  • [01] Euro 100 million allocated to 'European Initiative for Democracy and Human Rights'

    The European Commission has allocated over euro 100 million for human rights and democracy projects throughout the world in financial year 2000, under the European Initiative for Democracy and Human Rights (EIDHR), Chapter B7-7 of the EU Budget. The Commissioner for External Relations, Chris Patten, has described the allocation as 'a tangible affirmation of the EU's obligation to promote human rights and democracy worldwide'. Substantial support has been allocated to international organisations, including the UN, the OSCE and the Council of Europe, with over euro 5 million for different projects of the UN Office of the High Commissioner for Human Rights. Emphasising the EU's commitment to develop its partnership with non-governmental organizations and civil society, who are important actors in the defence of human rights and democracy, the vast majority of the funds (83%) will be channelled through such NGOs.

    [02] Postal services : Frits Bolkestein disappointed with Parliament vote against Commission's proposals

    Frits Bolkestein, the European Commissioner for the Internal Market, has expressed his regret that the European Parliament has voted to reduce drastically the share of the postal market to be opened up to competition and to delay the introduction of more competition by two years. "The Commission's proposals would ensure better quality postal services for consumers and industry, while safeguarding universal service and employment. This is precisely why the Lisbon Summit called explicitly for a faster liberalisation of postal services. It is therefore deeply disappointing that Parliament was side-tracked into an outdated ideological debate instead of concentrating on the real issues of interest to consumers and business users of postal services. The degree of market opening now proposed by Parliament reduces the 20% proposed by the Commission from the start of 2003 to only 6% from the start of 2005, without any perspective of completion of the Internal Market in the postal sector. This does not comply with the conclusions of the Lisbon European Council nor would it meet the needs and expectations of postal clients, both business users and individual households. Nor would it meet the interests of employees in the postal sector who want to look ahead. In short, it would be too little too late and bring to a sudden halt the much-needed momentum for further change, gravely harming the incumbent operators' adaptation and threatening long- term employment."

    [03] Commission approves euro 10 billion development programme for Thüringen

    The European Commission has approved a programme of Objective 1 support for Thüringen between 2000 and 2006. This programme, which is intended to promote the region's development and structural adjustment, aims to create 12,500 new jobs, safeguard 27,500 jobs, create temporary employment for 35- 50,000 full time equivalents and to provide 323,000 people with training designed to avert the risk of unemployment. The programme amounts to almost euro 10 billion, euro 2.88 billion of which will be financed by the EU's Structural Funds. The public and private sectors will finance the remainder (with contributions of euro 1.85 billion and euro 5.29 billion respectively).

    [04] Premières estimations pour 2000 : le revenu agricole de l'UE15 en légère hausse de 1,3% en termes réels

    (! embargo 12h00 !) En 2000, le revenu agricole réel par actif a augmenté de 1,3% dans l'UE15, selon les premières estimations publiées aujourd'hui par Eurostat. Dans la zone euro, la hausse du revenu agricole par actif a été de 1,9%. L'accroissement du revenu par actif dans l'UE15 en 2000 est dû principalement à la réduction continue du volume de la main-d'œuvre agricole (-2,7%). Les estimations montrent une grande diversité entre les Etats Membres dans la variation du revenu agricole par actif en 2000. Le revenu agricole est supérieur aux niveaux de 1999 dans dix Etats membres (Danemark, Finlande, Belgique, Allemagne, Irlande, Suède, Espagne, Pays-Bas, France, et Luxembourg). Les taux de croissance varient de +24,1% au Danemark et +22,0% en Finlande à +1,3% en France et +0,4% au Luxembourg. Il convient néanmoins de noter que, dans la plupart des pays qui enregistrent un accroissement des revenus en 2000, le revenu agricole est resté inférieur ou proche des niveaux de 1995. En Grèce, le revenu agricole est resté stable en 2000, tandis qu'il a diminué en Italie (-4,3%), en Autriche (-4,8%), au Portugal (-7,5%), et au Royaume-Uni (-10,8%).

    [05] Commission establishes expert group to coordinate TSE research in Europe

    On 15 December a first meeting of national TSE (transmissible spongiform encephalopathies) experts and researchers is taking place in Brussels. The meeting is being organised by the European Commission at the request of the Research Council at its meeting of 16 November 2000. The expert group will examine current European research in this field and suggest ways of improving its impact, in particular through better coordination of national and EU research activities. The Commission has provided more than euro 50 million of support for research on TSE since it launched the European Research Action Plan on TSE diseases in 1996. Its Joint Research Centre conducts scientific work to underpin the Commission's policy measures in the field of BSE. "Recent developments in BSE have shown that research must play a more significant role in ensuring the safety of consumers. Knowing what research is being done throughout Europe will enable us to combine our efforts to tackle the problem", said Philippe Busquin, Commissioner for Research. He added that further research is essential to provide answers to the many questions which remain in relation to TSEs.

