[I] Résultats de la Commission de ce jour - Outcome of today's Commission meeting

  • [01] La Commission présente les prévisions économiques de l'UE du printemps 2001 (période 2001-2002) En moyenne, la croissance économique de l'Union européenne en 2000 a été l'une des fortes enregistrées depuis des années. Toutefois, la hausse des prix du pétrole a érodé le pouvoir d'achat des ménages, et la consommation privée s'est ralentie en fin d'année. En outre, l'économie européenne est confrontée à une brusque décélération de l'activité aux Etats-Unis, dont elle subira les conséquences. Celles-ci devraient néanmoins rester limitées grâce à la vigueur persistante de la demande intérieure et au fait que l'accès de faiblesse de l'économie américaine ne devrait pas durer. La croissance dans l'UE a donc été révisée en baisse et ramenée à 2,8% en moyenne en 2001, mais elle devrait repartir à la hausse dans la deuxième moitié de l'année, soutenue par une création d'emplois dynamique. L'inflation dans la zone euro dépassera 2% pendant une période assez longue mais elle replongera l'année prochaine en dessous de l'objectif de stabilité des prix de la Banque Centrale Européenne. Enfin, l'assainissement des finances publiques se poursuit dans la plupart des Etats membres, bien qu'au niveau de l'UE la politique budgétaire soit légèrement expansionniste en raison des larges réductions d'impôts opérées dans un petit nombre de pays.
  • [02] Commission presents economic forecasts for the candidate countries (2001-2002) Economic growth in the candidate countries is likely to remain robust in 2001 and 2002, despite a somewhat weaker international environment, after strong growth in 2000. For the first time since the start of transition, all countries recorded positive growth in 2000. However, the outlook for Turkey has become highly uncertain after the two recent financial crises in November 2000 and February 2001. Sustained high growth should stabilise unemployment towards the end of the forecast period. Nevertheless, high unemployment will remain a major policy challenge in many candidate countries. Higher energy prices seem to have resulted in only a temporary rise in inflationary pressures.
  • [03] La Commission propose de réfléchir aux modalités du débat sur l'avenir de l'Union En décembre dernier à Nice, le Conseil européen a souhaité un débat large et approfondi sur l'avenir de l'Union. Aujourd'hui, la Commission européenne propose les premiers éléments de réflexion sur les conditions nécessaires pour que ce débat soit un succès pour l'Europe. La Commission suggère que cette réflexion sur les modalités du débat soit engagée par les Etats membres et les institutions de l'UE, dans la perspective du Conseil européen de Göteborg qui se réunira, les 15 et 16 juin prochains.
  • [04] Commission proposes a more efficient financial assistance to Turkey The European Commission today proposed a regulation which aims at making the EU's pre-accession financial assistance to Turkey more efficient. The draft regulation proposed at the initiative of Günter Verheugen, the Commissioner responsible for Enlargement, will ensure that this assistance is coordinated under a single, efficient programme, and that all funding is targeted at addressing the pre-accession priorities set out in the Accession Partnership with Turkey.
  • [05] La Commission approuve les aides d'Etat à la restructuration accordées à l'Istituto Poligrafico e Zecca dello Stato La Commission européenne a approuvé des aides d'Etat d'un montant de 570 millions d'euros accordées par l'Italie à l'Istituto Poligrafico e Zecca dello Stato (PZ) et aux sociétés qu'il contrôle. PZ et ses filiales opèrent dans différents secteurs, tels que la production de pâte à papier et de papier, la frappe de monnaie et l'édition. La Commission a estimé que, sous réserve de la mise en œuvre d'un plan global de restructuration proposé par l'Etat italien, les aides d'Etat étaient compatibles avec la réglementation de l'UE en la matière. PZ devra contribuer directement à la restructuration, notamment par le biais de cessions telles que la vente de Cartiere Miliani di Fabriano.
