  • [01] Pensions : première évaluation par la Commission des stratégies nationales en matière de pensions adéquates et viables

    La Commission européene a adopté, pour la première fois, une analyse globale, au niveau de l'Union européenne, des régimes de pension nationaux et de leur capacité à faire face au défi du vieillissement démographique. Cette analyse des stratégies des Etats membres en matière de pension, qui se présente sous la forme d'un projet de rapport conjoint de la Commission et du Conseil, montre que tous les pays de l'UE ont, à des degrés divers, lancé des réformes visant à assurer à l'avenir des revenus adéquats aux personnes âgées sans mettre en péril l'équilibre des finances publiques ni obérer les générations futures. Toutefois, la Commission conclut que la plupart des Etats membres doivent encore consentir des efforts et effectuer d'autres réformes en vue de garantir des pensions adéquates et viables dans une société vieillissante. Dès qu'il aura été adopté conjointement par la Commission et le Conseil, ce projet de rapport sera transmis au sommet de printemps 2003 des chefs d'Etat et de gouvernement qui se tiendra à Salonique (Grèce). Etant donné que la génération du baby-boom atteindra l'âge de la retraite dans les dix à quinze prochaines années, vu les faibles taux de natalité de ces dernières décennies et les progrès incessants de l'espérance de vie, la proportion des personnes de plus de 65 ans par rapport aux personnes en âge de travailler doublera entre aujourd'hui et l'année 2050. Dans la plupart des Etats membres, on s'attend à ce que les dépenses de pension augmentent de manière significative à partir de 2015 environ, ce qui suscite des inquiétudes quant à la capacité des futures pensions à assurer des niveaux de vie corrects aux retraités, et concernant la viabilité financière des régimes de pension. En outre, les Etats membres devront s'assurer que leurs régimes de pension répondent aux nouveaux besoins de la société, tels que la participation accrue des femmes au marché du travail et la proportion croissante des travailleurs à temps partiel, des travailleurs indépendants et des travailleurs temporaires. Face à ces défis, tous les Etats membres ont approuvé, en 2001, onze objectifs communs de l'UE, destinés à garantir l'avenir de leurs régimes de pension et ont également accepté de coopérer conformément à la méthode ouverte de coordination.

    [02] La Commission inflige des amendes à huit entreprises ayant participé à des ententes dans le secteur des graphites spéciaux

    La Commission européenne a infligé à huit entreprises des amendes d'un montant cumulé de 60.6 millions d'€ pour avoir participé à deux ententes de fixation de prix sur le marché des graphites spéciaux, qui sont utilisés pour la fabrication d'instruments industriels destinés au secteur aérospatial, à l'électronique et à d'autres secteurs.

    [03] Commission fines Ajinomoto, Cheil and Daesang in food flavour enhancers (nucleotides) cartel

    The European Commission has fined Ajinomoto Co. Inc. of Japan and South Korean companies Cheil Jedang Corp. and Daesang Corp respectively €15.54 million, €2.74 million and €2.28 million each for participating in a price- fixing cartel in nucleotides, a substance used to enhance the flavour in foods. Takeda Chemical Industries Ltd, another Japanese firm, was also found to be part of the cartel, but it was granted full immunity from fines for revealing the existence of the illegal agreement to the Commission.

    La Commission européenne a imposé une amende d'un montant total de plus de €85 millions à huit entreprises italiennes pour avoir organisé, entre 1989 et 2000, un cartel dans le marché des ronds à béton, un produit utilisé dans la construction d'immeubles.

    [05] Commission clears joint control of regional gas wholesaler GVS by EnBW and ENI subject to conditions

    The European Commission has authorised, subject to conditions, the joint acquisition of German regional gas wholesaler Gas Versorgung Süddeutschland (GVS) by German electricity firm Energie Baden-Württemberg AG (EnBW) and Italian gas and petroleum firm ENI S.p.A. The operation, as initially notified to the Commission, would have strengthened GVS's dominant position on the wholesale gas market in Baden-Württemberg, in South-West Germany, namely by securing GVS's hold on EnBW's local distributors. In order to address these competition concerns, the parties undertook to grant early termination rights to all local gas distributors which entered into long term supply contracts with either GVS or EnBW's existing subsidiaries Neckarwerke Stuttgart AG (NWS) and EnBW Gas GmbH.