    [06] La Commission adopte le programme de travail Leonardo da Vinci pour l'année 2001

    La Commission européenne a adopté le budget 2001 du programme Leonardo da Vinci II (formation professionnelle) et la répartition entre les Etats membres de la subvention annuelle destinée au financement des projets de mobilité des jeunes et des formateurs, élément central du programme. La partie "mobilité" du programme est mise en oeuvre directement dans les Etats membres par des structures appelées "Agences nationales", d'où la procédure de la subvention annuelle. Le budget total de Leonardo da Vinci pour 2001 sera de 147 millions d'euros (le budget total du programme est de 1.150 millions d'euros pour la période 2000-2006), dont environ 60 millions d'euros pour les actions de mobilité transnationale, environ 53 millions d'euros pour les projets pilotes visant à développer l'innovation et la qualité de la formation professionnelle (avec un accent sur l'utilisation des technologies de l'information et de la communication) et environ 7,4 millions d'euros pour des actions de promotion des compétences linguistiques dans le cadre de la formation professionnelle. Dans la répartition entre les Etats membres de la partie du budget consacrée à la mobilité (donc 60 millions d'euros), l'Allemagne demeure le principal bénéficiaire du programme avec 20% de la subvention globale, suivie de l'Italie, de la France et du Royaume-Uni. La répartition de cette subvention "mobilité" s'effectue en fonction de la population, de la différence du coût de la vie entre les Etats membres, des distances et du poids du public cible par rapport à la population totale.

    [07] EU imposes definitive anti-dumping duty on Chinese coke over 80 mm

    Today the European Union decided to impose a definitive anti-dumping duty on imports of coke over 80 mm from China. The duty, euro 32.6 per ton of imported coke, is expected to provide relief for EU producers suffering the economic and financial consequences of Chinese imports, whilst ensuring a minimum impact on users of coke within the EU.

    [08] Commission to negotiate with Switzerland an agreement on cooperation against fraud and other illegal activities affecting the EU financial interests

    The Council has authorised the European Commission yesterday to negotiate with Switzerland an agreement to improve the cooperation against fraud and other illegal activities which affect the financial interests of the European Communities and the EU Member States. Organised fraud, smuggling and other illegal activities perpetrated from Swiss territory have recently assumed enormous proportions, causing major financial losses to the Communities estimated at several billion euros per year. Given the intensity of economic relations between the Communities and Switzerland, which will shortly be extended further under seven bilateral agreements, this is unacceptable and demands an extra cooperation effort on both sides. For the EU, this cooperation will constitute part of its overall relations with Switzerland and be a precondition for further steps towards deepening these relations.

    [09] Développement binational entre Honduras et Salvador : la Commission approuve un programme de développement dans les zones frontalières terrestres

    La Commission européenne a pris cette semaine la décision de financement d'un programme de développement binational dans les zones frontalières terrestres entre le Salvador et le Honduras, pour un montant de 30 millions d'euros, qui sera exécuté à partir de 2001. La participation des pays bénéficiaires sera de 6 millions d'euros. Cet important programme bénéficiera à environ 500.000 personnes, la plupart en situation de pauvreté extrême, habitant dans une zone frontalière qui représente une source historique de conflits entre le Salvador et le Honduras. La Commission contribuera ainsi à soutenir le Honduras et le Salvador dans le difficile processus de normalisation de leurs relations frontalières. Le programme contribue à trois axes stratégiques communs des politiques nationales tant du Honduras que du Salvador : la lutte contre la pauvreté, la décentralisation et l'intégration régionale de l'Amérique centrale.

    [10] Ensemble contre la fracture numérique : la Commission organise une conférence sur le thème de la société de l'information et de la cohésion

    La Commission européenne organise les 18 et 19 décembre prochains à Lyon, en France, une conférence sur le thème "Société de l'information et cohésion économique, sociale et territoriale". En effet, dans le cadre de l'initiative de promotion de la société de l'information eEurope, les nouvelles technologies de l'information et de la communication seront une priorité des fonds structurels pour 2000-2006. Comment la Commission et ses partenaires dans les régions peuvent-ils assurer l'accès égal de tous aux nouvelles technologies ? Comment construire sur les expériences passées pour faire plus et mieux ? C'est le cœur du débat qui préoccupera près de 500 décideurs politiques, économiques, régionaux et spécialistes des nouvelles technologies. Michel Barnier, Commissaire chargé de la politique régionale, et Erkki Liikanen, Commissaire chargé des entreprises et de la société de l'information, présenteront les orientations suivies par la Commission dans ce domaine.
