    Le Président de la Commission européenne Romano Prodi et la vice-Présidente chargée des relations avec le Médiateur européen, Loyola de Palacio, ont félicité hier Nikiforos Diamandouros pour son élection au poste de Médiateur européen. Ils tiennent à l'assurer de la volonté de la Commission de maintenir des relations de coopération institutionnelle constructives et fructueuses. Ils sont persuadés que celle-ci permettra de continuer à améliorer la qualité du service offert au citoyen par la Commission.

    [02] La Commission propose des règles harmonisées pour renforcer la sécurité dans les tunnels routiers européens

    La Commission européenne a proposé ce jour une nouvelle directive visant à assurer un niveau uniformément élevé et constant de protection de tous les citoyens européens dans les tunnels du réseau routier transeuropéen. Les risques se sont accrus ces dernières années du fait d'un vieillissement des tunnels qui sont utilisés de manière de plus en plus intensive, et de récents exemples ont montré qu'en cas d'accident grave, les usagers étrangers encouraient davantage de risques à cause du manque d'harmonisation de l'information, des communication et de l'équipement de sécurité. La Commission propose des exigences minimales de sécurité harmonisées en matière d'infrastructure, d'exploitation, de règles de circulation et de signalisation qui amélioreront considérablement la protection des usagers de la route dans la plupart des tunnels, et garantiront la conformité de l'équipement de sécurité disponible dans les tunnels. "Trop de personnes qui auraient pu être sauvées ont trouvé la mort ces dernières années dans les accidents survenus dans des tunnels", a déclaré Loyola de Palacio, vice-présidente de la Commission, chargée de l'énergie et des transports, avant d'ajouter : "Il incombe à l'Union européenne de garantir un niveau élevé de sécurité dans les tunnels pour que ces derniers puissent tenir leur rôle décisif dans le fonctionnement et le développement de l'ensemble de l'économie européenne".

    [03] Commission clears De Beers' Supplier of Choice system, but objects to agreement with Alrosa

    Following an in-depth investigation, the European Commission has cleared the De Beers's Supplier of Choice system for the sale of rough diamonds, but it will remain watchful of its actual implementation to ensure that the market remains competitive. Separately, the Commission has sent a statement of objections to De Beers and Russian diamond producer Alrosa warning about its preliminary view that the agreement under which the latter commits itself to selling half of its production through De Beers is in breach of EU competition rules.

    [04] TVA : procédures d'infraction à l'encontre de la Belgique, la France et l'Espagne

    La Commission européenne a décidé de traduire la France et l'Espagne devant la Cour de Justice pour des dispositions particulières relatives à la déduction de la taxe sur la valeur ajoutée (TVA) en cas de perception des subventions ainsi que la Belgique pour l'application de la TVA sur le droit de suite. La Commission a également demandé à l'Espagne formellement de changer sa législation en ce qui concerne le régime qu'elle applique à la sortie des biens d'un entrepôt fiscal. La demande formelle est sous forme d'un avis motivé, la deuxième étape de la procédure d'infraction prévue par l'article 226 du traité CE. En l'absence d'une réaction satisfaisante à l'avis motivé endéans les deux mois, la Commission pourrait saisir la Cour de justice. La Commission estime que ces pratiques des trois Etats membres constituent des violations du système commun de TVA, établi par la sixième directive du Conseil du 17 mai 1977.

    [05] La Commission accueille favorablement le vote du Parlement sur la Directive cosmétiques