    [06] Commission adopts ambitious action plan to implement full accrual accounting by 2005

    The new Financial Regulation proposed by the Prodi Commission in 2000 and adopted unanimously by Council in June 2002 sets the new legal framework for sound financial management of the EU Budget. This new law requires the Commission to complete its shift to accrual accounting for its general accounts by 2005. The Commission began this phase of the modernisation of its accounting system in 2000 with a thorough independent analysis of our accounts' strengths and weaknesses. The Commission details the further measures which need to be implemented, to change the accounting framework and to modernise the information systems underpinning it. Given the complexities of such a move, implementing all measures up to 2005 is an ambitious target. The experience of the few national administrations which have made similar reforms, most notably the UK, the Netherlands and Sweden testifies to this. To manage this ambitious reform, the Commission has appointed Mr. Brian Gray, an official of grade A1 the highest in the house and Deputy Director-General for the Budget, as Accounting Officer of the institution. Mr Gray is a member of the Institute of Chartered Accountants of England and Wales and will take office on 1st January 2003.

    [07] Entrée en vigueur d'un nouveau système de gestion financière à partir du 1er janvier 2003

    La Commission européenne a adopté un train de mesures en faveur de la nouvelle structure de sa gestion financière. Ce train de mesures comprend les modalités d'exécution du règlement financier, applicables à compter du 1er janvier 2003, ainsi que des dispositions spécifiques en matière de recouvrements. Les conditions pour mettre fin au contrôle financier ex ante centralisé sont réunies et ces fonctions seront remplies par les services ordonnateurs dans la nouvelle année. Ainsi, la Commission a décidé de supprimer la direction générale du Contrôle financier. Son personnel, dont les qualités et l'expérience sont appréciables, sera réaffecté dans les services ordonnateurs.

    [08] Temps de travail des marins : la Commission poursuit une procédure d'infraction contre la France, le Luxembourg, la Belgique, l'Italie et le Portugal

    La Commission européenne a adressé des lettres d'avis motivé à la France, au Luxembourg, à la Belgique, à l'Italie et au Portugal pour défaut de transposition en droit national des règles européennes sur la durée du travail des gens de mer à bord des navires faisant escale dans les ports de l'Union européenne.

    [09] Commission takes Ireland to the Court of Justice and sends reasoned opinions to seven Member States for failing to bring into force European road safety rules

    The European Commission has decided to take Ireland to the Court of Justice for not transposing into national legislation European safety rules on transportable pressure equipment. The Commission has also decided to send reasoned opinion to Austria, Germany, Spain, Ireland, Luxembourg, Portugal and the United Kingdom for failing to bring into force European rules on the roadside roadworthiness inspection of heavy commercial vehicles.

    [10] Mutual assistance in tax matters : Commission refers UK to Court over Gibraltar

    The European Commission has decided to refer the United Kingdom to the Court of Justice due to the fact that the Directive on mutual assistance in the tax field is not applied in Gibraltar as far as VAT and excise duties are concerned. The United Kingdom has failed to comply with the formal request to amend its tax system which the Commission issued on 15 July 2002 (see IP/02/1052).

    [11] Fièvre aphteuse : la Commission propose une directive améliorée pour lutter contre les épidémies

    La Commission européenne a adopté aujourd'hui une législation modifiée et améliorée sur les mesures communautaires de lutte contre les épizooties de fièvre aphteuse (FA), maladie virale extrêmement contagieuse. Elle ne présente aucun danger pour l'homme, mais l'apparition de foyers dans le cheptel a de très lourde répercussions économiques, comme cela a été le cas dans l'UE en 2001. La directive modifiée décrit les procédures permettant de recouvrer le statut de "pays indemne de fièvre aphteuse sans vaccination", qui est important pour les échanges. Les actions de lutte sont complétées par des mesures visant à garantir un niveau élevé de préparation face à la maladie. La Commission se voit attribuer un rôle clé dans la gestion des épidémies, en partenariat avec les Etats membres.

    [12] FMD : David Byrne welcomes European Parliament recommendations

    David Byrne, European Commissioner for Health and Consumer Protection, welcomed the report on foot-and-mouth disease (FMD) that was voted on yesterday by the European Parliament. In response to the 2001 FMD crisis, the Parliament set up a temporary committee to assess EU policy, analyse the management and impact of the FMD crisis and make proposals for policy development.

