  • [01] La Commission autorise l'acquisition en commun de la CAT, appartenant à Renault La Commission européenne a donné son feu vert à une opération en vertu de laquelle un consortium composé d'Autologic Holding Plc (Grande-Bretagne), de TNT Holdings B.V. (Pays-Bas) et de Walleniusrederierna AB (Suède) acquerra le contrôle en commun de la Compagnie d'affrètement et de transport (CAT), entreprise qui fournit des services de logistique au secteur automobile et qui est actuellement détenue à 100% par Renault SA.
  • [02] Commission clears acquisition of Swedish phone directories firm Eniro by Seat The European Commission has cleared the acquisition of Eniro, a Swedish company active in the telephone directories market in the Nordic countries and Germany, by Seat, a subsidiary of Telecom Italia mainly active in the telephone directories market in Italy, the UK and Germany.
  • [03] Fonds structurels : la Commission approuve un programme doté de 135 millions d'euros en faveur de la province d'Anvers (Belgique) La Commission européenne a approuvé le programme de développement régional concernant la province d'Anvers (Belgique) pour la période 2000-2006. Ce programme, qui prévoit une aide financière de l'Union européenne de 47 millions d'euros, concerne certaines zones de l'ancienne région minière de Flandre en mutation socio-économique et la partie nord-est de la ville d'Anvers. Le financement européen sera complété par des investissements d'un montant de 82,5 millions d'euros provenant du secteur public flamand et par un montant de 7,3 millions d'euros provenant du secteur privé, la dotation totale du programme s'élevant ainsi à 135,8 millions d'euros. Le programme défend une politique d'aide intégrée, conforme aux orientations définies au niveau national et local et viable du point de vue social, économique et écologique.
  • [04] Structural Funds : Commission approves a euro 59.1 million support programme for the province of Oost-Vlaanderen in Belgium The European Commission has approved the regional development programme for the province of Oost-Vlaanderen in Belgium for the period 2000-2006. This programme amounts to euro 13.6 million in financial support from the European Union. It concerns two areas : a number of urban districts in the city of Gent and a rural area located in the north of the province. The European funding will attract a further euro 32 million in investment from the Flemish public sector and euro 13.5 million from the private sector, which brings total spending on the programme to euro 59.1 million. The programme proposes an integrated and sustainable approach to the development of the area. For the urban part, it focuses on the rehabilitation of old industrial sites and buildings, in order to re-use them for local small and medium sized enterprises. For the rural part it focuses on tourism in a rural environment and on measures to raise quality of life in the area, in order to prevent its depopulation.
  • [05] Structural Funds : Commission approves a euro 117.4 million support programme for the province of West-Vlaanderen in Belgium The European Commission has approved the regional development programme for the areas designated as "Kustgebied-Westhoek" in the province of West- Vlaanderen in Belgium for the period 2000-2006. This programme amounts to more than euro 33 million in financial support from the European Union. The European funding will attract a further euro 70.6 million in investment from the Flemish public sector and euro 13.7 million from the private sector, which brings total spending on the program to euro 117.4 million. The aim of this program is a substantial decrease of unemployment (in particular of long-term unemployment) as well as the revitalization of the area as a place for private investments and for living and working.
  • [06] Fonds structurels : la Commission approuve l'octroi d'une aide de 240, 4 millions d'euros à la province du Limbourg (Belgique) La Commission européenne a approuvé un programme de développement en faveur de la province du Limbourg, en Belgique, pour la période 2000-2006. Ce programme prévoit une aide financière de l'Union européenne représentant 92, 7 millions d'euros. Le financement européen sera complété par des investissements d'un montant de 119 millions d'euros provenant du secteur public flamand et par un montant de 28,7 millions d'euros provenant du secteur privé, la dotation totale du programme atteignant ainsi 240,4 millions d'euros. L'objectif du programme est de favoriser le développement économique durable en ciblant les grands secteurs économiques locaux.
  • [07] European Food Authority : political agreement in Council European Commissioner for Health and Consumer Protection David Byrne today welcomed the political agreement in the Council of Ministers on the Commission proposal setting up the European Food Authority (EFA) and laying down general principles of EU food law. The proposal is the cornerstone of the EU food safety strategy. The Council supports the Commission's integrated approach to safety along the entire food chain and a broad remit for the activities of the Authority. The core task of the European Food Authority will be to provide independent scientific advice and support, and to set up a network for close cooperation with similar bodies in Member States. It will assess risks related to the food chain and give the general public information about food risks. The draft regulation on which Ministers reached agreement incorporates about half of the amendments put forward by the European Parliament on June 12. It does not deal with the question of the location of the Authority. The Commission does not agree with the position adopted by the Council in relation to the composition of the Management Board. The legislation will now go to second reading in the Parliament before final adoption by Council.
