  • [01] Commission autumn economic forecasts 20032005 for the euro area, the European Union and the Acceding and Candidate countries

    The weak economic performance observed in the euro area and EU economies at the end of 2002 continued throughout the first half of this year. Consequently, for a third consecutive year, growth is likely to disappoint: the average growth rate is expected to be a mere 0.4% in 2003 in the euro area (0.8% in the EU). However, with accommodative macroeconomic policy conditions, continued disinflation, supportive financial conditions, progress in structural reforms, and a reduction in geopolitical uncertainty, the confidence of economic agents is returning and the international environment is improving. In this context, the momentum for recovery is expected to pick up in the second half of 2003 and to gather pace throughout 2004. A rebound to average growth rates of 1.8% for the euro area and 2% for the EU is projected next year, approaching 2.5% in 2005. This is underpinned by a recovery in consumer expenditure, supported by growing external demand, and a consequent recovery in investment. Despite this projected recovery, the protracted period of sluggish growth has taken its toll on the performance of the labour market and employment growth is expected to be sluggish, registering only 0.3% in 2004 and a somewhat better 0.8% in 2005.

    [02] Chemicals : Commission presents proposal to modernise EU legislation

    The European Commission has presented a proposal for a new EU regulatory framework for chemicals. Under the proposed new system called REACH (Registration, Evaluation and Authorisation of CHemicals), enterprises that manufacture or import more than one tonne of a chemical substance per year would be required to register it in a central database. The aims of the proposed new Regulation are to improve the protection of human health and the environment while maintaining the competitiveness and enhancing the innovative capability of the EU chemicals industry. REACH would furthermore give greater responsibility to industry to manage the risks from chemicals and to provide safety information on the substances. This information would be passed down the chain of production. The proposal has been drafted in close consultation with all interested parties, including via an Internet consultation. This has allowed the Commission to propose a streamlined and cost-effective system. The proposal will now be forwarded to the European Parliament and the EU's Council of Ministers for adoption under the so- called co-decision procedure.

    [03] Nouvelle estimation du budget agricole 2004 : un milliard d'€ de moins que prévu

    L'actualisation périodique de l'estimation du budget qui sera consacré, lors du prochain exercice, à la politique agricole commune a mis en évidence des besoins moins importants que prévu. La Commission européenne a suggéré en conséquence de modifier l'enveloppe budgétaire proposée pour 2004, afin de la réduire d'un milliard d'€ environ. Cette modification se justifie essentiellement par la sécheresse de l'été 2003, qui a considérablement contracté le volume des céréales destinées à l'exportation et, partant, les restitutions à l'exportation financées par le budget communautaire. Cette sécheresse a également entraîné, dans le secteur animal, le paiement anticipé de certaines aides directes, qui a été imputé sur le budget 2003.

    [04] 2003 budget : Commission proposes to return €5 billion to Member States

    The European Commission has proposed to return €5 billion of unused appropriations from the 2003 EU budget to the Member States. This will result in substantial reduction of Member States' contributions to the EU budget. This is because an assessment of the payments relating to the closing of the 1994-1999 structural funds period shows that substantial amounts will not be used for 2003. It has become clear that sums to be paid in 2003 have been overestimated by Member States.

    [05] Right to vote in EP elections in Gibraltar

    In a declaration adopted today, concerning Spain's complaint against the United Kingdom for alleged violation of Community law as far as the right to vote in EP elections in Gibraltar is concerned, the college states : "The Commission considers, following an in depth analysis of the Spanish complaint and an oral hearing held on the 1st of October, that the UK has organised the extension of voting rights to residents in Gibraltar within the margin of discretion presently given to Member States by the EU law. However, given the sensitivity of the underlying bilateral issue, the Commission at this stage refrains from adopting a reasoned opinion within the meaning of Article 227 of the Treaty and invites the parties to find an amicable solution."

    [06] Trade preferences: Commission proposes to roll over current EU regime for developing countries

    The EU's Generalised System of Preferences (GSP) the generous system of trade preferences in favour of developing countries be maintained in its current form for another year after its expiry on 31 December 2004 under a proposal presented today by the European Commission. Furthermore, in an overhaul of a key part of the GSP, graduation, by which preferences for individual products can be taken out of the programme, would only take place for the larger beneficiaries whereas smaller developing countries would maintain intact their preferences. It is also proposed to make trade preferences given to countries engaged in the respect of core labour standards easier to use. The EU's Council of Ministers will consider this proposal for adoption before the end of 2003.