    [13] Controlling the spread of animal diseases : Commission proposes eartagging for sheep and goats

    The European Commission has adopted a proposal for a Regulation on the identification and registration of sheep and goats, as part of its ongoing efforts to prevent the spread of animal diseases. Stopping animal disease epidemics requires quick action. To do this it must be possible to determine easily the place of origin of an animal as well as its movements throughout the EU. The proposed Regulation will reinforce current measures, specifically by introducing gradually in all Member States an identification system to mark each animal, making it possible to trace the individual movements of sheep and goats.

    [14] Commission clears acquisition of packaging material producers by UK private equity fund Bain Capital and Israel's Dor Chemicals

    The European Commission has approved the acquisition by Bain Capital Fund and Dor Chemicals of Trespaphan, Moplefan and Dor Film Australia, which will constitute a joint-venture active in the manufacture and supply of flexible packaging material for consumer goods.

    [15] November 2002 : Euro-zone annual inflation down to 2.2% ; EU15 stable at 2.1%

    Euro-zone annual inflation fell from 2.3% in October 2002 to 2.2% in November 2002, Eurostat reports today. A year earlier the rate was 2.1%. EU15 annual inflation remained stable at 2.1% between October and November 2002. A year earlier the rate was 1.8%. In November, the highest annual rates were recorded in Ireland (4.7%), Portugal (4.1%), Spain and Greece (both 3.9%) ; the lowest rates were observed in Germany (1.0%), Belgium (1.1%) and Sweden (1.4%).

    [16] Premières estimations pour 2002 : le revenu agricole réel par actif en baisse de 3,0% dans l'UE15

    Le revenu agricole réel par actif a diminué de 3,0% dans l'UE15 en 2002, selon les premières estimations publiées aujourd'hui par Eurostat. Dans la zone euro, la baisse du revenu agricole par actif a été de 2,9%. Ce fléchissement du niveau du revenu agricole réel par actif dans l'UE15 s'explique d'une part par la diminution du revenu agricole réel (-5,9%) et d'autre part, par la réduction continue du volume de la main-d'œuvre agricole (-2,9%). Le revenu agricole se situe au-dessous des niveaux de 2001 dans dix Etats membres. Les chutes les plus importantes ont été observées au Danemark (-26,3%), en Allemagne (-18,0%), en Irlande (-11,4%), en Belgique (-7,7%) et aux Pays-Bas (-7,5%). Le revenu agricole est plus élevé qu'en 2001 seulement en Finlande (+7,3%), en Grèce (+5,7%), au Royaume-Uni (+3,9%), en Espagne (+1,2%) et au Luxembourg (+1,0%).

    [17] Clearing and settlement : financial markets and public authorities welcome Commission approach

    The European Commission has published a summary of the 61 responses it has received to a consultation on clearing and settlement vital processes by which transactions in securities and derivatives are finalised. The consultation, launched in May 2002 (see IP/02/797), sought views on the need for EU level measures to ensure efficient cross-border clearing and settlement, which is essential to allow market participants to operate effectively in an integrated EU financial market. Respondents welcomed the consultation, the first on this subject by the Commission, and were supportive of the policy objectives it contained : removing barriers to the finalisation of individual cross-border transactions and removing any competitive distortions that prevent market forces from delivering a more efficient infrastructure for cross-border activity. The Commission will consider the responses, along with other public and private sector initiatives, and will subsequently come forward with a policy paper setting out the further steps it intends to take.     [18] Approbation de "Dublin II"

    A la veille du Conseil JAI du 19 décembre, un accord a été trouvé sur la base de propositions de compromis faites par la présidence danoise, pour que la proposition de règlement "Dublin II" (critères et mécanismes de détermination de l'Etat membre responsable de l'examen d'une demande d'asile présentée dans l'un des Etats membres par un ressortissant d'un pays tiers) soit adoptée dans les meilleurs délais. Le Conseil européen avait demandé, lors de sa réunion de Séville, que cette "brique" de l'édification du système d'asile européen commun soit adoptée avant la fin de l'année.

    [19] Anna Diamantopoulou welcomes agreement on asbestos

    European Commissioner for Employment and Social Affairs Anna Diamantopoulou yesterday welcomed the European Parliament's agreement in Strasbourg to new tougher asbestos protection for EU workers. The directive, just approved by the Parliament at second reading and set to be endorsed by the 15 EU governments around year end, sets much stricter rules protecting workers during demolition of buildings, repairs or maintenance where there is a risk of exposure to asbestos, a known carcinogen. Member States will have three years in order to convert the new EU directive into national law.

