  • [01] Cross-border mail charges between 17 European postal operators cleared until 2006

    Today, the European Commission adopted a decision granting 17 European postal operators a further five-year exemption with respect to the system of terminal dues. Terminal dues are the remuneration postal operators pay to each other for the delivery of cross-border mail in the country of destination. The previous REIMS II agreement - exempted from the antitrust rules since 1999 - has led to substantial improvements in the quality of cross-border mail services and to prices which reflect more properly the actual cost of delivering incoming cross-border mail. The decision furthermore ensures that new entrants on the recently liberalised markets for outgoing cross-border mail will be able to enjoy the same terms for the delivery of incoming cross border mail as the REIMS II parties.

    [02] Les prélèvements pour dépassement des quotas laitiers s'élèvent à près de 320 millions d'€, selon les calculs de la Commission

    Selon un calcul provisoire présenté par la Commission européenne sur la base des déclarations annuelles des Etats membres, le montant des prélèvements des Etats membres ayant dépassé leurs quotas laitiers au cours de la période 2002/2003 s'élèverait à 320 millions d'€ pour l'ensemble de l'UE alors qu'il était de 276 millions d'€ l'an dernier. Le dépassement global pour l'ensemble de l'UE s'élève à 526 000 tonnes tous secteurs confondus.

    [03] Assurance: la Commission se félicite de l'avis du Parlement européen concernant la modernisation des directives sur l'assurance automobile

    La Commission européenne a largement salué l'avis rendu par le Parlement européen concernant la proposition de cinquième directive sur l'assurance automobile, qui vise à moderniser et améliorer les dispositions des directives sur l'assurance automobile aujourd'hui en vigueur. La nouvelle directive faciliterait l'accès des conducteurs à l'assurance et renforcerait la protection des victimes. La Commission a indiqué qu'elle pourrait avaliser six des amendements adoptés par le Parlement. En revanche, elle ne peut accepter la suppression, proposée par le Parlement, de la disposition visant à améliorer la protection offerte aux piétons et aux cyclistes, car il s'agit de l'un des principaux objectifs de la proposition qu'elle a présentée en juin 2002 (voir IP/02/838 et MEMO/02/133). Le texte va, à présent, retourner devant le Conseil, où les ministres des Etats membres vont s'efforcer de dégager une position commune. En vertu de la procédure de codécision, son adoption requiert l'approbation tant du Parlement que d'une majorité qualifiée du Conseil. En outre, à moins d'un vote unanime au Conseil, l'accord de la Commission est aussi nécessaire.

    [04] EU Cohesion Policy : Michel Barnier visits Cyprus

    Michel Barnier, Member of the European Commission responsible for regional policy and institutional reform, is visiting Cyprus from 22 to 24 October. He will be meeting President Tassos Papadopoulos, Minister of Foreign Affairs George Iacovou, Minister of Finance Markos Kyprianou, the Speaker of the House of Representatives Demetris Christofias, as well as the Coordinator for Harmonisation Mr Hadjidemetriou. In his meetings, Mr Barnier will review with the Cypriot authorities the preparations of Cyprus for the implementation of structural funds after accession, discuss the future of cohesion policy and issues related to the Intergovernmental Conference, in which Mr Barnier participates as representative of the Commission. Furthermore, he will meet representatives of civil society and the business community, including young people, to debate the future of the EU and of cohesion policy. Mr Barnier's visit follows the first round of negotiations, between the Commission and the Cypriot authorities, of the structural funds programmes, which took place in Cyprus in the middle of September. The aim is to conclude the negotiations by the end of 2003.

    [05] Commission and Unido sign agreement to strengthen collaboration

    The European Commission and the UN Industrial Development Organisation (Unido) will today be signing an agreement designed to pave the way for a closer collaboration between the two institutions in the field of private- sector development. In a move to increase the quality of the cooperation the agreement will clarify and simplify rules of cooperation and make it possible for the Commission to move from funding of individual projects to funding with a longer-term perspective. Similar agreements have recently been signed with FAO.
