1997 a apporté un soutien politique à ces propositions, suite à une initiative du Parlement européen visant à dégager les ressources nécessaires sur le budget communautaire. Au total, ce sont 420 millions d'Ecus qui seraient alloués à ces mécanismes sur la période 1998-2000.

    [02] Commission fines stainless steel cartel

    The European Commission decided to impose fines on a number of steel firms for taking part in a price-fixing agreement contrary to Article 65 of the ECSC Treaty. The Commission's decision requires the companies to bring the infringement to an end and imposes the following fines : Acerinox SA (ECU 3, 530,000) ; ALZ NV (ECU 4,540,000) ; Acciai Speciali Terni SpA (ECU 4,540, 000) ; Avesta Sheffield AB (ECU 2,810,000) ; Krupp Thyssen Nirosta GmbH (ECU 8,100,000) of which Krupp (ECU 4,540,000) and Thyssen (ECU 3,560,000) ; Usinor SA (ECU 3,860,000). The agreement contributed to what was almost a doubling in prices for stainless steel between January 1994 and March 1995. All the companies concerned have continued to apply the modified formula, with the exception of Avesta, which put an end to the infringement in November 1996.

    [03] La Commission adopte la fin progressive de la limite d'âge

    La Commission européenne est arrivée à un accord de principe sur la fin de la limite d'âge pour l'admission aux concours de recrutement. L'application sera progressive, suite au résultat des différentes décisions des autres institutions européennes. Dans une première étape, l'âge limite sera relevé à 45 ans pour les grades de base. La Commission européenne a également annoncé une nouvelle série d'avis de concours pour les grades A8 et A7/6 au mois de mars 1998, appliquant la décision prise et avec l'objectif de créer une réserve totale d'aptitude de quelque 400 candidats dans les domaines de l'économie et des statistiques, des relations extérieures et de l'aide au développement, de l'administration publique et du droit européen.

    [04] Commission to carry out detailed inquiry into proposed merger between Price Waterhouse and Coopers & Lybrand

    The European Commission has decided to proceed to an in-depth investigation under the Merger Regulation into the proposed merger between Price Waterhouse and Coopers & Lybrand. Both groups are active in the provision of auditing and accounting services, tax compliance and advisory services, management consultancy services, and corporate finance and insolvency services. As such they are two of the so-called 'Big-Six' audit and accounting firms world-wide (the other four being Arthur Andersen, Deloitte Touche Tohmatsui International, KPMG and Ernst & Young). The decision to carry out a detailed inquiry was taken since it appears that the combination of the parties' activities could lead to high market shares in a significant number of industrial or commercial sectors in several Member States of the European Union as far as the provision of auditing and accounting and tax services are concerned. Given the world-wide extent of the operation, the Commission is carrying out consultations with the authorities of the United States who are also examining its competitive impact.

    [05] Commission approves a joint venture in the clinical sector

    The European Commission has decided to approve the acquisition of joint control by six Swedish investors, acting through Nordic Capital Svenska AB, of a newly created joint venture company which will take over the existing surgical products divisions of the Swedish company SCA Mölnlyke (Clinical Division) and the Finnish company Tamro Corporation (Kolmi Division). The products concerned by this operation are surgical single-use gowns, drapes and swabs which are mainly used in operation theatres. The six Swedish investors will acquire 70%, and therefore joint control, of the joint venture while the remaining 30% will be owned by Tamro Corporation. In the European Economic Area, the joint venture's market share will not exceed 45% for any product. The joint venture will face competition from large companies, such as Baxter/Allegience, Johnson & Johnson, 3M and Kimberly Clark, all of whom offer a broad range of surgical products. Therefore, the Commission has concluded that the position of the joint venture will be balanced by the existence of a number of strong, internationally active competitors and does not raise serious doubts as to its compatibility with the common market.

    [06] Comptabilité: communication interprétative concernant les directives sur les comptes annuels et les comptes consolidés des sociétés

    La Commission européenne a adopté une communication interprétative portant sur un certain nombre de questions traitées dans les principales directives comptables européennes. Cette communication vise à fournir des orientations aux organismes nationaux de normalisation comptable, aux professionnels de la comptabilité, ainsi qu'aux investisseurs et autres utilisateurs des comptes des sociétés. Les comptes consolidés, la relation entre les directives comptables et les normes comptables internationales, et la prise en considération de la dimension écologique dans les états financiers sont les trois principaux aspects couverts par la communication. Celle-ci est le fruit d'une collaboration étroite avec les représentants des Etats membres et des professionnels de la comptabilité.

    [07] Padraig Flynn launches major new industrial relations database on the Web

    In Brussels today, Padraig Flynn, the European Commissioner for employment, social affairs and industrial relations, officially launched EIROnline , the major new database on industrial relations in Europe. . EIROnline is a database which can be accessed directly through a website on the Worldwide Web, as of 22 January 1998. It contains information and analysis on the most important events and issues in industrial relations in the 15 Member States of the European Union (EU) and Norway, and at the overall European level. "I am convinced that EIROnline will be an invaluable resource for social partners, governments and European Union's (EU) institutions, not to mention all EU citizens with an interest in industrial relations", said Mr Flynn. He added that "in today's ever more integrated European economy, where employment is the number one priority, industrial relations are increasingly important and practitioners and policy-makers need to keep up with developments in this field in all the countries of the EU. EIROnline goes a long way towards meeting these needs." The launch of EIROnline was attended by representatives of the European-level social partners (ETUC, UNICE and CEEP), the European Parliament and other EU institutions

