  • [01] La Commission autorise la scission d'Italtel entre Siemens et Telecom Italia

    La Commission européenne a autorisé la scission de l'entreprise commune Italtel S.p.A. entre Siemens AG et Telecom Italia S.p.A. L'opération concerne les marchés des équipements et des systèmes de télécommunication. En 1994, Telecom Italia et Siemens ont créé une entreprise commune afin de devenir un important fournisseur de l'industrie des télécommunications au plan international. Siemens et Telecom Italia sont convenues de mettre fin à leur entreprise commune et de scinder Italtel en respectant la structure selon laquelle elle est actuellement organisée. Le domaine "réseaux fixes" sera entièrement contrôlé par Telecom Italia, tandis que les domaines "réseaux mobiles" et "transport" seront entièrement contrôlés par Siemens. Seul ce dernier aspect de l'opération relève du champ d'application du règlement sur les concentrations. Siemens et Telecom Italia développeront leurs activités séparément à l'avenir et renforceront leur compétitivité dans leurs domaines de spécialité. La dissolution de l'entreprise commune a été autorisée sur la base du règlement sur les concentrations, car elle n'est pas susceptible d'affecter la concurrence.

    [02] Commission clears acquisition of Rugby Group by RMC Group

    The European Commission has authorised, under the Merger Regulation, the acquisition of The Rugby Group Plc by RMC Group Plc in the area of cement and related products. RMC is active in the UK and worldwide in the production and supply of building materials and concrete products while Rugby is active in the manufacture of cement and related products in the UK. The concentration involves the vertical integration in the UK of a cement producer, Rugby, with a producer of ready mixed concrete and building materials, RMC.

    [03] Commission authorises setting-up of the joint venture VNU Hearst Romania SRL

    The European Commission is giving the go-ahead to the setting-up in Romania of the joint venture VNU Hearst Romania SRL by the US company HMI International Holdings Inc and the Dutch company VNU Magazine Group International BV. The object of the joint venture is to publish and distribute a Romanian version of the women's magazine "Cosmopolitan", which belongs to the Hearst group, and the Romanian version of VNU's computer magazine "Easy PC". The joint venture concerns the Romanian markets for women's magazines and computer magazines, which are subdivided into the readership market and the market for selling advertising space. It therefore raises no problems as regards competition in the European Union.

    [04] La Commission autorise la création de l'entreprise commune Hearst Mondadori Editoriale SRL

    La Commission européenne donne le feu vert à la création en Italie de l'entreprise commune Hearst Mondadori Editoriale SRL par la société américaine HMI International Holdings Inc et la sociéte italienne Arnoldo Mondadori Editore S.p.A. L'objet de la filiale commune est d'assurer l'édition et la diffusion d'une version italienne du magazine féminin "Cosmopolitan", appartenant au groupe Hearst. L'opération n'entraînera ni la création, ni le renforcement d'aucune position dominante et ne soulève donc pas de problème de concurrence.

    [05] Le plus gros projet de recherche environnementale sur la Méditerranée jamais financé par l'UE est achevé

    Le bassin Méditerranéen n'est pas seulement le foyer de plusieurs centaines de millions d'habitants de 22 Etats et la destination d'environ 160 millions de touristes par an mais aussi un très bon indicateur du changement climatique global. Ceci et l'influence prouvée de tels changements sur la productivité marine dans la Méditerranée créent un indicateur fiable des effets possibles des changements futurs dans le monde entier.

    [06] A world first : the sequencing of two plant chromosomes

    Surprisingly, plants have many genes in common with humans and this is one of the reasons why research on the genome of plants can be beneficial for human medicine. Therefore, the sequencing of the small annual weed Arabidopsis's genome can be called a major milestone. This work was carried out in laboratories in the European Union and United States as part of a publicly-funded project that aims to complete the 134 million base-pair genome by the end of next year. The funding comes mainly from the EU (euro 22 million), the US National Science Foundation (NSF), and the Kazusa Institute in Japan. According to Philippe Busquin, European Commissioner for Research, "this breakthrough confirms the 'added value' of European research and its key contribution to maintain and reinforce Europe's leading position in plant biotechnology".

    [07] Pêche : propositions de la Commission concernant les TAC pour 2000

    La Commission européenne a adopté ses propositions concernant les totaux admissibles de capture (TAC) pour un groupe de stocks ainsi que leur répartition en quotas nationaux pour l'année 2000. Ces propositions seront examinées par le Conseil des Ministres de la pêche lors de la réunion du 16 et 17 décembre. Les propositions de la Commission sont basées sur les avis scientifiques les plus récents. L'ensemble des TAC proposés contiennent un certain nombre de réductions des TAC par rapport à ceux de 1999. La Commission est bien consciente que ces propositions de réductions seront difficiles à accepter par les pêcheurs, toutefois, elles devront être appliquées afin que les stocks puissent être exploités de manière durable. A la différence des années passées, les possibilités de pêche ainsi que les conditions qui s'y rattachent ont été rassemblées sous le même règlement. Celles-ci comprennent les mesures autonomes de l'Union européenne dans ses propres eaux, celles concernant les stock sous gestion commune avec la Norvège, toutes celles conclues dans le cadre d'accords de pêche avec les pays tiers ainsi que celles instaurées par les organisations régionales de pêche dont les mesures de conservation que l'UE est tenue de respecter.

