  • [01] President Santer and President Niyazov initial EU-Turkmenistan Interim Agreement

    European Commission President Jacques Santer and External Relations Commissioner Hans van den Broek today received President Saparmurad Niyazov of Turkmenistan, accompanied by five Vice-Chairmen of the Cabinet of Ministers responsible for foreign economic relations, energy questions, transport and foreign affairs. They discussed a number of areas of mutual interest, including political, economic and social developments in Central Asia ; the Government of Turkmenistan's reform programme, notably in the fields of privatisation and agricultural reform ; European Union (EU) assistance to Turkmenistan, especially regarding the production and export of oil and natural gas from Turkmenistan to European markets; and cooperation in combating illegal trafficking in drugs. They underlined the importance of enhancing links between Turkmenistan and the EU. Negotiations were completed last year on a Partnership and Cooperation Agreement (PCA) which will be ready for signature shortly. Following their meeting, an Interim Agreement was initialled implementing the trade and trade-related provisions of the PCA ahead of its ratification. The EU has allocated over ECU 30 million to assist Turkmenistan to speed up its transition process, in particular through the Tacis programme. In addition, the EU has provided help for improving Turkmenistan's food security and speed up agricultural reform, to develop democracy and to help in the fight against drug trafficking in Central Asia.

    [02] La Commission autorise l'acquisition par Caterpillar des activités de Perkins dans le domaine des moteurs diesel

    La Commission européenne a décidé d'autoriser l'acquisition par la société américaine Caterpillar des activités de Perkins dans le domaine des moteurs diesel, qui appartiennent à l'heure actuelle à la société britannique Lucas Varity plc. Les parties produisent et vendent toutes deux des moteurs diesels, bien que leurs activités respectives soient matériellement différentes. Caterpillar est aussi un fournisseur important de bulldozers et d'équipement de construction, ainsi que de générateurs, et est donc également un utilisateur majeur de moteurs diesel. C'est la raison pour laquelle l'enquête de la Commission s'est concentrée à la fois sur des questions verticales et horizontales, avec pour conclusion que l'opération ne conduit ni à la création ni au renforcement d'une position dominante.

    [03] La Commission approuve 22 projets de recherche sur la maladie de la vache folle et les encéphalopathies spongiformes transmissibles

    Evaluer les possibilités de transmission à l'homme, élucider le rôle et la structure du "prion", mettre en oeuvre de nouvelles approches thérapeutiques : ce sont là quelques-uns des sujets couverts par les 22 nouveaux projets de recherche sur les encéphalopathies spongiformes transmissibles (EST) pour un budget total de 21,9 millions d'Ecus que la Commission européenne vient d'adopter. Ces projets seront financés grâce à la décision prise le 1er décembre 1997 par le Parlement européen et le Conseil des Ministres de relever de 115 millions d'Ecus le budget total des programmes de recherche de l'Union européenne, dont 35 millions pour les recherches sur les EST.

    [04] Commission streamlines rules for noise emission by outdoor equipment

    The European Commission has adopted a proposal for a European Parliament and Council of Ministers Directive on the approximation of laws of the Member States relating to the noise emission by equipment used outdoors, such as construction machines (cranes, excavators, compressors etc.) and garden machinery (lawnmowers etc.). The directive will update and replace nine current directives covering separate groups of machines, thereby streamlining legislation in this field. The aim is to protect the health and well-being of citizens by reducing noise exposure and noise nuisance caused by outdoor machinery. An essential element of the proposal is to require that machines are marked with their noise emission level, thereby enabling buyers to make an informed choice.

    [05] Les exportations agricoles de l'UE augmentent de 10,6% au 1er semestre 1997

    La hausse de 10,6% enregistrée par les exportations extra-Union européenne (UE) a permis de diminuer le déficit commercial de l'UE en produits agricoles de 1,8 milliards d'Ecus au premier semestre 1997 par rapport à la même période de l'année précédente, annonce aujourd'hui Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Les exportations ont atteint 25,9 milliards d'Ecus. Les importations se sont élevées à 34,6 milliards d'Ecus, soit à peine 2,1% de plus qu'à la même période en 1996. Le déficit a donc été ramené à 8,7 milliards d'Ecus. L'UE est depuis plusieurs années le premier importateur mondial de produits agricoles et le second exportateur mondial de produits agricoles après les Etats-Unis. La France a été le premier exportateur de produits agricoles, réalisant 19,8% des exportations totales de l'UE, soit une croissance de 7,5%, pour atteindre 4,93 milliards d'Ecus. Les exportations du Royaume-Uni ont connu une hausse spectaculaire de 61,9% avec 3,26 milliards d'Ecus, sa part s'est donc élevée à 10% du total de l'UE. Les importations de l'Allemagne et du Royaume-Uni ont augmenté respectivement de 11,7% et 10,5% par rapport au premier semestre 1996, pour atteindre 6,72 et 5,66 milliards d'Ecus. Les importations de la Suède (950 millions) et de l'Irlande (270 millions) ont affiché la plus forte hausse en pourcentage, avec dans l'ordre 21,5% et 20, 5%. Par contre, les importations des Pays-Bas (3,7 milliards) ont chuté de 23,0%.

    [06] Iraq : Commission clears emergency humanitarian aid worth ECU 10 million

    The European Commission has cleared a package of humanitarian aid worth ECU 10 million for victims of the crisis in Iraq. The aid, managed by the European Community Humanitarian Office (ECHO), will enable humanitarian organisations to carry out a coordinated programme over the next 10 months. ECHO's programme will focus on support for malnourished children, assistance to victims of landmines, renovation of water supplies, and the rehabilitation of hospitals, water and sanitation services. There will also be support for children in special institutions for the handicapped and orphans. ECHO will continue monitoring humanitarian needs, and intends to re-evaluate the situation in Iraq later in the year.

    [07] Neil Kinnock argues the case for Public Private Partnerships for developing transport infrastructure projects

    Neil Kinnock, the European Commissioner responsible for Transport Policy and TransEuropean Transport networks, told a London conference today that "the scale and urgency of modern infrastructure development and the limitations on the traditional public investment means of financing public infrastructure present us with the reality that if private investment is not mobilised this continent will not get the advance that is needed in any recognisable period of time." He also stressed that investment of the private sector, in a genuine partnership, can help to improve project design and value for money.
