  • [01] L'économie de la zone euro donne de premiers signes de reprise

    Selon le dernier rapport trimestriel sur la zone euro, il existe aujourd'hui un certain nombre de signes qui montrent clairement que la zone euro est sur le point d'entrer dans la phase de reprise tant attendue. La confiance des entreprises comme des consommateurs s'améliore et des données solides pointent à la hausse. L'économie mondiale reprend de l'élan, les contraintes de bilan se sont atténuées dans les entreprises et les conditions financières sont propices à la croissance. Certes, les risques n'ont pas pour autant disparu, mais ils sont plus équilibrés qu'il y a quelques mois.

    [02] September 2003 : the Business Climate Indicator for the euro area increased

    The Business Climate Indicator (BCI) for the euro area increased slightly by 0.06 percentage points between August and September, reaching a value of -0.42. This was the result of mainly positive developments in almost all components of the indicator. The BCI combines the responses of managers in industry to the questions regarding production trend in the recent past, production expectations, total order books, export order books and stocks of finished products. In spite of an important worsening recorded in production trend in the recent past, the overall result was dominated by an improvement in the components production expectations, stocks of finished products and export order books. Total order books remained unchanged.

    [03] September 2003 : economic sentiment continued to improve

    The economic sentiment indicator (ESI) for the EU continued its improvement in September. Following its increase by 0.4 points in August, the indicator rose by 0.3 points to 95.6 in September, reaching its highest level for this year. The results for the EU were dominated by positive developments in the euro area. The improvement of the ESI is due, in particular, to a rise in confidence in the industrial and the retail sector, while confidence in the construction sector and among consumers remained unchanged. The overall picture points to a clearly more positive assessment of the economic situation and outlook. The improvement in the ESI is complemented by a sustained brightening of opinions in the service sector, which is not included in the calculation of the ESI.

    [04] Estimation rapide - septembre 2003 : l'inflation de la zone euro estimée à 2,1%

    Selon une estimation rapide publiée aujourd'hui par Eurostat, le taux d'inflation annuel de la zone euro s'établirait à 2,1% en septembre 2003. En août 2003, le taux était de 2,1%.

    [05] Commission adopts framework for commemorative euro coins

    The European Commission adopted today a Recommendation governing the issuance of commemorative euro coins intended for circulation and the "standard" national sides of euro coins. The Commission recommends that the current moratorium on the issuance of commemorative euro circulation coins be lifted as of 2004. Euro-area countries should be able, as of next year, to use the national side of their 2-euro coin to commemorate special events or personalities of European-wide or global importance. On the other hand, the Commission recommends that the "standard" national sides of euro coins remain unchanged until the end of 2008.

    [06] New rules for car sales and servicing

    Tomorrow, a major part of the new EU rules on motor vehicle distribution that entered into force on 1 October 2002 will become effective. On 1 October 2003 the transitional period for all contracts that expired after 1 October 2002 ends. After a further transitional period, on 1 October 2005, the so-called location clause will be abolished, finally making the new rules fully effective. The new rules that will become effective as of 1 October 2003 open the way to new distribution techniques, such as Internet sales and multi-branding introducing more competition between different retail channels. The new rules also tear down residual barriers to cross- border purchases and allow dealers to place advertisements or mail shots throughout the single market. Car owners will have a wider choice of after sales service providers be it through authorised repair shops or fully independent repair shops. No repair shop may be prevented from servicing several brands and repair shops will no longer be obliged to operate a dealership as well.

    [07] Commission clears Cementbouw acquisition of CRH and JV between CRH and CVC Capital Partners

    The European Commission has cleared the acquisition by the Irish building materials producer CRH of Cementbouw's building materials production, trade and retail activities. At the same time, the Commission has also cleared the creation of a joint venture between CRH and CVC Capital Partners, Cementbouw's parent company. The JV will comprise Cementbouw's ready-mixed concrete production activities, aggregates and binding agents trading activities.

