  • [01] La Commission adopte une position ferme contre la corruption

    La Commission européenne a adopté une communication sur une politique globale et cohérente de l'Union européenne contre la corruption. Ce document, qui sera envoyé au Parlement européen, au Conseil et au Comité économique et social, invite les dirigeants européens à redoubler d'efforts dans la lutte contre cette forme de criminalité.

    [02] Mining waste : Commission proposes new rules to prevent pollution and accidents

    The European Commission has presented a proposal for a Directive to regulate the management of waste from the extractive industries (mining and quarrying). Because of its composition or volume, this waste can constitute a serious threat to the environment and human health if not properly managed. The proposal seeks to introduce EU-wide rules designed to prevent water and soil pollution from long-term storage of waste in tailings ponds, waste heaps, etc. The stability of these waste storage facilities must also be guaranteed to minimise possible consequences from accidents. Together with the revised Seveso II Directive on the control of major industrial accidents, and a Best Available Techniques document on tailings and waste rock, the proposed Directive will ensure sound management of extractive waste throughout the EU.

    [03] La Belgique est mise en cause pour ne pas avoir corrrectement appliqué la directive relative au bruit des avions

    La Commission européenne a lancé la deuxième phase d'une procédure contre la Belgique pour le motif de ne pas avoir correctement mis en œuvre la nouvelle directive concernant le bruit des avions. Un avis motivé sera adressé aux autorités belges concernant l'arrêté royal du 14 avril 2002, qui introduit des restrictions d'exploitation pour les vols de nuit. Cet arrêté ne transpose pas convenablement la directive et est fondé à tort sur un acte abrogé du droit communautaire. Commentant la procédure engagée Mme Loyola de Palacio, vice-présidente responsable des Transports et de l'Energie, a déclaré : "Si nous voulons réduire effectivement les nuisances sonores aux alentours des aéroports en Belgique et ailleurs, il est essentiel que l'UE agisse dans son ensemble, et non en ordre dispersé. Les autorités belges doivent se conformer à la nouvelle directive."

    [04] Estimation rapide - mai 2003 : l'inflation de la zone euro estimée à 1, 9%

    Selon une estimation rapide publiée aujourd'hui par Eurostat, le taux d'inflation annuel de la zone euro s'établirait à 1,9% en mai 2003. En avril 2003, le taux était de 2,1%.

    [05] May 2003 : the Business Climate Indicator for the euro area decreased slightly

    The Business Climate Indicator (BCI) for the euro area decreased slightly by 0.14 percentage points to -0.68 in May. This decline reflects the upward revision of the April value from -0.70 to -0.54. Regarding the components entering the calculation of the BCI, decreases were recorded in recent and expected production trends as well as export order books while total order books and stocks of finished products remained unchanged.

    [06] May 2003 : economic sentiment remained stable in the EU, declining slightly in the euro area

    The European Commission's Economic Sentiment Indicator (ESI) for the EU remained stable at 98.3 in May 2003. In the euro area, the indicator declined marginally by 0.1 percentage points, reaching a value of 98.0. The indicator had improved in the previous month in both areas. These developments are mainly attributable to an improvement in the retail trade confidence indicator. By contrast, consumer confidence declined in May, following the upward momentum in April 2003. Industrial confidence declined in both the EU and the euro area. Construction confidence remained unchanged in the EU, but deteriorated slightly in the euro area.

    [07] Commission clears joint control of French port services firm Egis by P&O Ports and CMA-CGM

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of Egis Ports SA, a company which provides stevedoring services in the French ports of Le Havre and Marseille, by Britain's P&O Ports and Compagnie Maritime d'Affrètement - Compagnie Générale Maritime (CMA-CGM). The acquisition was carried out through newly- created vehicle Portsynergy S.A. (The operation, notified on 28 April 2003, was examined under the simplified merger review procedure)

    [08] Services financiers : le dernier rapport souligne la nécessité d'accélérer l'intégration des marchés européens des capitaux dans les neuf mois à venir

    La Commission européenne a publié le huitième et dernier rapport intermédiaire sur la mise en œuvre du plan d'action pour les services financiers (PASF). Selon ses conclusions, les perspectives financières globales renforcent les arguments politiques plaidant pour l'intégration des services financiers dans l'UE. Les avancées réalisées afin d'adopter les mesures législatives requises pour créer un marché financier intégré restent satisfaisantes. A présent que l'objectif est en vue, il est toutefois crucial d'assurer que toutes ces mesures législatives soient finalisées et le PASF totalement mis en œuvre d'ici à 2005. La date-limite d'adoption des propositions a été fixée à avril 2004, compte tenu des élections au Parlement européen en juin 2004 et de l'élargissement. Un dernier effort soutenu de la part de la Commission, du Parlement européen et des institutions nationales s'impose donc pour parvenir à un compromis sur les dernières propositions en suspens.     [09] Avian influenza : further easing of restrictions

    The Standing Committee on the Food Chain and Animal Health met on 28 May to discuss again the avian influenza situation in the Netherlands, Belgium and Germany. In the Netherlands, the existing restrictive measures have been extended until 17 June. In Belgium, the measures still applicable in the provinces of Antwerp and Limburg will expire on 11 June. In Germany, the restrictions will be limited to the part of North Rhine-Westphalia west of the Rhine from 3 June onwards and will expire on 24 June. The Committee also adopted a set of supplementary measures to be carried out in the surveillance zones.

    [10] EU moves against illegal and harmful content online

    As part of Europe's determined effort to tackle illegal and harmful content on the Internet and new delivery platforms such as mobile phones, a two year extension to the Safer Internet Action Plan has been adopted by the European Parliament and Council upon the proposal of the European Commission.

    [11] Commission adopts four new humanitarian aid decisions worth more than €3 million

    The European Commission has recently taken decisions to help victims of humanitarian crises in Eritrea (€1.3 million), Central African Republic (€1 million), the Philippines (€500,000) and Argentina (€495,000). The assistance is channelled through the Humanitarian Aid Office (ECHO), which comes under the authority of Commissioner Poul Nielson.
