[I] Résultats de la Commission de ce jour - Outcome of today's Commission meeting

  • [01] La Commission autorise sous conditions l'acquisition du contrôle en commun de Hidroeléctrica del Cantábrico par le groupe Villar Mir et par EnBW La Commission européenne a autorisé sous conditions l'acquisition du contrôle en commun de la compagnie d'électricité espagnole Hidroeléctrica del Cantábrico (Hidrocantábrico) par le groupe espagnol Villar Mir et par Energie Baden-Württemberg (EnBW), une société allemande contrôlée en commun par Electricité de France (EDF). Comme cela a été notifié initialement à la Commission, l'opération aurait conduit au renforcement de la position dominante collective qui existait déjà sur le marché de gros de l'électricité en Espagne. Pour éliminer ces problèmes de concurrence, EDF et l'opérateur du réseau d'électricité français, RTE, se sont engagés à augmenter substantiellement la capacité commerciale de l'interconnecteur qui relie la France et l'Espagne, de manière à atteindre environ 4000 MW, ce qui permettrait d'accroître les volumes d'échange d'électricité à destination et en provenance de l'Espagne et serait avantageux pour la clientèle espagnole.
  • [02] Amending letter n°1 to the preliminary draft budget 2002 The European Commission has adopted a letter of amendment to the 2002 preliminary draft budget. These amendments proposed by Budget Commissioner Michaele Schreyer concern : 1) the staff for the newly created European Data Protection Supervisor, 2) the development of the new Schengen Information System II. The total amount in expenditures of the amending letter is euro 1,793,000.
  • [03] L'ouverture du marché de l'électricité belge reste à parachever : la Commission décide de saisir la Cour de Justice La Commission européenne a décidé aujourd'hui de saisir la Cour de Justice européenne contre la Belgique pour transposition incomplète de la législation communautaire d'ouverture du marché de l'électricité. Le gestionnaire du réseau de transport d'électricité belge n'a en effet pas encore été désigné à ce jour.

  • [04] Romano Prodi will go to Washington on Thursday 27 September Romano Prodi, President of the European Commission, will go to Washington on Thursday 27 September 2001 with the President-in-office of the European Council, Belgian Prime Minister Guy Verhofstadt. They will meet President George W. Bush, Vice-President Dick Cheney and National Security Adviser Condoleezza Rice at the White House to convey and explain the outcome of the extraordinary European Council which met in Brussels on 21 September 2001, in accordance with the European Council's conclusions and action plan.
  • [05] Visite de Romano Prodi au Centre Islamique et Culturel de Bruxelles au parc du Cinquantenaire Le Président de la Commission européenne, Romano Prodi, se rendra le 27 septembre 2001 à 9 heures au Centre Islamique et Culturel de Bruxelles au parc du Cinquantenaire, au cœur du quartier européen. Il y prononcera un discours, dont voici un extrait : "Je viens devant vous - communauté musulmane de Bruxelles et Ambassadeurs des pays islamiques - en voisin, en frère. Nous sommes tous choqués par les tragiques événements du 11 septembre aux Etats-Unis. Je pars tout à l'heure à Washington apporter un message de solidarité européenne. Ici, le message est le même : nos valeurs humaines et universelles doivent être défendues contre les violences, les discriminations et les haines d'où qu'elles viennent. Ici à Bruxelles, à quelques pas de cette belle Mosquée, et dans une ville où coexistent dans la paix de nombreuses églises et synagogues, de nombreux temples et centres laïcs, nous construisons une Europe humaine et ouverte à toutes les traditions et toutes les religions respectueuses de ces valeurs. Je condamne fermement tout amalgame entre l'Islam et les groupes responsables des odieuses attaques terroristes."
  • [06] Green light for innovative euro 43.7 million rural development programme in Northern Ireland (! embargo 1 pm !) The European Commission has approved the programme for the EU Initiative Leader+ in Northern Ireland. Commenting on the decision, Franz Fischler, Commissioner for Agriculture, Rural Development and Fisheries said : "This programme aims to pilot new ideas to help build a sustainable economy and environment in the rural areas of Northern Ireland. In the previous programming period, the Leader project has led to the maintenance or creation of some 1000 jobs in rural areas. I am confident that the new programme will be equally successful. During the period 2001- 2006, the total expenditure under the programme will be euro 43.7 million, including an EU contribution of euro 15.4 million and a contribution of euro 12.9 million from the private sector.