    [08] La Commission autorise l'OPA d'Alcan sur Pechiney, sous réserve du respect de certaines conditions

    La Commission européenne a autorisé, en application du règlement sur les concentrations, l'offre publique du canadien Alcan sur le producteur français d'aluminium Pechiney. L'examen de la Commission avait mis en évidence de graves problèmes sur plusieurs marchés, mais Alcan a été en mesure de les résoudre en proposant de céder un certain nombre d'activités. Ces cessions et autres conditions garantiront un niveau de concurrence comparable après la fusion pour ce qui concerne l'offre de produits laminés plats destinés aux secteurs des boissons et des cosmétiques. Ce n'est pas la première fois que la Commission analyse une opération de concentration entre Alcan et Pechiney sous l'angle de la concurrence. Une opération similaire avait été notifiée en 1999, mais les entreprises n'avaient pu à l'époque se mettre d'accord sur les conditions dont devait être assortie l'autorisation.

    [09] L'Union européenne fait le pari d'une qualité de services accrue dans les ports

    Loyola de Palacio, vice-présidente de la Commission européenne, s'est félicitée de l'accord obtenu en conciliation hier soir entre le Conseil et le Parlement européen. "C'est une avancée significative qui vise à maintenir le transport maritime au meilleur niveau et représente notamment une condition indispensable au développement du transport maritime à courte distance ('short-sea shipping')", a-t-elle déclaré. Cette proposition de directive vise à établir des règles claires et à mettre en place une procédure ouverte et transparente pour l'accès aux services portuaires. Elle régule la concurrence des différents services portuaires en permettant certains services d'auto-assistance et en organisant la durée des concessions. Grâce à cette ouverture, comme demandé par le Conseil européen de Barcelone, les ports européens ont les moyens d'améliorer leurs performances tout en assurant le plus haut niveau de qualité et de sécurité. "On peut regretter que la Commission n'ait pas été suivie sur toutes ces propositions, mais je crois que l'accord d'hier constitue une étape importante pour le développement d'une politique des transports plus équilibrée."

    [10] Promotion of EU agricultural products outside the EU

    The European Commission has approved measures to provide information on, and to promote, agricultural products outside the EU. Member States have submitted ten promotion and information programmes to the Commission to be examined. The seven programmes that have been accepted are mostly targeted at the USA, Canada, Japan, the Middle East, Russia, Australia and Norway. The products covered are wine, fruit and vegetables, cheeses, olive oil and ham. The estimated expenditure for the EU is €5.8 million (50% of the budget of the programmes).

    [11] Poursuite de la réforme agricole : la Commission propose un modèle durable pour le secteur du houblon européen

    La Commission européenne a présenté aujourd'hui ses propositions en vue d'une réforme en profondeur de l'organisation commune du marché (OCM) du houblon. Ces propositions s'inscrivent dans la logique de la réforme de la politique agricole commune (PAC) décidée par le Conseil en juin 2003. Concernant le houblon, la Commission propose de dissocier la totalité ou du moins une part importante des aides actuelles de la production et de les transférer vers le paiement unique par exploitation découplé, fer de lance de la nouvelle PAC réformée. La proposition prévoit de laisser aux Etats membres le choix entre un découplage total et un découplage partiel ; dans ce dernier cas, ils auraient la possibilité de maintenir une aide couplée pouvant s'élever jusqu'à un maximum de 25% de l'aide à la production, afin de leur permettre de répondre à des conditions de production particulières ou à des spécificités à caractère plus régional. Ce paiement sera, comme d'autres paiements directs, subordonné au respect de normes en matière d'environnement et de sûreté alimentaire dans le cadre de "l'écoconditionnalité". La Commission envisage de présenter les textes réglementaires concernant le secteur du houblon réformé avant la fin de l'année.

    [12] Shaping competitive and dynamic enterprises in an enlarged Europe

    How can the competitiveness and dynamism of small enterprises be enhanced, and what can be done to ensure that decision makers listen to them, in an enlarged Europe ? Experts from European governments and the private sector discussed this issue, and presented their best enterprise policy practices this morning at a conference taking place in Tallinn on 30 September and 1 October 2003. Organised by the European Commission and the Estonian Ministry of Economic Affairs and Communications, this conference is a response to the call at the March 2003 Brussels European Council to strengthen the EU's industrial competitiveness and accelerate the implementation of the European Charter for Small Enterprises in an innovative way. The Conference is to issue recommendations in four areas covered by the Charter : the use of structural funds in enterprise policy, the use of indicators, benchmarking and targets in enterprise policy, business innovation and entrepreneurship and achieving better regulation.
