  • [01] Commission clears the venture between Bayer AG and General Electric in the silicones sector

    The European Commission has approved the creation of a joint venture between the European branch of the General Electric silicones division, GESE, and Bayer AG which will operate in Europe, Africa, Pakistan, India and the Middle East. The new company will cover the full range of the parents' current silicone activities. As a result of this agreement Bayer will not keep any silicone business outside the joint venture company, while General Electric will retain its own activities in the United States and in the rest of the world.

    [02] La Commission autorise l'acquisition par Rwe-Dea des agents tensio- actifs et des entreprises grasses Hüls AG

    La Commission européenne vient d'autoriser l'acquisition par Rwe-Dea Aktiengesellschaft für Mineraloel und Chemie (Rwe-Dea) de la production d'agents tensio-actifs, entreprises grasses et solvants de la société Hüls AG (les entreprises Hüls). Les produits concernés par l'opération sont principalement des agents tensio-actifs et des préproduits pour les agents tensio-actifs. Les activités respectives de Rwe-Dea et des entreprises Hüls se recouvrent seulement pour quelques produits. Néanmoins, après la fusion Rwe-Dea aura un éventail agrandi de produits et de préproduits d'agent tensio-actif pour les agents tensio-actifs.

    [03] Commission clears merger in process control equipment

    The European Commission has decided to clear the operation whereby Siebe plc of the UK acquires control of Eurotherm plc, also of the UK. The parties' activities overlap mainly in the supply of industrial process control equipment and related services, which they produce and market in various Member States and elsewhere. However, combined market shares are low at national and European level.

    [04] La Commission approuve deux entreprises communes dans le secteur du papier fin

    La Commission européenne a approuvé la création d'entreprises communes par UPM-Kymmene Corporation et Asia Pacific Resources International Holdings Ltd (April) dans le secteur du papier fin. La société finlandaise UPM- Kymmene, active principalement dans le secteur des produits forestiers, et April, une des principales sociétés asiatiques de pulpe et de papier, combineront leurs activités de production de papier fin dans deux entreprises communes, UPM-Kymmene Fine Paper (FPC) et April Fine Paper (AFP), avec leurs activités principales en Europe et en Asie respectivement. UPM-Kymmene transfèrera à Kymi papier Oy (Finlande) ses activités existantes de productions de pulpe et de papier fin et à FPC ses activités de production de papier à Nordland Papier (Allemagne), tandis que April transfèrera à AFP les filiales existantes en train d'installer la production de papier fin en Asie. Les deux entreprises communes seront établies simultanément par les échanges d'actifs.

    [05] La production industrielle de l'UE 15

    La tendance de la production industrielle de l'Union européenne (UE15) a progressé de 0,9% durant la période s'étendant de décembre 1997 à février cette année par rapport aux trois mois précédents, selon les estimations publiées aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. La production de l'EUR-11 (pays participant à l'euro) a augmenté de 1,0% pour la même période. La production industrielle a augmenté de 1,2% aux Etats-Unis, tout en baissant de 1,6% au Japon. Dans l'UE15, pendant la période s'étendant de décembre 1997 à février 1998, la production de biens d'investissements a augmenté de 1,2%, celle des biens intermédiaires de 1,4% et celle des biens de consommation durables de 1,1% ; les biens de consommation non durables enregistrent 0,2% de hausse. La Finlande arrive en tête des Etats membres avec une hausse de 2,7%. Le Royaume-Uni est le seul Etat à enregistrer une baisse (-0,2%). Parmi les autres, le Portugal et la Belgique (respectivement 0,6%), l'Italie (0,3%) et les Pays-Bas (0,0%) sont situés au-dessous de la moyenne de l'UE. Le volume de la production industrielle de l'UE15, corrigé des jours ouvrables, a augmenté de 4,6% de février 97 à février 98. Le chiffre correspondant pour l'EUR-11 était de 5,5%.

    [06] Guatemala : Commission clears humanitarian aid worth ECU 1.41 million

    The European Commission has cleared a package of humanitarian aid worth ECU 1.41 million for victims of conflict in Guatemala. The aid, managed by the European Community Humanitarian Office (ECHO), will enable four European non-governmental organisations to carry out a coordinated programme of action over the next six months. The ECHO programme should help nearly 1, 200 families to get a fresh start. This funding will provide initial help with resettling, and back-up thereafter. It will cover food aid, basic inputs for agriculture, shelter, provision of water and sanitation, medical aid, emergency rehabilitation, survival kits, training for self-help in sanitation and farming, and transport.

    [07] Sierra Leone : la Commission approuve une aide humanitaire d'une valeur d'un million d'Ecus

    La Commission européenne a approuvé un ensemble d'actions d'aide humanitaire d'une valeur d'un million d'Ecus en faveur des victimes civiles des conflits en Sierra Leone. L'aide, gérée par l'Office humanitaire de la Communauté européenne (ECHO) permettra à quatre organisations européennes non gouvernementales de réaliser des programmes d'urgence au cours des deux prochains mois. Ce financement permettra aux ONG de continuer à agir en faveur des civils qui se sont réfugiés dans les grandes villes du pays. Il couvre une aide médicale de base et d'urgence, de la chirurgie et de la réadaptation pour les blessés et les mutilés, ainsi qu'une aide d'urgence en nourriture pour les jeunes enfants.

    [08] Padraig Flynn says the ban on tobacco advertising will help protect future generations of children from deadly addiction

    Speaking today in London at the Roy Castle Lung Cancer Foundation, European Commissioner for Employment and Social Affairs, Padraig Flynn, said that Europe is making progress "in giving a higher profile to the smoking problem and moving it up the political agenda." Commenting on the European Union-wide ban on tobacco advertising which will be formally adopted in a couple of days, Mr Flynn said : "the vast majority of smokers begin to smoke before the age of 18 years. It follows that the promotion efforts of the industry must concentrate on this age group. If, by a recent European initiative, this promotion by the industry is restricted, the pushing of cigarettes on children will be more difficult for the industry. This is the kernel of the problem - the need for an industry to replace it's dying consumers by new young smokers just to keep their turnover stable. This is why the decision of the Union to ban tobacco promotion and sponsorship will, I believe, play a significant role in protecting future generations of children from a deadly addiction." The Commissioner concluded his remarks by thanking the UK Government for their support in getting a solution at European level on tobacco advertising and sponsorship.