  • [06] Commission investigates new aid to Germany's Graf von Henneberg Porzellan The European Commission has extended a formal investigation procedure in respect of new aid of some euro 43.42 million (DEM 84.925 million) in favour of Graf von Henneberg Porzellan GmbH, a company which makes porcelain dishes and other household china in the German state of Thüringen. The compatibility of the aid seems very doubtful and it threatens to seriously distort competition in the common market.
  • [07] La Commission n'a pas d'objections aux subventions accordées aux clubs sportifs professionnels français La Commission européenne a décidé de ne pas soulever d'objections à l'égard du régime de subventions publiques aux clubs sportifs professionnels, notifié par la France, étant donné que ces subventions ne constituent pas une aide d'Etat au sens du traité CE. Il résulte en effet de l'examen de la notification que les mesures de soutien concernent la scolarité et la formation initiale. Il s'agit donc d'une action d'enseignement relevant de l'Education nationale ou qui peut y être assimilée.

  • [08] Commission clears Liberty Media's purchase of a controlling stake in UnitedGlobalCommunications The European Commission has granted regulatory clearance to an operation by which Liberty Media International Inc, a US-based media, entertainment and technology company, acquires a controlling stake in UnitedGlobalCommunications Inc (United) and, therefore, in United's Dutch-based cable operator subsidiary United Pan-Europe Communications (UPC). The transaction does not lead to any competition concerns in Europe.
  • [09] Commission approves euro 11.7 million plan to promote equality in Northern Ireland jobs market Anna Diamantopoulou, European Commissioner for Employment and Social Affairs, today signed a decision approving the new EQUAL Community Initiative Programme for Northern Ireland for the period 2001-2006. Under the programme, the European Social Fund (ESF) will provide euro 11.7 million to develop new ways of fighting discrimination and inequality in the field of employment.
  • [10] Commission agrees rules to permit marketing of Canadian "Icewine" The European Commission agreed provisions to admit into the EU Canadian "Icewine", a specialised dessert wine made from grapes frozen on the vine at the end of the season. Welcoming the development, Commissioner for Agriculture, Rural Development and Fisheries, Franz Fischler, said : "EU winemaking rules are designed to underpin wine as a quality product. The EU market is open to all genuine wines from around the world on the same basis as EU wines."
  • [11] EU will be founder member of the new South East Atlantic Fisheries Organisation At a diplomatic Conference in Windhoek, Namibia, on 20 April, the European Union signed a Convention for the establishment of a new regional fisheries organisation to combat illegal fishing in the south-east Atlantic. The South-East Atlantic Fisheries Organisation (SEAFO) was established by the EU, Namibia, South Africa, Angola, the United Kingdom (on account of St Helena), Norway, Iceland, the United States and Korea. (Japan has announced its intention to join SEAFO). The aim of the Convention is to ensure the equitable and sustainable exploitation of fish resources found in the south- east Atlantic waters beyond the Exclusive Economic Zones of the coastal states in this area.
  • [12] Commission supports Yemen civil aviation and water sectors Chris Patten, European Commissioner for External Relations, today signed Financing Agreements relating to two projects in Yemen in the civil aviation, and water and sanitation sectors, with a total EU contribution of euro 8.5 million.
  • [13] Stratégie européenne de développement durable : audition publique les 26 et 27 avril 2001 La Commission européenne et le Comité économique et social organisent une audition publique conjointe à Bruxelles les jeudi 26 (14h30-18h30) et vendredi 27 (9h30-17h00) avril sur la stratégie européenne de développement durable qui sera adoptée par le Conseil européen de Göteborg en juin 2001. Cette audition donnera aux intéressés (entreprises, syndicats, ONG, universitaires) et aux pouvoirs publics l'occasion d'exprimer leur opinion sur le document consultatif de la Commission relatif à ladite stratégie (voir IP/01/479) et d'influer sur la proposition finale de la Commission et les conclusions du Conseil européen de Göteborg.
