  • [01] Telecommunications : European Regulators' Group met to prepare for new EU Telecoms legislation

    The European Regulators Group (ERG) held its second meeting on 23 January 2003 in Amsterdam. The Chairman in particular welcomed representatives from the Candidate Countries entering the EU in 2004, who were present for the first time. The ERG, set up by the new regulatory framework for electronic communications network and services, constitutes the interface between National Regulatory Authorities and the European Commission in this field. It will contribute to the development of the internal market and the consistent application of the new regulatory framework for electronic communications networks and services in all Member States.

    [02] Commission clears take-over of Ingersoll-Rand's Torrington unit by roller bearings maker Timken

    The European Commission has approved under the Merger Regulation the proposed acquisition of US maker of anti-friction bearings Torrington Engineered Solutions by Timken Co., also based in the United States. The Commission's market investigation found that the two companies occupy different market segments and are not direct competitors for most bearing types. The merged company will continue to face strong competition from larger manufacturers, such as INA-FAG of Germany, SKF of Sweden and from Japanese companies Koyo Seiko, NTN and NSK.

    [03] Commission clears acquisition of the electrical division of Britain's Delta by Eaton Corp

    The European Commission has cleared the proposed acquisition of the electrical division of UK firm Delta Plc by US company Eaton Corporation. The acquisition will not bring any significant changes to the competitive structure of the markets involved.

    [04] Commission clears ENI's acquisition of Norway's Fortum Petroleum

    The European Commission has approved the proposed acquisition of Norwegian oil company Fortum Petroleum by Italy's energy company ENI. The acquisition will not significantly alter the current competitive situation in the Italian market or in southern Germany, where ENI is present through GVS.

    [05] La Commission poursuit des procédures d'infraction contre huit Etats membres pour non-respect de la directive relative à l'évaluation des incidences sur l'environnement

    La Commission européenne agit pour protéger l'environnement en Europe en poursuivant des procédures d'infraction contre le Luxembourg, le Royaume- Uni, l'Autriche, l'Italie, l'Espagne, la Finlande, l'Allemagne et la Grèce. La Commission est préoccupée par le non-respect par ces Etats membres d'une législation de l'UE qui impose la réalisation d'une évaluation des incidences sur l'environnement (EIE) pour certains projets publics et privés. Une action est engagée contre le Luxembourg pour manquement à l'obligation de se conformer à un arrêt de la Cour de justice européenne. Le Luxembourg va recevoir une lettre de mise en demeure (premier avertissement par écrit) en vertu de l'article 228 du traité CE pour ne pas avoir correctement mis en œuvre une modification de 1997 de la directive EIE. Le Royaume-Uni est cité devant la Cour de justice pour ne pas avoir effectué une EIE sur un projet d'aménagement envisagé au Crystal Palace de Londres. La Cour est saisie à l'encontre de l'Autriche qui n'a pas conformé sa législation relative à l'évaluation de projets de remembrement rural à la directive dans certains Länder (provinces). L'Italie est citée devant la Cour dans une affaire concernant le port de Fossacesia, et va recevoir des avis motivés (avertissements écrits finaux) dans deux autres affaires. L'Espagne va recevoir un avis motivé dans trois affaires connexes pour ne pas avoir soumis des projets de développement urbain à une EIE. Le Royaume- Uni, la Finlande, l'Allemagne et la Grèce vont recevoir des avis motivés pour mise en œuvre insuffisante de la directive. Les avis motivés représentent la deuxième étape des procédures d'infraction formelles en vertu de l'article 226 du traité CE. En l'absence d'une réponse satisfaisante dans un délai de deux mois à compter de la réception de l'avertissement écrit final, la Commission peut saisir la Cour de justice.

    [06] Space research : joint workshop to promote EU-Russia cooperation

    A two-day workshop jointly organised by the European Commission, the Russian Aviation and Space Agency Rosaviakosmos and the European Space Agency (ESA) started yesterday in Moscow at the premises of Rosaviakosmos. The event brings together 250 Russian and European VIP participants with the objective of identifying concrete opportunities for the participation of Russian organisations in EU research projects in the fields of satellite navigation (GNSS/GALILEO), global monitoring of the environment and security (GMES), satellite communications, space related life and physical sciences, as well as human and robotic exploration.

    [07] Commission hosts conference on Environmental Governance and Civil Society in Brussels (27-28/01)

    On 27 and 28 January, the European Commission is hosting a conference on environmental governance and civil society in Brussels. The quality, relevance and effectiveness of European environmental policies depends on ensuring wide participation and including civil society throughout the policy chain, from conception to implementation. This conference is part of the Commission's continued efforts to promote good environmental governance in an enlarged Europe. Environment Commissioner Margot Wallström will address participants at the opening of the conference. Keeynote speakers include several former Environment Ministers : Magda Aelvoet from Belgium, Corinne Lepage from France and Bedrich Moldan from the Czech Republic. This conference has been prepared in close co-operation with the environmental NGOs from the so-called "Green Eight" : European Environmental Bureau, Greenpeace, World Wildlife Fund, Friends of the Earth, Birdlife International, International Friends of Nature, Transport & Environment and Climate Network Europe.

    [08] Création d'un groupe consultatif européen de haut niveau sur la construction navale dans le cadre de l'initiative "LeaderSHIP 2015"

    M. Erkki Liikanen, membre de la Commission européenne chargé des entreprises et de la société de l'information, a invité les principales parties prenantes de la construction navale de l'UE à participer au groupe consultatif de haut niveau qui doit être créé pour la mise en œuvre de l'initiative "LeaderSHIP 2015", lancée par l'industrie navale de l'UE. Ce groupe, qui se réunira pour la première fois le 28 janvier 2003, comprendra des commissaires, des dirigeants d'entreprises, des membres du Parlement européen et un représentant syndical. L'industrie de la construction navale de l'UE a lancé "LeaderSHIP 2015" en vue d'élaborer avec les principaux décideurs politiques une stratégie robuste qui permette d'apporter des réponses aux grands défis auxquels cette industrie est confrontée et de développer une vision qui garantisse la compétitivité et la prééminence technologique des chantiers navals de l'UE dans le long terme. Le président Prodi s'est félicité de cette initiative et a offert le plein soutien de la Commission.

    [09] Commission organises "Broadband Day" in Brussels to promote the availability of Broadband in Europe

    European Enterprise and Information Society Commissioner Erkki Liikanen will host a Broadband Day on January 28th 2003 in Brussels to promote the widespread availability and use of broadband Internet access in Europe. This workshop will bring together high level officials responsible for broadband policy in the Member States, to exchange experiences and thereby stimulate the design of national strategies to ensure widespread availability of broadband throughout the EU. The Broadband Day will contribute to reviews underway in several Member States. Representatives of the private sector will be invited to the afternoon session to discuss obstacles to broadband deployment perceived by market players.

    [10] Une agriculture durable pour les pays en développement : les options offertes par les sciences de la vie et la biotechnologie

    Le groupe européen des sciences de la vie, qui regroupe des scientifiques éminents chargés de conseiller M. Phiippe Busquin, Commissaire européen à la Recherche, invite les parties intéressées à participer à une conférence qui examinera comment les sciences de la vie et la biotechnologie peuvent promouvoir une agriculture durable dans les pays en développement. Cette conférence aura lieu à Bruxelles les 30 et 31 janvier 2003. Y participeront MM. Busquin et Poul Nielson, Commissaire au Développement et à l'Aide humanitaire, ainsi que des représentants de la société civile et des pays en développement, des experts en développement, des scientifiques et d'autres parties intéressées.