    La Commission européenne a accueilli favorablement le vote du Parlement européen en session plénière le 15 janvier, portant sur le 7ème amendement modifiant la Directive cosmétiques. Le 6 novembre 2002, les délégations du Parlement européen et du Conseil, réunies au sein du Comité de conciliation, étaient parvenues à un accord sur ce texte. Le Parlement l'a donc entériné et le Conseil fera de même dans quelques jours. La modification porte notamment sur la question des tests sur les animaux dans le secteur des cosmétiques avec l'objectif de concilier la réduction de la souffrance des animaux et le souci d'assurer la santé et la protection des consommateurs. Ainsi les ingrédients utilisés dans les produits cosmétiques ne pourront plus être testés sur les animaux, au fur et à mesure que des tests alternatifs seront validés au niveau européen et en tout état de cause au plus tard dans six ans. Pour ce qui concerne la commercialisation dans le marché européen, ce principe doit être aménagé pour prendre en compte le développement de la validation au niveau de l'OCDE. Afin de substituer progressivement des tests alternatifs aux tests sur les animaux, la modification adoptée impose une méthode de suivi (système de monitoring et de rapport annuel) ainsi que le principe de fixation d'un calendrier précis mais flexible pour la mise en œuvre de ces tests alternatifs, qui tiendra compte d'une validation scientifique. Pour ce qui concerne les tests plus complexes, comme ceux liés à la toxicité et carcinogéniticité, la période mentionnée auparavant est de dix ans.

    [06] December 2002 : monthly note on the euro-denominated bond markets

    The euro yield curve shifted downwards in December, reflecting the 50-basis point reduction in ECB interest rates rate and continuing uncertainty about economic developments in the coming months. In line with the usual seasonal pattern, total bond issuance declined in December, reaching only €86 billion compared to €117 billion in November. The composition of issuance in terms of issuer categories was characterised by a particularly low share of government bonds (only 27% of total issuance). Other notable characteristics of issuance were a shift from large to small issues, a shift from fixed coupons to floating rates and a higher share of non-rated issues.     [07] Price and cost competitiveness report (Q4/2002)

    Pursuing its appreciating trend over the fourth quarter, the nominal effective exchange rate of the euro appreciated by about 2½% during the fourth quarter of 2002. However, in December, it still stood about 4% below its inception-level. The appreciation of the euro exchange rate led to a deterioration of the cost competitiveness of euro area producers (against 12 industrialised countries) of about 1%. Consequently, cost competitiveness of the euro area producers deteriorated by 7% compared to one year ago but is still (9½%) above its long-term average. Therefore cost competitiveness is still in a good position from a historical perspective.     [08] Promotion of EU agricultural products outside the EU

    The European Commission has approved measures to provide information on and promote European agricultural products outside the EU. Member States have submitted 20 promotion and information programmes to the Commission to be examined. The six programmes that have been accepted are mostly targeted to Japan, South East Asia, the USA and the candidate countries. The products covered are wine, fruit and vegetables, bacon and milk products. The estimated expenditure for the six programmes is €14 million of which €7 million will be contributed by the EU.

    [09] La Commission prépare la participation de la Turquie aux programmes d'éducation, de formation et de jeunesse

    La Commission européenne et le gouvernement turc viennent de signer une série de conventions afin de préparer la participation de la Turquie aux programmes communautaires Socrates, Leonardo da Vinci et Jeunesse à partir de 2004. Ces conventions sont accompagnées d'un budget de 6 millions d'€, apportés à hauteur de 4,7 millions d'€ par l'Union européenne, la Turquie finançant le reste. A partir de l'année prochaine, quand l'accord nécessaire établissant les modalités de participation aura été conclu, des jeunes, des étudiants, des apprentis, des enseignants turcs pourront donc développer des projets ou passer des périodes d'étude ou d'enseignement dans l'UE et les autres pays parmi les 30 participants actuels, tandis que des universités, des centres de formation, des organisations de jeunesse turcs accueilleront des jeunes ou travailleront en partenariat avec des homologues européens.

    [10] ECHO adopts 2003 strategy : €442 million for disaster victims

    The European Union's Humanitarian Aid Office (ECHO) has adopted its 2003 strategy. With a budget of €442 million for the year, ECHO will project Europe's solidarity to the victims of humanitarian disasters in more than 50 countries and territories worldwide.

    [11] Chris Patten invites India to join in a reflection on how to strengthen EU-India partnership

    In the Ministerial Troika meeting to be held in Athens on Friday 17th January, the European Commissioner for External Affairs, Chris Patten, will discuss with an Indian delegation led by the Minister for External Affairs, Yashwant Sinha, how the relationship between the EU and India can be further strengthened. Speaking before the 3rd Indo-European Summit in Copenhagen in October 2002 Commissioner Patten set out his desire for the EU and India to create a powerful partnership of democracies. At the Ministerial Troika meeting, Mr Patten will emphasise the importance that the EU attaches to India as a partner, and will invite India to join with the EU in an informal dialogue on how to broaden and deepen the relationship.

