  • [01] Romano Prodi promises support for Argentinean reform efforts

    The President of the European Commission, Romano Prodi, today received the Foreign Minister of the Argentine Republic, H.E. Carlos Ruckauf. The meeting comprised an exchange of views on the main political, economic and social issues in the country.

    [02] D'après un rapport de l'UE, les femmes seraient gravement sous- représentées et sous-utilisées dans la recherche industrielle

    A peine 50.000 des 500.000 chercheurs qui travaillent dans l'industrie en Europe sont des femmes, d'après des études récentes. La moyenne est de 15% dans les dix pays où ont dispose de données différenciées par sexe. Cependant, ce chiffre descend jusqu'à 9,6% en Allemagne et à 9% en Autriche. Or, en 2000, les femmes représentaient 55% de tous les diplômés de l'enseignement supérieur dans l'UE. Un groupe d'experts parrainé par l'UE a présenté aujourd'hui à Bruxelles un rapport au commissaire européen chargé de la recherche, Philippe Busquin, afin d'analyser la situation et d'améliorer largement celle-ci d'ici à 2010. Il est urgent d'agir pour faire évoluer une culture obsolète de recrutement et d'évolution de carrière dans le secteur de la recherche, de manière à corriger ce déséquilibre. Le rapport invite le secteur privé à agir et souligne la nécessité que les gouvernements, les universités et les autres parties prenantes améliorent l'accès des femmes aux formations et aux carrières scientifiques.

    [03] Commission holds first conference on the role of women in the fisheries sector

    Ways to enhance the role of women in the fisheries sector under the newly reformed Common Fisheries Policy (CFP) will be discussed at a two-day conference (23-24 January) in Brussels. Launching this conference, European Commissioner Franz Fischler, responsible for Agriculture, Fisheries and Rural Development, said : "Your role remains little known, let alone understood. This despite the fact that women account for 22% of all employment in the fishing industry and that their formal and informal involvement at family and fishing enterprise level is high given the frequent absence of fishermen at sea. We need to know more so that ways can be explored to enhance and facilitate your role with a view to strengthening both this sector and the coastal communities concerned. I hope that the dialogue that we are starting today will continue and develop into greater involvement by you in fisheries management." This conference, attended by women from the fisheries sector of all the Member States, will discuss the results of a study carried out for the Commission focusing on the role of women in EU fisheries. Participants will also been given information on the EU financial support available under various EU programmes of relevance to them.

    [04] Airbus universitaire : Vivivane Reding soutient l'initiative franco- allemande

    La Commissaire européenne à l'Education et à la Culture, Viviane Reding, apporte son soutien à l'initiative, annoncée le 22 janvier par Jacques Chirac et Gerhard Schroeder, de proposer à leurs partenaires européens la création de consortium Airbus universitaire. Elle a déclaré : "Cette initiative s'inscrit dans la stratégie de l'Union européenne visant à créant des pôles d'excellence universitaire en faisant travailler étroitement ensemble les universités de plusieurs pays d'Europe pour mettre en place des offres internationales d'étude supérieures. Dans ce but, la Commission a proposé la mise en place, à partir de l'année prochaine, du programme d'Erasmus World, qui soutiendra des Masters de dimension européenne accueillant des étudiants et professeurs européens et du reste du monde. L'initiative Airbus universitaire est complémentaire d'Erasmus World. Elle est ouverte à tous les Etats membres et, tout comme Erasmus World, devrait permettre une augmentation de la mobilité des étudiants et professeurs et une moindre fuite des cerveaux de l'Europe vers les Etats- Unis. Erasmus World et d'autres initiatives comme les Airbus universitaires sont des contributions importantes pour améliorer la performance de l'UE dans l'économie de la connaissance."

    [05] Taxation des voitures : procédures d'infraction contre la Grèce et le Danemark

    La Commission européenne a décidé de saisir la Cour de Justice concernant les pratiques fiscales de la Grèce dans le cas des importations définitives de voitures lors du transfert de la résidence normale. La Commission a également décidé d'adresser une demande formelle au Danemark d'accorder l'exemption de la taxe dite "d'immatriculation" aux voitures des personnes qui transfèrent leur résidence définitive vers ce pays. La Commission estime que ces pratiques ne sont pas compatibles avec la directive 83/183/CEE qui prévoit une franchise des taxes sur le chiffre d'affaires, des accises et autres taxes à la consommation normalement exigibles à l'importation définitive, par un particulier, de biens personnels en provenance d'un autre Etat membre.

    [06] Customs : Commission proposes to negotiate EU/US cooperation arrangements for transport security

    The European Commission has proposed to the EU's Council of Ministers a mandate to negotiate with the United States on behalf of the EU the establishment of mutually acceptable customs controls of goods, particularly of goods transported in containers, so as to address the threat of terrorist attacks. The proposal complements US initiatives launched after the attacks of 11th September 2001 and its aim is to cooperate with the US to integrate security checks in normal customs controls before goods leave a country. The Commission fully shares the concerns of the United States about improving security and considers that the most effective means to meet these concerns is by cooperation at the EU level with the US. This EU-level approach also avoids differential treatment of Member States and trade diversion within the EU. Another objective of the negotiations would be to ensure that legitimate transatlantic trade is not hindered by the increased security arrangements and that controls standards are equalised for US and EU operators. Negotiations with EU Member States on the mandate will begin at the latest in early February.

    [07] Commission in favour of donor conference to support UN plan on Cyprus

    Addressing the Committee for External Relations of the European Parliament, the European Commissioner for Enlargement Günter Verheugen, with the full backing of Commission President Prodi, today expressed the Commission's readiness to organise an international donor conference to provide financial support in the context of a comprehensive settlement of the Cyprus question. The deadline for reaching such a settlement set by the United Nations and supported by the European Union is 28 February. The Commission has considerable experience in the mobilisation of international financial support for persons affected by political changes in countries which had experienced long standing conflict.

    [08] 100% testing requirement for imports of shrimps from Thailand lifted

    Since March 2002, all consignments of shrimps and poultry from Thailand had to be tested for the presence of residues since the presence of nitrofurans had been detected in imported products from this country (see IP/02/436). The action plan put in place by the Thai authorities to address the deficiencies and the results of the checks carried out by Member states have shown a major improvement in the situation. The authorities of Thailand have also guaranteed that all consignments of shrimps are submitted to a systematic pre-shipment check to control the presence of nitrofurans and other residues since 21 September 2002. The control system set up by the Thai authorities has also been monitored by the European Commission Delegation in Thailand. Therefore, the Standing Committee on the Food Chain and Animal Health supported a Commission proposal to revoke the systematic checks in the Member states for consignments certified after this date. However, the Commission will continue to monitor the situation closely to ensure that there is no deterioration in the situation. The requirement to test all consignments of poultry entering the EU also remains in place.

    [09] "Citoyens invisibles" : Anna Diamantopoulou assistera au lancement de l'Année européenne des personnes handicapées 2003

    Anna Diamantopoulou, la commissaire européenne chargée de l'Emploi et des Affaires sociales, prendra la parole le dimanche 26 janvier à l'occasion du lancement de l'Année européenne pour les personnes handicapées 2003, à Athènes. Cette manifestation, qui est organisée conjointement par la présidence grecque et la Commission, permettra d'attirer l'attention sur l'Année et les progrès durables qu'elle doit apporter, à son terme, aux 37 millions de personnes handicapées qui vivent dans l'UE. L'Année constitue l'action politique la plus ambitieuse qui ait jamais été mise en place en Europe en faveur de l'égalité des droits pour les personnes handicapées.
