  • [01] Commission clears German Internet joint venture

    The European Commission has authorised the creation of a full-function joint venture by DeTeOnline GmbH, Axel Springer AG, Georg von Holtzbrinck GmbH & Co. and Internet Corporation. The new company, WSI Webseek Infoservice GmbH & Co. KG (WSI Webseek), will provide free search and navigation services for German-speaking Internet users. The Commission concludes that creating WSI Webseek does not create or strengthen a dominant position on any relevant product or geographic market.

    [02] EU-Japan ministerial meeting

    The importance of action to restore growth and confidence to the Japanese economy was the main focus at a European Union (EU)-Japan Ministerial Meeting held in Tokyo today. The European Commission welcomed the progress being made towards putting in place a framework to remove bad debts from the banking system and accelerating a new fiscal stimulus package to boost the Japanese economy - and urged that these new measures be implemented rapidly in order to maximise their impact. The Commission also underlined the need to accelerate deregulation and structural economic reform in Japan, and handed over a new list of 200 deregulation proposals for inclusion in Japan's next deregulation package to be adopted in March 1999. Significant progress was made towards the conclusion of a Mutual Recognition Agreement on testing and certification of industrial products which the Commission would like to see completed by December 1998. It was also agreed that Japan and the EU now intensify their cooperation, bilaterally and through ASEM, to prepare for launching a comprehensive new Millenium WTO Trade Round. It was also agreed to broaden the cooperation and dialogue to include the fight against international organised crime.

    [03] La Commission prend des mesures à l'encontre de la Belgique, du Luxembourg et de l'Espagne pour défaut d'application de la législation européenne dans le domaine social

    La Commission européenne a décidé d'adresser des avis motivés, conformément à l'article 169 du traité de l'Union européenne (UE), à la Belgique, au Luxembourg et à l'Espagne, pour défaut d'application de la législation européenne. Les infractions portent sur les réductions accordées par les compagnies ferroviaires aux familles nombreuses qui résident en Belgique, au Luxembourg et en Espagne. Ces réductions sont refusées aux travailleurs transfrontaliers qui, bien que travaillant dans ces pays, résident dans un autre Etat membre. Une autre infraction porte sur l'accès aux emplois publics en Espagne, où des ressortissants de l'UE n'ayant pas la nationalité espagnole se voient refuser l'accès à des emplois dans le secteur public. Si ces Etats membres ne donnent pas de réponse satisfaisante dans les deux mois, la Commission pourrait décider, avant la fin de l'année, de renvoyer ces cas devant la Cour européenne de justice.

    [04] Commission decides to notify Reasoned Opinions to Luxembourg and Ireland for failing to provide environmental reports

    The European Commission has decided to notify Reasoned Opinions to Luxembourg and Ireland for non-respect of the Directive requiring member states to draw up reports on the implementation of the European Union's (EU) environmental legislation. The present decisions relate to reports concerning water directives which were due by the end of September 1996. Ireland and Luxembourg have not fully met the reporting requirement of the Directive, thus impeding the Commission's task of preparing an EU-wide report, as foreseen by the Directive.

    [05] La Commission prend des mesures contre l'Italie et le Portugal pour non-respect de la Directive sur les nitrates

    La Commission européenne a décidé d'adresser un avis motivé au Portugal et d'introduire une requête contre l'Italie auprès de la Cour de justice européenne pour non-respect de la Directive de l'Union européenne sur les nitrates. En ce qui concerne le Portugal, cette décision est motivée par les insuffisances observées dans la législation adoptée en 1997 pour mettre en œuvre la Directive. Ainsi, la réglementation portugaise relative à la définition des zones vulnérables ne tient pas compte des zones maritimes (alors que la teneur excessive en nitrates est un important facteur de pollution des zones côtières). En outre, la législation portugaise ne rend pas l'établissement de codes de bonne pratique agricole obligatoire dans les programmes d'action, et certains manquements ont pu être constatés dans la surveillance de la qualité de l'eau. En ce qui concerne l'Italie, la décision est due au fait que l'Italie n'a pas établi les programmes d'action prévus par la Directive, qu'elle n'assure pas une surveillance correcte de la qualité de l'eau et qu'elle n'a pas fourni de rapport de mise en œuvre adéquat à la Commission.

    [06] Commission decides Court action against Finland for failure to notify habitats legislation for the Province of Åland

    The European Commission has decided to make an application to the European Court of Justice for the failure of Finland to implement the Habitats Directive in the Province of Åland. With the exception of some hunting legislation, Finland has not formally communicated any implementing legislation for this province, which has legislative autonomy. The Commission understands that steps have been taken by the Finnish authorities to adopt the needed legislation. However, the necessary communication to the Commission of this legislation has not been made and is now considerably overdue.