    [08] Baltic Summit in Riga : EU support for regional cooperation

    European Commission President Jaques Santer will express the European Union's (EU) support for regional cooperation at the summit meeting of heads of government of the Baltic Sea states in Riga, Latvia on 22-23 January 1998. "Regional cooperation in the Baltic has helped to promote good neighbourly relations, peace and prosperity among the countries of the region", commented the President. The EU has given over ECU 1,244 million to the Baltic region of which ECU 909 million are grants. The EU's financial contributions to programmes and projects in the region are provided by Phare, Tacis, and other EU grant programmes as well as loans from the European Investment Bank. Among the subjects that will be discussed over the course of the meetings are: economic cooperation, EU enlargement, loans by international financial institutions, integration of energy markets, higher education and strengthening administrative capacity and combatting organised crime. The Presidency of the EU will be represented by Mr John Prescott, Deputy Prime Minister of the United Kingdom.

    [09] Commission provides ECU 2.4 million to independent media in Bosnia and Herzegovina

    Ambassador Donato Chiarini, Head of the European Commission Representation Office to Bosnia and Herzegovina, signed yesterday in Sarajevo 18 contracts under which the European Union (EU) will provide a total of almost ECU 2.4 million in financial support to independent media organisations in Bosnia and Herzegovina (BiH). Out of these, six contracts were awarded to independent media organisations in Republika Srpska. Considering that freedom of the media plays a crucial role in the process of democratisation, the EU has developed since 1994 a program of assistance to independent media in the countries of former Yugoslavia. In its choice of media, the EU has opted for those that seek to foster understanding, trust and cooperation between the different communities in BiH. These contracts will be financed out of the 1997 EU Budget; disbursements will take place in the course of 1998.

    [10] 100 millions d'Ecus pour les ONG qui travaillent au retour des réfugiés en Bosnie

    L'Union européenne (UE), principal donateur à la Bosnie et Herzégovine, allouera en 1998 100 millions d'Ecus au retour des réfugiés. Le programme de retour de la Commission européenne pour 1998 est conçu pour soutenir la Task Force pour les Réfugiés et la Reconstruction, qui a pour objectif d'améliorer les conditions dans lesquelles les réfugiés et les personnes déplacées retournent chez eux en Bosnie et Herzégovine. Pour maximiser l'efficacité et minimiser les coûts, la Commission appliquera ce programme principalement par le biais d'organisations non-gouvernementales et internationales. Un séminaire se tiendra à Bruxelles le 23 janvier 1998 pour expliquer aux organisations, qui pourraient être chargées de cette application, comment les projets devraient être présentés et financés. Au cours des deux dernières années, la Commission européenne a soutenu un certain nombre de projets qui créent les conditions favorables au retour des réfugiés. Ce travail s'est en particulier centré sur l'amélioration de l'environnement socio-économique, ainsi que sur les infrastructures locale et nationale et sur la réhabilitation du logement. Fin 1997, 13.000 maisons et appartements avaient été reconstruits, assurant ainsi des conditions de logement acceptables pour environ 50.000 personnes. Le programme pour 1998 permettra le retour chez eux de plusieurs dizaines de milliers de réfugiés et personnes déplacées.

    [11] Commission calls for WTO action on Canadian film distribution policy

    The European Commission yesterday requested World Trade Organisation (WTO) consultations with Canada on Canadian film distribution policy. The Commission believes there is discriminatory denial of market access to a major European film distribution company, and that this breaks international trade rules that bind Canada. Canadian film distribution rules prevent new small competitors entering the Canadian market and strengthen the position of the US majors. European film industry has been prohibited access to the Canadian market for the distribution of third party films - while US competitors which control 84% of the distribution of films in Canada are exempted from such prohibition. In launching the consultations, the Commission pointed out that they are not directed in any way against the Canadian cultural policy.

    [12] Mario Monti : "Un marché unique performant est une condition pour le succès de l'Union économique et monétaire"

    ( ! embargo 20h !) "Le Plan d'Action pour le Marché unique commence à porter ses fruits : les Etats membres ont pris conscience qu'il en va de leur propre intérêt que toutes les règles soient pleinement respectées car les performances économiques en résultent améliorées". S'adressant aux entreprises françaises, le Commissaire au Marché unique Mario Monti a dressé un bilan des résultats obtenus avec le Plan d'Action : un accord est intervenu sur trois des quatre directives indiquées comme prioritaires, les programmes nationaux visant à accélérer la transposition des directives semblent efficaces, et la coordination fiscale pour limiter la concurrence fiscale dommageable va bientôt commencer à opérer. "D'ici moins d'un an, l'Union sera confrontée à la tâche d'assurer le succès économique à long terme de l'UEM. Il est essentiel que le marché unique soit parfaitement prêt lors du rendez-vous avec la monnaie unique pour que tout le potentiel de croissance et d'emploi puisse être exploité. Mais ce n'est pas tout : sans l'instrument du taux de change, les ajustements ne pourront s'opérer que grâce à la flexibilité des marchés et donc à leur ouverture, transparence et efficacité. A cette fin, le Conseil européen de Luxembourg a indiqué qu'une coordination renforcée des politiques économiques est indispensable pour améliorer l'efficacité des marchés du travail, des biens et de services. Nous devons donc développer les instruments de surveillance et les moyens d'action pour renforcer l'intégration économique et financière des Etats membres" a conclu M. Monti. ( ! embargo 20h !)
