  • [01] Solidarity Fund : Council and Parliament back Commission plans to grant €728 million to German, Austrian, Czech and French regions hit by floods

    The European Parliament and Council of Ministers today endorsed European Commission proposals to grant €728 million to help alleviate damage caused by this summer's heavy floods. This first-ever use of the newly created European Union Solidarity Fund will, once formally adopted, free up €444 million for Germany, €134 million for Austria, €129 million for the Czech Republic and €21 million for France. The Solidarity Fund was set up in the space of just three months to allow for rapid financial assistance in the event of a major disaster. It can be used, among other things, to restore vital infrastructure and clean up affected regions. Today's provisional agreement by the Council and Parliament, in their role as Budgetary Authority, should allow the Commission to begin payments before the end of the year.

    [02] Libérer le potentiel d'achats transfrontaliers dans l'UE : la Commission publie les résultats d'enquêtes

    La Commission européenne a publié aujourd'hui deux enquêtes importantes sur les achats transfrontaliers dans l'UE. Les enquêtes, qui examinent les expériences des consommateurs et des entreprises en matière d'achats transfrontaliers, et leurs attitudes face à ce phénomène, s'inscrivent dans le contexte du Livre vert de la Commission sur la protection des consommateurs et la communication de suivi (voir IP/02/842). Elles révèlent que 13% seulement des consommateurs ont effectué un achat transfrontalier au cours des 12 derniers mois et que la plupart de ces achats ont été faits à l'occasion d'excursions planifiées spécialement dans le but de faire des achats, lors des vacances ou de voyages d'affaires. 45% des entreprises ont déclaré que l'harmonisation augmenterait leurs ventes transfrontalières.

    [03] Food without fear : amended food labelling Directive allows consumers to discover details on allergens

    The European Commission's proposal for an amendment to the food labelling Directive was endorsed today by a common position in Council. The amendment will ensure that consumers are informed of the complete contents of foodstuffs and enable consumers with allergies to identify any allergenic ingredients that may be present. In particular, it abolishes the "25% rule" which currently means that it is not obligatory to label components of compound ingredients that make up less than 25% of the final food product. A list of ingredients liable to cause allergies or intolerance is being established as part of the draft law. The new rules will also extend to alcoholic beverages if they contain an ingredient on the allergen list for example sulphite in wines.

    [04] Le soutien en faveur de l'adhésion dans les pays candidats se renforce ; très forte majorité pour l'adhésion dans la partie Nord de Chypre

    Près de neuf Chypriotes turcs sur dix sont convaincus que l'adhésion à l'Union européenne serait une "bonne chose" et iraient voter "oui" lors d'un référendum, d'après un sondage commandé par la Commission européenne et réalisé dans la partie Nord de Chypre en septembre 2002. De manière générale, dans les pays candidats, le soutien à l'adhésion à l'UE progresse : 61% des personnes interrogées y sont favorables, soit 2 points de plus que l'an dernier. Dans les dix pays candidats devant adhérer en 2004, c'est surtout la chute de 20 points en un an de l'opposition à l'adhésion qui constitue le fait marquant. L'Eurobaromètre "pays candidats" a été réalisé entre le 2 septembre et le 16 octobre dans les 13 pays candidats à l'adhésion.

    [05] Commission awards Lorenzo Natali Prize for journalism on development and human rights

    Poul Nielson, the European Commissioner for Development and Humanitarian Aid, today awarded the Lorenzo Natali Prize for Journalism 2002 to Raymond Archer (Ghana), Asha Krishnakumar (India), Henrik Brun and Ulrikke Moustgaard (Denmark), Julio César Benegas Vidallet (Paraguay), Mário Magalhães (Brazil) and Maher Chmaytelli (Lebanon). The special gold medal award went to Raymond Archer. Congratulating the winners, Poul Nielson stated : "The Commission's commitment to this Prize is a clear demonstration of the value we attach to freedom of expression and the belief that democracy and respect for human rights are of the highest importance. I congratulate you on your work and this achievement."

    [06] La Commission soutient les efforts d'intégration des marchés de l'énergie dans les Balkans

    Loyola de Palacio, vice-présidente de la Commission européenne en charge des Transports et de l'Energie, a souligné l'importance de la mise en place d'un marché régional de l'électricité en Europe du Sud-est. "Cet accord est emblématique de l'un des objectifs centraux du processus de stabilisation et d'association : le développement de relations plus étroites entre les pays membres et le rapprochement avec les pays de l'Union européenne et les pays candidats", a-t-elle déclaré aujourd'hui à Athènes, à l'occasion de la conférence ministérielle qui a permis la signature du Mémorandum d'entente sur la constitution d'un marché électrique régional et son intégration dans le marché de l'énergie européen. "La Commission apportera son plein soutien pour faire de ce processus un succès, comme première étape de la marche vers une coopération accrue qui permettra d'assurer la paix et la stabilité dans cette région de l'Europe.", a-t-elle ajouté.

    [07] Morocco : Commission approves €122 million for National Financing Plan

    The European Commission is providing €122 million in its National Financing Plan for 2002 to support Morocco. Four programmes are planned focusing on the country's needs in development of vocational training, modernisation of the Moroccan private sector, the employment situation of rural women and the adaptation of the Moroccan economy to the provisions of the Association Agreement.

    [08] EU and the Republic of Guinea extend fisheries agreement by a year

    The EU and the Republic of Guinea have agreed to extend the current protocol to their Fisheries Agreement for another year, from 1 January 2003 to 31 December 2003. This protocol was initially signed for a period of two years from 1 January 2000 to 31 December 2001. It was extended by a year to 31 December 2002 to allow for the collection of data on the state of fish stocks in Guinea's waters before renegotiating a new Protocol. However, as this process has not been completed yet, the two parties agreed to a further one-year extension. The conditions and the financial compensation will remain the same as they are now. EU vessels fishing under this Agreement come from France, Spain, Portugal, Italy and Greece. They target shrimp, fish/cephalopods and tuna. Fishing possibilities include 1,500 GRT (Gross Registered Tonnes) for shrimp and 2,500 GRT for fish/cephalopods. Tuna fishing possibilities are provided for 68 vessels (38 tuna seiners, 14 pole and line vessels and 16 surface longliners). The EU financial compensation amounts to €2,960,000 per year. Almost half (€1,360,000) is allocated to targeted measures aiming to promote scientific research, monitoring and control, support for small-scale fisheries, training facilities and support for participation by Guinea in Regional Fisheries Organisations. In addition, the EU grants Guinea a €370,000 per year premium to encourage its endeavour to reduce fishing effort in its waters.
