    [01] La Commission répond favorablement aux demandes des autorités judiciaires belges relatives aux dossiers Berthelot et Leonardo

    La Commission européenne s'est prononcée sur les demandes concernant les dossiers Berthelot et Leonardo formulées par les autorités judiciaires belges et qui lui sont parvenues le 2 février. La Commission s'est prononcée favorablement sur les demandes formulées dans le cadre du dossier Berthelot, c'est-à-dire la levée d'immunité de juridiction de Mme Edith Cresson, la levée du devoir de réserve des six fonctionnaires que la justice belge souhaite entendre ainsi que l'accès aux locaux de la Commission, de l'Office de Lutte Anti-fraude (OLAF) et du Centre Commun de Recherche (CCR).

    [02] La Commission encourage le débat public sur la réforme institutionnelle

    D'importantes discussions sur la réforme des institutions européennes viennent de commencer. La Commission européenne souhaite accompagner cette conférence intergouvernementale (CIG) par un dialogue avec les citoyens européens sur les enjeux de la réforme. Dans ce but, elle a adopté une Communication sur l'organisation de ce dialogue citoyen.     [03] Commission opens infringement against Germany for refusal to lift British beef embargo

    The European Commission has decided to initiate formal legal proceedings against Germany for not lifting the embargo on British beef. The Commission considers that Germany has not fulfilled its obligations under Council Decision 98/256/EC and Commission Decision 99/514/EC relating to lifting the embargo. As the first step in the infringement proceedings, David Byrne, Health and Consumer Protection Commissioner, will be asking the German Government to submit its position shortly after 17th of March. If the Commission does not get a satisfactory response by that time it may decide to send Germany a 'reasoned opinion' requesting that the alleged violation be brought to an end. The Commission, nevertheless, remains hopeful that a non-litigious outcome can be reached.

    [04] Règles communes concernant l'ouverture des marchés de l'électricité à la concurrence : saisine de la Commission contre le Luxembourg

    La Commission européenne a décidé de saisir la Cour de justice européenne dans le cadre de la procédure contre le Luxembourg pour non-transposition en droit national des dispositions de la directive 96/92/CE du Parlement européen et du Conseil des ministres, concernant des règles communes dans le secteur de l'électricité.

    [05] La Commission évalue le programme de stabilité actualisé de la Belgique

    La Commission européenne a adopté une recommandation au Conseil des ministres sur le programme de stabilité actualisé de la Belgique (1999- 2003). La conclusion de la Commission est que le programme de stabilité actualisé de la Belgique est conforme aux exigences du pacte de stabilité et de croissance ainsi qu'aux grandes orientations de politique économique. Selon le programme, le budget des administrations publiques devrait atteindre l'équilibre en 2002, avant d'afficher un excédent de 0,2% du PIB en 2003. Pour 2000, le gouvernement belge s'engage à faire mieux que le déficit de 1% du PIB envisagé dans le programme actualisé. Les projections budgétaires actualisées reposent sur un scénario macroéconomique prudent, supposant un taux de croissance du PIB réel de 2,5% par an en 2000 et 2001, suivi d'un taux de croissance tendanciel de 2,3% pendant les années suivantes. Le ratio d'endettement devrait diminuer de 13,6 points entre 1999 et 2003, pour tomber à 101,3% du PIB. Comme le programme de stabilité initial, le programme actualisé articule sa stratégie d'assainissement budgétaire autour d'une série d'excédents primaires élevés, légèrement supérieurs à 6% du PIB par an. Sur la base de la recommandation de la Commission, le Conseil devrait rendre un avis formel concernant le programme de convergence de la Suède le 28 février 2000.

    [06] Commission assesses the updated convergence programme of Denmark

    The European Commission has adopted a Recommendation to the Council of Ministers on the updated convergence programme of Denmark (1999-2005). The Commission concludes that the updated programme is in line with the requirements of the stability and growth pact and the broad economic policy guidelines. The updated programme foresees that, following a slowdown in 1999-2000, the Danish economy will grow at an average rate of about 2% per year between 2001 and 2005. The general government budget balance is expected to remain above 2% of GDP throughout the entire programme period and the debt to GDP ratio is projected to fall to 36% in 2005. On the basis of the Commission Recommendation, the Council is expected to adopt a formal opinion on the updated Danish convergence programme on 28 February 2000.