    [08] 23 millions d'euros pour le programme Tacis Sûreté Nucléaire

    La Commission européenne vient d'approuver un montant de 23 millions d'euros pour le programme Tacis 1999 Sûreté Nucléaire. Les orientations du programme peuvent être résumées de la manière suivante : maintien de l'assistance sur site, sûreté de la conception, soutien aux autorités de contrôle, gestion des combustibles irradiés et des déchets radioactifs et soutien à la mise en oeuvre du mémorandum d'accord sur la fermeture de Tchernobyl.

    [09] Euro 26 million for Human Rights

    The European Commission has approved euro 26 million for the promotion of human rights under the Budget chapter "European Initiative for Democracy and Human Rights". The breakdown is as follows : euro 3 million support for the activities of International Criminal Tribunals and for the setting-up of the International Criminal Court, euro 14 million in grants for certain activities of human rights organisations involved in promoting EU and international initiatives aimed at abolishing the death penalty in all countries, the training of people responsible for enforcing human rights, re-enforcing respect for the rights of the child, rights of minorities such as gypsies and indigenous people and promoting measures to fight against the trafficking in women and euro 9 million as support for democracy in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgystan, Moldova, the Russian Federation, Tajikistan Turkmenistan, Ukraine, Uzbekistan and Mongolia.

    [10] Kosovo : euro 62.5 million for economic reconstruction

    The European Commission has approved the commitment of euro 62.5 million in order to finance an economic reconstruction programme for Kosovo. The financing proposal is the result of a programming mission undertaken in September 1999 during which senior representatives of UNMIK presented their priorities for funding. The projects identified correspond to the main priorities of UNMIK and are designed to complement the on-going work of humanitarian agencies and NGO's as well as reconstruction programmes already underway. The funds will be used for : a public administration support programme, an infrastructure rehabilitation programme, economic development e.g. through pilot credit schemes, support for local elections and support in the setting-up of the Kosovo Protection Corps. The programme will be implemented by the EC Task Force in Pristina and subsequently by the Agency for Reconstruction once established and operational. These funds form part of an indicative budgetary allocation of euro 137 million for 1999 of which euro 52 million have already been committed.

    [11] Poul Nielson urges humanitarian organisations to come forward with applications for assistance to refugees from Chechnya

    In a written statement, Mr Olivier Dupuis, a MEP of the Radical Party, challenged the European Commission to intervene in Georgia, where he said over 3,000 Chechen refugees were blocked without food in the Georgian border village of Chatili. Responding to this, Development and Humanitarian Aid Commissioner Poul Nielson informs that according to the latest reports reaching ECHO about 600 refugees who did reach Chatili were actually evacuated on December 10. The total flow of refugees towards Georgia has been relatively low - just over 4,000 have been registered to date - and humanitarian agencies (also funded by ECHO) have so far been able to cope adequately. The big problem is the situation inside Chechnya, and here again the issue of access is crucial. The European Union has already accepted to work through unconventional channels in this crisis and has already urged humanitarian organisations to come forward with applications for assistance to refugees from Chechnya.

    [12] Flooding in Asia : Commission approves humanitarian aid worth euro 1.2 million

    The European Commission has approved humanitarian aid worth euro 1.2 million for victims of flooding in Vietnam, Cambodia and Tibet (China). The aid will be managed by the European Commission Humanitarian Office (ECHO) and will enable humanitarian organisations to carry out urgent projects for the next three to six months. Torrential rainstorms far exceeding normal seasonal flooding have affected Vietnam since the end of October. The country has experienced its worst flooding for 40 years, with a total of seven million people affected across several provinces. In Cambodia, flash floods have forced the evacuation of 100,000 people, with Pursat province bearing the brunt of the devastation. In the Autonomous Tibetan Prefecture, sustained heavy snowfall has completely covered grazing land over most of Dritog County, affecting some 15,000 families of nomads. ECHO's partners include the International Federation of the Red Cross, (IFRC) Médecins sans Frontières (Belgium, France) and Children in Crisis (UK). They will distribute humanitarian relief for the most vulnerable households and flood victims, providing household kits (blankets, mosquito nets, kitchen tools, soap), medicines and food aid.

    [13] Anna Diamantopoulou participe à la Conférence "Associations de bienfaisance (Charity and welfare sector) - leur contribution à l'édification d'une société civile européenne"

    Le Comité économique et social européen (CES) et le Ministère allemand de la Famille, du troisième âge, des femmes et de la jeunesse, organisent la conférence sur le thème "Valeur et évolution des associations de solidarité dans une Europe en pleine intégration" qui se tiendra le 17 décembre 1999 au siège du Comité à partir de 9h30. Mme Béatrice Rangoni Machiavelli, Présidente du CES, le Dr Christina Bergmann, Ministre allemand et Mme Diamantopouloi, Commissaire européen responsable de l'emploi et des affaires sociales, y participeront. L'objectif de cette conférence est d'offrir la possibilité aux organismes de protection sociale de Finlande, du Portugal, de France et d'Allemagne d'expliciter leur contribution au "modèle social" européen et d'exposer la complexité de leurs tâches dans le contexte national ainsi que d'éventuels parallèles et points communs. Une conférence de presse sera donnée à 11h30. La conférence est ouverte aux journalistes intéressés.
