  • [01] Statement by Romano Prodi on the death of Lord Jenkins

    On 5 January, the President of the European Commission, Romano Prodi, issued the following statement : "Roy Jenkins was an outstanding British statesman and a great European. His life and work greatly enriched the politics of his country and continent. The European Commission, which Roy Jenkins served as President from 1977 to 1981, has particular reason to be grateful for his lifelong devotion to the European cause. He will be remembered with great esteem and affection in the Commission and throughout the European Union for his historic role in the birth of the euro and his consistent support for European ideas. I mourn his passing and express my deepest condolences to his widow, Dame Jennifer Jenkins, and to all his family."

    [02] Chris Patten condemns Tel Aviv attack

    European Commissioner for External Relations Chris Patten today condemned the suicide bombing in Tel Aviv which killed over 20 people and wounded over a 100 yesterday : "We condemn without reservation the appalling and wicked criminal act that caused so much loss of life in Israel over the weekend. Palestinian terrorists set back the cause of Palestinian statehood and democracy every time they commit one of these outrages. The violence will only end when both sides make a sincere commitment to the peace process set out and endorsed on so many occasions by most of the international community."

    [03] Etiquetage des viandes : des règles plus strictes en 2003

    Le 1er janvier 2003, une nouvelle directive modifiant l'actuelle réglementation communautaire en matière d'étiquetage est entrée en vigueur en vue de préciser la définition du terme "viande" utilisée pour l'étiquetage des produits à base de viande ; il convient toutefois de noter que l'ancien et le nouveau type d'étiquetage coexisteront jusqu'en juin 2003. Pour la plupart des consommateurs, le terme "viande" désigne le muscle. La nouvelle définition leur permettra de savoir s'ils consomment du muscle, de la matière grasse ou des abats. La directive s'applique aux produits contenant de la viande, à l'exclusion des viandes non transformées. Les produits concernés sont les saucisses, les pâtés, les viandes cuites, les plats cuisinés et les conserves de viande.

    [04] La Commission intervient pour garantir les droits des consommateurs européens en lançant des procédures d'infraction à l'encontre de huit Etats membres

    La Commission européenne a adressé un avis motivé aux gouvernements belge, britannique, espagnol, français, irlandais, luxembourgeois, néerlandais et portugais pour manquement apparent à l'obligation de transposer la directive sur les garanties des biens de consommation (1999/44/CE). Cette directive, adoptée en mai 1999 (voir IP/01/332), accorde un ensemble minimum de droits légaux aux consommateurs achetant des biens sur le territoire de l'Union européenne, dont celui de renvoyer les biens présentant des défauts, ou de demander leur réparation ou remplacement dans les deux ans qui suivent la livraison. Les Etats membres étaient tenus de transposer la directive avant le 1er janvier 2002. Les huit Etats membres concernés n'ont pas encore informé la Commission des mesures adoptées en droit national pour mettre en oeuvre la directive. L'envoi d'un "avis motivé" constitue la deuxième étape de la procédure d'infraction en vertu de l'article 226 du traité instituant la Communauté européenne. Si les Etats membres concernés ne peuvent garantir à la Commission que les droits des consommateurs prévus par la directive sont effectivement repris dans leur droit national, l'étape suivante de la procédure veut que la Commission intente des actions contre ces Etats membres devant la Cour de Justice européenne.

    [05] Internal market : Commission moves against 13 Member States for failure to implement EU legislation

    The European Commission has decided to pursue infringement procedures against 13 Member States for failure to implement in national law one or more of five different Internal Market Directives. The Commission will ask Belgium, Denmark, Greece, France, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Finland and the UK to implement quickly the necessary legislation in a total of 26 cases covering Directives on motor insurance, cultural goods, electronic commerce and the issuing of electronic money. These requests will take the form of reasoned opinions. Should a Member State which has received a reasoned opinion fail to give a satisfactory reply within two months, the Commission may refer the matter to the Court of Justice. In line with this, and after sending reasoned opinions in July 2002, the Commission will take Belgium, Germany, Spain, Luxembourg, the Netherlands, Austria and Portugal to the European Court of Justice for failure to implement the Directive on the legal protection of designs.