    [07] Commission assesses the updated stability programme of Germany

    The European Commission has adopted a Recommendation to the Council of Ministers on the updated stability programme of Germany (1999-2003). The Commission concluded that the updated programme is in line with the requirements of the stability and growth pact and the broad economic policy Guidelines. Building on the better-than-expected outcome for the general government deficit in both 1998 and 1999 the update projects a decline in the general government deficit ratio to 1% of GDP in 2000 and to ½% of GDP by 2003. During the same period, the debt ratio is expected to fall to 58½% of GDP. Budgetary projections are based on a macroeconomic scenario assuming average GDP growth of 2.5% per year over the period 2000-2003. On the basis of the Commission's Recommendation, the Council is expected to adopt a formal opinion on the updated German programme on 28 February 2000.

    [08] La Commission évalue le programme de stabilité actualisé de l'Italie

    La Commission européenne a adopté une recommandation au Conseil des ministres relative au programme de stabilité actualisé de l'Italie pour la période 1999-2003. La Commission conclut de l'examen de ce programme qu'il confirme et prolonge les objectifs annoncés dans le programme de l'année dernière et qu'il est conforme à la fois aux exigences du pacte de stabilité et de croissance et aux grandes orientations de politique économique. En particulier, le besoin de financement net des administrations publiques devrait passer d'un niveau estimé à 2,0% du PIB en 1999 à 0,1% du PIB en 2003, tandis que le ratio de la dette publique déclinerait régulièrement, de plus de 3 points de pourcentage par an, pour retomber à 100,0% en 2003 contre 114,7% (estimation) en 1999. Se fondant sur la recommandation de la Commission, le Conseil devrait rendre un avis formel relatif au programme de stabilité actualisé de l'Italie le 28 février 2000.

    [09] La Commission évalue le programme de stabilité actualisé de l'Espagne

    La Commission européenne a adopté une recommandation au Conseil des ministres sur le programme de stabilité actualisé de l'Espagne (1999-2003). La conclusion de la Commission est que le programme de stabilité actualisé, qui confirme la stratégie adoptée dans le programme de l'année dernière, est conforme aux exigences du Pacte de stabilité et de croissance ainsi qu'aux grandes orientations de politique économique. Il apparaît que la mise en oeuvre du programme de stabilité de 1998 a permis d'atteindre la plupart des objectifs initiaux pour 1999. Le déficit public, de 1,3% du PIB en 1999, devrait laisser place à un excédent de 0,2% en 2003. Le ratio dette publique/PIB devrait diminuer, passant de 63,5% à 55,8% entre 1999 et 2003. Les projections budgétaires sont fondées sur un scénario macroéconomique tablant sur une croissance du PIB de 3,7% par an en 1999- 2000 et de 3,3% en moyenne sur la période 2001-2003. Sur la base de la recommandation de la Commission, le Conseil devrait rendre un avis formel concernant le programme de stabilité révisé de l'Espagne le 28 février 2000.

    [10] Commission assesses updated convergence programme of the United Kingdom

    The European Commission has adopted a Recommendation to the Council of Ministers on the updated Programme of the United Kingdom (1999-2005). The Commission conclusion is that the budgetary projections of the updated programme are in line with the requirements of the stability and growth pact and the broad economic policy guidelines agreed at the Cardiff European Council. The updated programme presents the macroeconomic and budgetary perspectives for the period 1998-99 to 2004-05. Economic growth is expected to be around its trend rate over the period of the programme, estimated to be 2½% a year. The budget is expected to show small surpluses to 2001-02 and small deficits thereafter. The debt to GDP ratio is expected to fall to 38% in 2004-05. On the basis of the Commission Recommendation, the Council is expected to adopt a formal opinion on the updated United Kingdom convergence programme on 28 February 2000.

    [11] La Commission autorise une aide en faveur de Sidmar pour cinq projets de protection de l'environnement - décision négative sur un autre projet

    La Commission européenne a autorisé l'aide notifiée par la Belgique en faveur de cinq projets de protection de l'environnement à l'usine sidérurgique Sidmar à Gand. Le montant total de l'aide est de 0,608 millions d'euros (FB 24,52 millions). En même temps, elle a pris une décision négative au sujet d'une aide de 1,9 million d'euros (FB 78,44 millions) en faveur du projet de "Construction d'un refroidisseur circulaire pour l'installation de frittage n° 2", à mettre en oeuvre par Sidmar.

    [12] Commission authorises continued ecological tax reform in Germany under state aid rules

    The European Commission has concluded that the special tax treatment of certain sectors of the economy, notified by the German Government under the state aid rules in connection with the continuation of the ecological tax reform, is compatible with the EC Treaty. It has decided to authorise the special rules up to the year 2002 under the EU guidelines on state aid for environmental protection and on the basis of its existing practice and the EU's environmental policy. It is still looking into the proposed exemption of certain gas and steam turbine power stations from mineral oil tax.