    [07] Dernière mise à jour du tableau de bord des aides d'Etat dans l'UE : moins de la moitié des Etats membres ont recours aux aides au sauvetage et à la restructuration

    Le tableau de bord de la Commission européenne indique que si certains Etats membres ont régulièrement accordé, au cours des dix dernières années environ, des aides au sauvetage et à la restructuration d'entreprises en difficulté, plus de la moitié d'entre eux se sont manifestement abstenus de pratiquer cette politique. Il est largement reconnu que les aides au sauvetage et à la restructuration constituent l'un des types d'aides d'Etat les plus susceptibles d'entraîner des effets de distorsion. Le tableau de bord est également consacré aux mesures prises par les Etats membres pour donner suite aux diverses conclusions du Conseil concernant les aides d'Etat, qui portent sur la réduction du niveau global des aides, leur réorientation vers des objectifs horizontaux, et la mesure de leur efficacité. Enfin, il fait le point sur l'état d'avancement du programme de réforme de la Commission dans le domaine des aides d'Etat.

    [08] La Commission autorise l'octroi d'une aide en faveur de Spanolux dans la province belge de Luxembourg

    La Commission européenne a autorisé la Belgique à octroyer à Spanolux une aide de 12,45 millions d'€ en vue de l'adaptation et de l'extension d'une installation existante pour la production de revêtement de sol stratifié, à Vielsalm, dans le Sud de la Belgique. Cette aide contribuera à la création de quelque 277 emplois et n'entraînera pas de distorsion indue de la concurrence, car le marché du revêtement de sol stratifié n'est pas en déclin.

    [09] Enquête concernant des régimes d'aides d'Etat en faveur du secteur de l'édition en Italie

    La Commission européenne a lancé une enquête concernant deux régimes d'aide en faveur du secteur de l'édition en Italie. Cette enquête permettra à la Commission d'obtenir de plus amples informations sur les régimes et invite les tiers intéressés à faire part de leurs observations. La décision d'ouvrir une procédure formelle d'examen ne préjuge en rien de la décision finale concernant les mesures étudiées.

    [10] Contrefaçon : résultats probants du séminaire douanier de Bruxelles sur la lutte contre les contrefaçons et la piraterie

    Le séminaire sur la lutte contre les contrefaçons et la piraterie qui s'est tenu à Bruxelles ces 27, 28 et 29 octobre (voir IP/03/1446) vient de se clôturer sur des résultats concrets probants pour améliorer la lutte contre ce trafic illicite. Premièrement, les douaniers des Etats membres et des Etats adhérents se sont mis d'accord sur la mise en place d'une "force d'intervention" rassemblant les douaniers de terrain en vue d'identifier les solutions pratiques aux problèmes opérationnels spécifiques et d'aider les Etats adhérents à lutter contre ce type de trafic. Deuxièmement, les douaniers sont convenus sur l'utilisation d'un manuel d'analyse de risques permettant de mieux cibler les marchandises contrefaites. Ce manuel, à vocation essentiellement opérationnelle, est avant tout destiné aux agents de terrain chargés de lutter au quotidien contre le trafic de produits contrefaits et piratés. Enfin, il y eu un accord entre l'industrie et les douanes sur la mise en place d'un format permettant l'échange rapide d'informations ciblées entre eux de façon à mieux identifier les marchandises à haut risque. Ces mesures sont des avancées significatives dans la lutte contre les contrefaçons et la piraterie.

    [11] Campaign against discrimination at the New York marathon

    This morning European Commissioner for Social Affairs Anna Diamantopoulou gave Trade Commissioner Pascal Lamy a running shirt emblazoned with the logo and slogan of the 'For Diversity-Against Discrimination' campaign. Pascal Lamy will wear the shirt when he takes part in the New York Marathon on 2 November. Commissioner Lamy said : "By helping to eliminate discrimination and promote equal opportunities, the European Union contributes actively to the protection of fundamental rights and freedoms. That's the message I want to help spread by wearing this T-shirt." Commissioner Diamantopoulou congratulated her colleague on his support for the campaign, which seeks to raise awareness among European citizens about their rights when faced with discrimination on the grounds of ethnic origin, disability, sex, sexual orientation, age or religion/belief.