    [12] Pascal Lamy welcomes regional integration in the Mediterranean region

    On 11 January in Amman (Jordan), Egypt, Jordan, Morocco and Tunisia concluded negotiations for a regional free trade agreement. This agreement is named "Agadir" after the name of the Moroccan city where the initiative was first launched on 8 May 2001. European Trade Commissioner Pascal Lamy said : "I wish to congratulate these countries for such an achievement which constitutes a major step forward in their economic integration and for the completion of the Euro-Mediterranean Free trade area. I hope that in the near future other countries from the southern bank of the Mediterranean will join and benefit from the dynamic launched by this ambitious agreement."

    [13] Foot-and-mouth disease in Botswana

    An outbreak of foot-and-mouth disease has been confirmed in Botswana (close to the border with Zimbabwe) on 7 January 2003. The Botswanan authorities have immediately suspended the export of de-boned meat of bovine, ovine and caprine species and farmed and wild game animals to the EU and started carrying out emergency vaccination in the surrounding area. The Standing Committee on the Food Chain and Animal Health agreed to temporarily suspend the importation into the EU of de-boned fresh meat of these species from the whole territory of Botswana. The importation of de-boned fresh meat from animals slaughtered before the date of initial infection (23 December 2002) remains authorised. The Commission will now adopt this proposal in the next few days and the situation will be re-evaluated within three months.

    [14] La Commission et les Etats membres procèdent à l'étalonnage des performances des politiques de recherche nationales

    La Commission européenne et la présidence grecque présenteront les premiers résultats complets d'un exercice d'étalonnage des performances des politiques de recherche et développement (R&D) au cours d'une conférence de deux jours qui doit débuter demain à Athènes. Cette analyse, qui contribue à la création de l'Espace européen de la recherche, évalue les ressources humaines consacrées à la RDT, l'investissement public et privé dans la recherche, l'impact de la recherche sur la compétitivité et l'emploi, la productivité scientifique et technologique et les moyens de promouvoir une culture de RDT et la compréhension des sciences par le public. Les participants présenteront des études de cas portant par exemple sur des groupements de recherche qui fonctionnent bien en Finlande et sur des politiques de R&D efficaces en Autriche.

    [15] Industrial policy in an enlarged Europe : Commission to widen public debate at Brussels conference

    The industrial policy challenges and opportunities that Europe must take up now if it is to deliver on European citizens' rising environmental, employment and social expectations will be explored at a conference on Industrial Policy in an enlarged Europe, to be held in Brussels on 21 January 2003. European Commission President Romano Prodi and EU Competitiveness Council President Akis Tsohatzopoulos will open the discussion, starting with the premise that industry matters, and its health and economic sustainability depend on ensuring that industry-wide policy is well-adjusted to sector-specific needs. Contributors to the ensuing debate will include Enterprise Commissioner Erkki Liikanen, UNICE President Baron Georges Jacobs, UK Secretary of State for Trade and Industry Patricia Hewitt, German Labour and Economics Minister Wolgang Clement and prominent delegates from industry. There will be time for frank and open exchanges between contributors and the audience.

    [16] Commission holds seminar on Entrepreneurship and Small and Medium- Sized Enterprises

    How do we ensure that there will be more entrepreneurs in Europe in the future ? How can we get more European firms to grow ? Are Member States, the candidate countries and the European Commission living up to their commitment to support small and medium-sized enterprises ? What is being done to create a small business friendly environment in the EU ? All these questions will be on the agenda at a seminar organised by the Commission on Entrepreneurship and SMEs to be held in Brussels on 22 January 2003. During this seminar, Enterprise Commissioner Erkki Liikanen will present to key stakeholders (business representatives, the media, academic experts and policy-makers) the Green Paper Entrepreneurship in Europe and a package of documents outlining EU policy towards SMEs. These documents are scheduled to be adopted by the Commission on 21 January 2003.
