    La Commission européenne a donné son feu vert à l'achat par la chaîne française de télévision TF1 des parts détenues par France Télévision et France Télécom dans le capital du bouquet numérique de chaînes de télévision par satellite Télévision Par Satellite (TPS). Cette opération n'entraînera pas la création ou le renforcement d'une position dominante sur les marchés concernés (télévision à péage, commercialisation de chaînes thématiques, acquisition de droits de diffusion) ni de risque de coordination anticoncurrentielle. Elle ne soulève donc pas de problème de concurrence.

    [02] Commission approves acquisition of Enron's Wind Turbine Business by a General Electric subsidiary

    The European Commission has cleared an operation by which GE Power Systems (GEPS), a wholly-owned subsidiary of the General Electric Company (GE), acquires Enron's Wind Turbine Business. The Commission has concluded that the acquisition, which concerns wind turbines used for power generation, does not raise any competition concerns in Europe.

    [03] Commission clears acquisition of lighting products firm Massive by CVC

    The European Commission has granted clearance under the Merger Regulation to the acquisition of full control of the Dutch lighting products company Massive International N.V. by Belgian investment company CVC Capital Partners Belgium. (The operation was examined under the simplified merger review procedure)

    [04] Des règles plus claires pour l'étiquetage du vin

    La Commission européenne a adopté de nouvelles règles d'étiquetage du vin. Celles-ci établissent les informations qui devront figurer sur les étiquettes à compter du 1er janvier 2003, à savoir notamment le titre alcoométrique, le numéro de lot et le nom de l'embouteilleur. De plus, l'utilisation de certaines indications facultatives, telles que les méthodes de production, les mentions traditionnelles, les noms de vignobles ou l'année de récolte, est désormais réglementée. Cette décision prévoit également des dispositions pour la protection des mentions traditionnelles utilisées pour décrire le vin, notamment en ce qui concerne la langue dans laquelle les termes sont utilisés. L'utilisation du mot "vintage", par exemple, est exclusivement réservée aux vins de liqueur. Toutefois, il n'existe aucune restriction quant à son utilisation pour les vins tranquilles ordinaires. Les règles mises en place font la distinction entre les mentions traditionnelles répondant à un cahier des charges et les mentions traditionnelles permettant de relier un vin à telle ou telle indication géographique donnée. Des dispositions applicables aux vins des pays tiers commercialisés dans l'UE sont également prévues. La décision harmonise les pratiques disparates mises en œuvre dans l'ensemble de l'UE pour les différents types de vin. Désormais, une seule et même approche en matière d'étiquetage s'appliquera à tous les vins et produits vitivinicoles.

    [05] Quarterly note on the euro-denominated bond markets January/March 2002

    Yields on euro-denominated government bonds have followed an upward trend since mid-November 2001. The evolution in yields reflects a range of factors, including the prospect of a global economic recovery and an expected monetary tightening by the ECB. The euro yield curve flattened in Q1/2002, as the spread between 10- and 2-year yields narrowed from about 140 to 100 basis points. Total bond issuance in euro was significantly higher in Q1/2002 than in the three previous quarters, but was lower than the record issuance levels reached in Q1/2001. Central government issuance in euro reached a record high, in contrast to relatively subdued private sector issuance following the Enron accounting scandal.     [06] La Commission octroie 10 millions d'€ en faveur des victimes de la sécheresse au Tadjikistan

    La Commission européenne a adopté un Plan Global de 10 millions d'€ pour venir en aide aux victimes de la pire sécheresse qu'ait connue le Tadjikistan en 75 ans. Au cours des douze prochains mois, les fonds alloués via l'Office d'Aide Humanitaire de la Commission européenne (ECHO) permettront à près de 55.000 habitants, dont 15.000 enfants souffrant de malnutrition aggravée ou aiguë, de bénéficier d'une aide alimentaire de base. Des projets de sécurité alimentaire seront également menés en faveur de 27.000 foyers vulnérables situés en zones rurales. Environ 250.000 personnes bénéficieront d'un accès amélioré à l'eau potable. Afin de réduire le taux de mortalité dû aux épidémies de maladies infectieuses, l'ensemble de la population de 6,3 millions aura un accès amélioré à des soins de santé primaires.

    [07] Franz Fischler slams US for "flunking farm policy reform"

    Reacting to the agreement reached on the new Farm Bill by the US Senate and the House of Representatives negotiators, Franz Fischler, European Commissioner for Agriculture, Rural Development and Fisheries, warned that the multi-billion dollar proposed legislation is an unfortunate development for farmers in the US and throughout the world. "This risks calling into question the reform promises of Doha. At a time when all developed countries have accepted the direction of farm support away from trade and production distorting measures, the US is doing an about turn and heading in the opposite direction", he said. Commission experts consider it likely that US WTO ceilings for production-distorting expenditure will be breached. "I am astonished by claims made in the US Congress that much of these price-linked subsidies would not be counted against US commitments. The US will have to respect WTO rules", Mr Fischler warned. He said that he was especially concerned by the negative message this proposed Farm Bill passes to developing countries. The new Farm Bill presented an opportunity for the US to set policy on a rational and sustainable footing. "The US has clearly flunked the test", said Franz Fischler.

    [08] Brussels Economic Forum opens today with a public debate on economic outlook and policies

    Pedro Solbes, European Commissioner for economic and monetary affairs opens today the third Brussels Economic Forum with a speech on the functioning and future of economic policy co-ordination in the Union. The Forum has since its launch in May 1999 developed into one of the most important European meeting places for leading academics and policy makers in the economic field in Europe. This year it will start with a public debate of the Commission's spring economic forecasts and the Broad Economic Policy Guidelines. Tomorrow two special topics will be covered : equity markets and enlargement. The Forum is open to the press.