    [20] Pascal Lamy compte accueillir un symposium sur l'avenir du commerce des textiles après 2005

    L'année 2005 marquera un tournant essentiel dans les échanges mondiaux de produits textiles et de vêtements, puisque tous les contingents actuellement appliqués par les membres de l'OMC à ces produits seront abolis. Afin d'en examiner les effets et implications politiques de vaste portée, la Commission européenne compte réunir les principaux acteurs et décideurs du commerce mondial des textiles et des vêtements à l'occasion d'un symposium qui se déroulera à Bruxelles les 5 et 6 mai 2003. A l'annonce de cette manifestation, Pascal Lamy, commissaire européen chargé du commerce, a indiqué que "le commerce des produits textiles suscite des problèmes importants se situant au coeur du programme de Doha pour le développement : promotion du développement, commerce libre et équitable et ouverture des marchés à l'échelle mondiale. J'espère que cette rencontre des principaux protagonistes de ce domaine apportera une contribution utile à l'élaboration du modèle que nous souhaitons pour l'avenir de la politique commerciale mondiale appliquée aux produits textiles."

    [21] Commission appoints expert group to study consequences of enlargement

    Next year the European Union expects to sign a Treaty of Accession with ten future member countries. Its ratification will be accompanied by a wide public debate - which has already commenced - on the implications and challenges of the extension of the EU to 25 members. The European Commission considers that an independent high-level report on the consequences of enlargement should now be made, to inform and accompany the debate. Although a number of studies have been published in recent years, a comprehensive analysis, at the European level, is desirable to provide clear and authoritative answers to the many questions which are posed by the public. Mr Wim Kok, former Prime Minister of the Netherlands has agreed to chair the work of the Report. Mr Kok will be assisted by a group of eminent experts from present and future Member States and by the Robert Schuman Centre for Advanced Studies at the European University Institute, Florence. The report is expected by the end of March 2003.

    [22] On track for better rail transport in Europe : the EU Strategic Rail Research Agenda

    Today in Brussels the European Rail Research Advisory Council (ERRAC) presented a comprehensive Strategic Rail Research Agenda (SRRA), which identifies key scientific and technological priorities for both passenger and freight rail transport over the next 20 years. ERRAC was created one year ago in Cologne, initiated by European Research Commissioner Philippe Busquin. It is the first time that a long-term plan for rail research and technological development has been jointly devised and endorsed by all interested parties. The Strategic Agenda addresses challenges such as better service quality, intelligent mobility, enhanced productivity and interoperability. By 2020 the rail sector should be handling twice the present freight and passenger market share and three times the current freight and passenger volume.

    [23] Humanitarian crisis in Southern Africa : EU's response rises to €328.2 million

    In response to the continuing humanitarian crisis in Southern Africa, the European Union today announced that its contribution has risen to €328.2 million for the six most affected countries. €177 million of this amount is managed directly by the European Commission and is made up of food aid, humanitarian aid and emergency distribution of seeds and fertilisers. Food and humanitarian aid is already being delivered to countries in the region via partners such as the World Food Programme, Non-Governmental Organisations (NGOs) and beneficiary governments. It will continue to be targeted to the poorest and most vulnerable groups including HIV/AIDS victims as well as to internally and externally displaced persons including refugees.

    [24] Ratification of the Kyoto Protocol by Canada

    European Environment Commissioner Margot Wallström yesterday today welcomed Canada's ratification of the Kyoto Protocol to the United Nations Framework Convention on Climate Change. Under this Protocol, Canada will have to reduce its greenhouse gas emissions by 6% by 2008-2012 compared to 1990 levels. Ms Wallström stated : "I warmly welcome Canada's decision to ratify. I am aware that this decision has been taken after long and difficult discussions in Canada. But now Canada has joined the European Union in showing leadership in the fight against climate change. The Kyoto Protocol is the only international framework that allows the world community to join forces to fight climate change. I look forward to continue our cooperation with Canada on what is perhaps the biggest threat to global sustainable development." In the meantime, the Kyoto Protocol has been ratified by 97 countries. The EU and its Member States jointly ratified the Kyoto Protocol on 31 May 2002. The Protocol will enter into force once 55 countries representing 55% of the greenhouse gas emissions of industrialised countries have ratified. For the latter condition to be met, ratification by Russia is needed to allow the Protocol to enter into force, given that the United States has decided to withdraw from the Protocol. At the World Summit on Sustainable Development in Johannesburg last summer, Russia announced that it would ratify the Kyoto Protocol. The EU calls on Russia and the other Parties that have not yet ratified the Kyoto Protocol to do so as soon as possible.
