  • [01] Premières données communes sur les résidus de pesticides dans les fruits et légumes

    Pour la première fois, l'Union européenne (UE) a collecté des données communes sur les résidus des pesticides dans les fruits et légumes dans le Marché unique. Dans 3% des 41.000 échantillons de fruits et légumes prélevés dans les Etats membres et en Norvège, les résidus de pesticides décelés dépassaient les limites maximales en résidus (LMR). Au total, il a été trouvé des résidus de pesticides dans 40% des échantillons, même s'ils étaient au-dessous des LMR. Il s'agit du principal résultat des programmes nationaux de contrôle des pesticides réalisés par les Etats membres et la Norvège. Parallèlement, dans le cadre d'un programme coordonné par l'UE, la présence de sept pesticides couramment utilisés et de deux groupes de pesticides a été contrôlée pour cinq fruits et légumes. En l'occurrence, c'est la laitue qui contenait le plus grand nombre de résidus, suivie du raisin, des fraises, des pommes et des tomates. Ces résultats sont résumés dans le rapport intitulé "Contrôle en matière de résidus de pesticides dans l'Union européenne et en Norvège".

    [02] La Commission s'allie au HCR pour lancer la Campagne d'intégration des réfugiés

    La Commission européenne s'est alliée aujourd'hui au Haut Commissariat des Nations unies pour les réfugiés (HCR) pour lancer une vaste campagne de sensibilisation visant à promouvoir l'intégration des réfugiés à travers l'Union européenne. Cette campagne comprend une série d'activités dans les mass media, y compris la diffusion de messages publicitaires à la télévision, à la radio et dans la presse, et un programme pédagogique pour les écoliers européens. Un éventail d'activités de sensibilisation est également prévu au niveau national, pour soutenir la campagne européenne. Lors d'une conférence de presse organisée à l'occasion du lancement de cette initiative de 12 mois, Padraig Flynn, Commissaire en charge de l'emploi et des affaires sociales, a déclaré que les citoyens d'Europe devraient être préparés à voir les réfugiés non pas comme une menace, mais comme des personnes qui sont elles-mêmes menacées.

    [03] La Commission approuve l'entreprise commune entre SAP et Heidelberger

    La Commission européenne a approuvé une entreprise commune paritaire entre SAP Aktiengesellschaft Systeme, Anwendungen, Produkte in der Datenver- arbeitung (SAP), Walldorf, et Heidelberger Druckmaschinen AG, Heidelberg. L'entreprise commune développera un logiciel lié à une base de données (Media-Manager) pour entreprises dans le secteur des médias. Heidelberger intégrera également sa filiale LinoPress Publishing Systems GmbH dans l'entreprise commune. Vu la faible addition de parts de marché des sociétés mères et la compatibilité envisagée de Media-Manager avec les logiciels concurrents, la transaction ne soulève pas de préoccupations du point de vue de la politique de concurrence.

    [04] Martin Bangemann and Vladimir Bulgak sign a cooperation agreement in the field of the Information Society

    At a ceremony at the European Commission, the Deputy Chairman of the Russian Federation, Vladimir Bulgak, and Industrial Affairs Commissioner Martin Bangemann signed the 23rd November 1998 a Joint Declaration on European Union (EU)-Russian cooperation in the field of the Information Society. The objective of this Joint Declaration is to intensify the cooperation of the public sector in Information Society matters such as telecommunications and eletronic commerce and to encourage joint initiatives for the use of information and communication technologies in the private sector.

    [05] Commission nominates members of new External Advisory Groups for research

    The European Commission confirmed the membership of the 17 External Advisory Groups set up to provide advice on the key actions of the Fifth Framework Programme. Nearly 5,000 people responded to the open call for applications for the advisory groups, which comprise in total 278 members. 27% of the latter are women, and nearly half the groups - 7 out of 17 - will be chaired by women. Half the group members have a research background ; this expertise is complemented by a strong industrial component (32%), and a significant proportion of research users and regulators (18%). The role of the External Advisory Groups is to provide the Commission with independent advice concerning the content and direction of research work to be carried out under the key actions of the Fifth Framework Programme (FP5). This involves proposing guidelines for the detailed work programmes of FP5, including the timetable of calls for proposals, the criteria to be used for evaluating project proposals, and verifiable objectives for achieving the aims of the key actions. The groups will also comment on the strategic nature and exploitation of the work to be carried out and on the analysis of results, with a view to a possible revision or reorientation of the work programmes.

    [06] Democracy support projects in ex-Yugoslavia

    The European Commission approved today two projects aimed at supporting the establishment of democracy in the countries of former Yugoslavia, worth ECU 524,800. The first concerns the training of lawyers and law students in Bosnia and Herzegovina (BiH) to conduct judicial monitoring. The project will be carried out by the International Crisis Group and aims at intervening to stop identified violations, improve the independence and professionalism of the judiciary in BiH, and issue quarterly reports on individual trial proceedings as well as periodic reports assessing the overall picture of criminal and civil justice (total cost: ECU 344,800). The second project foresees the establishment of a "Centre for Free Elections and Democracy" in the Federal Republic of Yugoslavia (FRY). Under this project, a regional network and a parallel vote tabulation centre would be established and run for 24 months, with a view to monitor elections in FRY and contribute to voters' education (total cost: ECU 180, 000). These two projects are part of the Commission's overall commitment to the respect of human rights in the Central and Eastern European countries, including the countries of former Yugoslavia. To this end, a total of ECU 15 million has been earmarked in the 1998 budget, of which more than ECU 14 million have already been committed.

    [07] Christos Papoutsis : "Child sex tourism must have no place in our world"

    In his speech at the opening ceremony of the first European Meeting of the main protagonists in the fight against child sex tourism, which was held at the presence of His Majesty King Albert II of the Belgians, European Commissioner Christos Papoutsis, responsible for tourism, said that child prostitution, child pornography and child sex tourism "are unacceptable phenomena for European society, which go against go against every human value and must be confronted and wiped out". He said that the Commission policy and initiatives aim at "reducing demand for child sex tourism and helping in the fight against this phenomenon in third countries using all available means". He expressed his determination and this of the whole Commission to continue the efforts and underlined that "we have to act fast, to act firmly, and to act together", because the children of the whole world "deserve a brighter future and we have no right to deceive them but offer them this future".