  • [08] Modernising the Internal Market for industrial goods : Commission launches consultation of stakeholders In less than ten years, the European Union internal market has made a marked contribution to the growth of the European economy by better integrating the Member States' national markets within the European Union. Fast-changing markets and new products need innovative and flexible regulation. The European Commission has launched a 3-month consultation (to 15 September 2001) of business stakeholders in order to identify remaining obstacles to the free movement of goods in the EU, and to explore how best to adapt regulatory tools to innovation and technological change. The challenges of introducing the euro, the prospect of EU enlargement, the advance of the e-economy, fast changing markets and new technologies, together with the goal of making Europe world's most dynamic economy by 2010, make it necessary to assess the current regulatory situation in the EU. Indeed, the increased transparency that these challenges bring will not only highlight any remaining hindrances to the operation of the internal market but accentuate their detrimental effects. The survey will use the Interactive Policy Making Mechanism (IP/01/519). Participants are actively encouraged to complete the electronic version of the questionnaire. The Commission intends to present the results of the survey before the end of 2001 and, subsequently, an action plan for the year 2002 and beyond. This should give the internal market a further boost at a moment when it enters its second decade in 2003.
  • [09] Méningite au Tchad et au Burkina Faso : la Commission envoie 1.6 million d'euros d'aide humanitaire La Commission européenne a approuvé un montant de 1.6 million d'euros pour lutter contre l'épidémie de méningite au Tchad et au Burkina Faso. Gérée par l'Office d'aide humanitaire (ECHO), cette allocation permettra aux organisations partenaires sur le terrain de combattre les épidémies durant les six prochains mois et d'éviter la résurgence de nouveaux foyers. Au Tchad, Médecins Sans Frontières-Belgique organisent une campagne de vaccination de masse dans 11 districts ciblant plus de 2.300.000 personnes dont 1.354.000 sont couvertes par le financement d'ECHO. Au Burkina Faso, Pharmaciens sans Frontières mettent en œuvre une campagne de vaccination ciblant environ 1 million de personnes dans les districts les plus touchés. ECHO veillera à étendre ses actions à d'autres pays si l'épidémie gagne du terrain.
  • [10] Ouverture du portail EUR-Lex, un "guichet unique" pour le droit de l'UE Compte tenu du succès remporté par les services d'information juridique en ligne de l'UE déjà accessibles au public et dans un souci de plus grande transparence, les institutions européennes ont créé un accès unique aux actes juridiques de l'UE, un portail appelé EUR-Lex. Il s'agit de la première étape d'une initiative visant à regrouper l'ensemble des textes législatifs de l'UE et à rationaliser l'environnement dans lequel ils peuvent être consultés en ligne. Les services offerts sont gratuits pour la plupart.
  • [11] Franz Fischler : "Si les stocks s'effondrent, c'est toute la filière qui va à sa perte" Dans son intervention à la Conférence des régions périphériques maritimes d'Europe qui s'est tenue aujourd'hui à Bordeaux, Franz Fischler, membre de la Commission européenne en charge de l'Agriculture, du Développement rural et de la Pêche, a souligné l'importance de redéfinir la politique commune de la pêche (PCP). "Nous ne pouvons plus pratiquer la politique de l'autruche. L'érosion continue des stocks halieutiques compromet la subsistance des pêcheurs européens et, partant, de régions entières d'Europe. Nous avons une responsabilité. Si les stocks s'effondrent, c'est toute la filière qui va à sa perte. Sans poissons à pêcher, les revenus à tirer des mers deviendront vite insuffisants, ce qui signifie, à terme, la disparition des pêcheurs. Voilà pourquoi la Commission veut réviser la PCP. Loin, toutefois, d'arriver avec des idées toutes faites, sous la forme de nouvelles propositions, j'ai souhaité engager un dialogue." M. Fischler a assuré les représentants du secteur de la pêche qu'il comprenait pleinement leurs inquiétudes concernant cette activité qui "est [leur] gagne-pain et le point de départ de nombreuses activités connexes, telles que la transformation des produits, la fabrication des engins de pêche, la construction navale et la maintenance des navires". "C'est pourquoi, a-t-il poursuivi, nous voulons renforcer la dimension sociale et économique de la future PCP."