    [13] La Commission interdit des aides régionales en faveur de Fiat Rivalta (Italie)

    La Commission européenne a interdit le versement à Fiat d'aides régionales d'un montant de 46 milliards de lires (24 millions d'euros) pour un investissement destiné notamment à améliorer la flexibilité des installations de l'usine d'assemblage de Rivalta, près de Turin (Piémont). La Commission a en effet constaté que les aides en cause n'étaient pas nécessaires à la réalisation du projet à Rivalta.

    [14] Commission decides that Kvaerner Warnow Werft GmbH will have to reimburse aid due to exceeding of capacity limitation in 1997

    The European Commission has decided that Kvaerner Warnow Werft GmbH (KWW), situated in Warnemünde, Mecklenburg-Vorpommern, Germany will have to pay back DM 12.6 million (euro 6.3 million) of restructuring aid due to its exceeding of its annual capacity limitation of 85000 cgt (compensated gross tonnage) by 8862 cgt in 1997. The annual capacity limitation of 85000 cgt was imposed on the yard as a condition of approving a substantial amount of restructuring aid, altogether DM 1247 million, by the Commission in the context of privatisation of the yard in 1992. The capacity limitation is set until end 2005 and its compliance is monitored by the Commission. The formal investigation procedure in the case was opened in July 1999.

    [15] La Commission autorise des aides à la recherche et au développement dans le secteur de l'automobile en Espagne

    La Commission européenne a autorisé les aides à la recherche et au développement prévues par le Plan Technologique d'équipements et composants pour automobiles, notifié par l'Espagne. Ce Plan permettra l'octroi d'aides aux entreprises du secteur pour un montant global de 240,4 millions d'euros (ESP 40 milliards) pendant sa période d'application (2000-2003). Les aides consistent en prêts sans intérêts, couvrant au maximum 75% des coûts du projet et remboursables dans tous les cas. Les autorités espagnoles espèrent qu'entre 100 et 200 entreprises par an, dont la plupart des PME, pourront bénéficier de ces aides.

    [16] Extension of 'Energy for Democracy' in Serbia

    The European Commission has decided to extend the programme 'Energy for Democracy' to five additional cities run by the opposition in Serbia and to allocate additional funds for deliveries to Nis and Pirot, already benefiting from a pilot project.

    [17] La Commission propose la prorogation, pour un an, du régime d'association avec les PTOM

    La Commission européenne a adopté une proposition de décision du Conseil prorogeant pour un an le régime d'association actuel qui lie l'Union européenne à 20 Pays et Territoires d'Outre-mer (PTOM), reliés constitutionnellement à quatre Etats membres (France, Royaume-Uni, Pays-Bas et Danemark).

    [18] Bringing the Common Fisheries Policy closer to stakeholders : dialogues with industry and others on CFP review and fisheries management

    The European Commission has recently adopted two reports on the series of regional meetings and workshops it held with the fishing industry and other interested parties. These initiatives reflect the Commission's determination to bring the Common Fisheries Policy (CFP) closer to those with a stake in fisheries. They are part of a wider strategy that includes last year's reform of the Advisory Committee on Fisheries and proposals to strengthen dialogue with the sector. The regional meetings were part of the EU-wide consultation process to prepare the 2002 CFP review, while the workshops focused on improving the management of specific fisheries.

    [19] La Commission organise une audition publique de manière à accroître le choix offert aux utilisateurs des services de télécommunications

    La Commission européenne tiendra, le mardi 22 février 2000, à Bruxelles, une audition publique sur "L'accès dégroupé à la boucle locale", en préparation d'une éventuelle recommandation de la Commission destinée aux Etats membres. Un document de travail élaboré par la direction générale Société de l'information a été publié, qui servira de base, lors de l'audition publique, à un échange de vues avec les parties intéressées. Cette audition s'inscrit dans le contexte de l'initiative eEurope lancée par la Commission le 8 décembre 1999, dans laquelle la date butoir de décembre 2000 a été fixée pour la fourniture de l'accès dégroupé aux boucles locales des opérateurs en place.

    [20] EU concern on US safeguard measures on steel imports

    On Friday 11 February 2000, US President Bill Clinton announced the introduction of two safeguard measures restricting imports into the US of steel wire rod and welded line pipe. These measures will affect the main EU producers of these products in several Member States, including Germany, the UK, France, Italy, Spain and Greece. The Commission reiterates its serious concerns, expressed several times at the highest levels, about the lack of justification of these measures. Despite the delicate situation of the EU steel industry, the EU has consistently avoided having resort to safeguard measures. The Commission will decide in the coming days on whether to have resort to WTO dispute settlement procedures. As an immediate step, it will request consultations with the US authorities.