  • [07] WTO : "EU ready to walk the farm liberalisation walk", Franz Fischler says (! embargo 1 pm !) Speaking at the CEA Conference on European Agriculture in Belfast today, Franz Fischler, European Commissioner for Agriculture, Rural Development and Fisheries and EU Chief negotiator for agriculture in the WTO, made clear that the international community should not allow terrorism to disrupt international relations. "We are standing side by side with our American friends, and we remain determined to make the Doha WTO Ministerial a success." Mr Fischler also stressed the constructive position the EU is taking in the WTO farm trade liberalisation talks and the EU's preparedness to further open up its market for farm products. Mr Fischler however voiced concerns about the stance some trading partners are taking. "The EU has put forward a constructive and well-balanced negotiation position which shows that we do not only talk the talk, we are ready to walk the walk. But many of our partners have remained camped on their extreme positions. Time is running short. We have only six weeks before the Ministerial meeting in Qatar. The time has come to get seriously down to business."
  • [08] L'OMC et l'agriculture : l'UE souhaite que l'OMC traite la question de l'usurpation des appellations des produits alimentaires de qualité Lors de la troisième session extraordinaire du Comité de l'OMC sur l'agriculture, qui s'est tenue cette semaine à Genève, l'Union européenne a soumis deux propositions, l'une concernant la protection des indications géographiques, et l'autre les mesures relevant de la "boîte verte". Pour ce qui est des indications géographiques, l'UE insiste sur la nécessité de faciliter l'accès au marché pour les produits portant certaines appellations. "Nous ne pouvons pas laisser croire au consommateur qu'il achète un produit qui possède des qualités, des caractéristiques et une réputation particulières, associées à une origine géographique spécifique, tel que le jambon de Parme ou le champagne, alors qu'il s'agit en fait d'un produit d'une tout autre nature", a affirmé à Genève le négociateur européen, M. David Roberts. Un mécanisme adapté devrait donc permettre de protéger efficacement ces produits contre l'usurpation de noms et l'utilisation abusive des indications géographiques ou des appellations d'origine. Il devrait également permettre d'assurer la protection des consommateurs et le maintien d'une concurrence loyale. Le deuxième document communautaire présenté aujourd'hui souligne que les dispositions actuelles de la "boîte verte" ont contribué à mettre en œuvre des mesures de protection de l'environnement et à préserver la viabilité de zones rurales. Selon l'UE, de nouvelles mesures relevant de la "boîte verte" devraient aussi porter sur des sujets tels que le bien-être des animaux, sans pour autant provoquer de distorsions dans les échanges.
  • [09] Margot Wallström welcomes outcome of UN-ECE Ministerial on sustainable development European Environment Commissioner Margot Wallström has welcomed the outcome of the UN-ECE Ministerial Meeting that ended in Geneva yesterday. "I am happy that all countries in Europe and North America have agreed on a platform for the World Summit on Sustainable Development next year that is forward-looking and action-oriented. This gives us a good basis to continue the preparations for a Summit that will yield results", she said.
  • [10] Commission holds public consultation on biotechnology and life sciences On 27-28 September 2001, the European Commission will host a stakeholder conference on life sciences and biotechnology to encourage a broad and constructive public debate on biotechnology in Europe. The Brussels stakeholder conference is a contribution to the public consultation launched on 4 September 2001 and should help the Commission prepare a policy initiative in this field by the end of 2001. The conference will gather 40 speakers and more than 400 participants for a structured dialogue on the basis of a Consultation Document prepared by the Commission. It will be an opportunity to take stock of the debate to date, the technological issues, Europe's competitive position, the regulatory framework and the societal implications. The aim is to examine forward-looking approaches to address these different issues. The focus will be distinctly European, but set in the appropriate global context. The Commission will be represented in the various workshops by Commissioners Philippe Busquin, David Byrne, Franz Fischler, Erkki Liikanen and Margot Wallström. At the opening of the conference President Romano Prodi said : "Biotechnologies and life sciences will be major factors in driving technological and economical progress in the 21st century, which is why Europe needs a sound strategy to harness this new potential and to tackle the challenges associated with ethical preoccupations. It would, however, be a mistake and contrary to my views on good political governance to develop such a strategy above the heads of the citizen. The Commission is therefore organising this major conference to give interested parties a fair chance to have their say and to exchange views. It is of strategic and long-term importance that Europe master the new frontier technologies, in particular the life sciences and biotechnology, and use them for the benefit of society."
  • [11] Campagne e-business des Euro Info Centres : pour que le commerce électronique soit l'affaire des PME La campagne e-business des Euro Info Centres vient d'être lancée. Mise en oeuvre dans le cadre de l'initiative Go-Digital ("Aider les PME à passer au numérique"), cette campagne vise à apporter informations et conseils pratiques aux PME désireuses d'adopter le commerce électronique ou qui en méconnaissent encore le potentiel et les mécanismes. Elle se déroule dans 18 pays : Autriche, Belgique, Danemark, Finlande, France, Allemagne, Grèce, Islande, Italie, Luxembourg, Pays-Bas, Norvège, Pologne, Portugal, Slovénie, Espagne, Suède et Royaume-Uni.
