  • [01] World Water Day : EU agrees to set up new Water Facility to boost access to clean water and sanitation

    The European Union agreed today World Water Day to set up a special Water Facility to promote access to clean water and sanitation for people in Africa, the Caribbean and the Pacific. The facility, originally proposed by European Commission President Romano Prodi in 2003, could in a first phase be worth up to €500 million and is designed to have an important catalytic effect in generating additional funds for water and sanitation.

    [02] De nouvelles dispositions en matière de recyclage pour les véhicules automobiles à partir de 2008

    La Commission européenne vient d'adopter de nouvelles dispositions fixant des seuils minima de recyclage et de valorisation pour les composants et les matériaux des véhicules neufs. Ces mesures ont pour but de faciliter la réutilisation des pièces, leur recyclage et leur valorisation en vue d'atteindre les objectifs fixés pour 2015 en matière de recyclage et de valorisation pour les véhicules qui auront atteint leur fin de vie. Ces dispositions s'appliqueront à tous les nouveaux véhicules mis sur le marché trois ans après l'adoption de cette nouvelle directive, soit en 2008, selon les prévisions.

    [03] Final component of administrative reform in place : Council adopts the new Staff Regulations

    Today, the Council definitively adopted the European Commission proposals on the modernisation of the Staff Regulations of the EU Civil Service. The reform covers all aspects of careers and working conditions of EU officials and other staff, from recruitment to retirement. At the heart of the system is a career structure centred on two categories of staff, administrators and assistants, instead of the four traditional categories. The structure provides for career progress in which pay rises depend much more on sustained proven performance, and much less on length of service. The new career system is closely linked to objective annual individual performance assessments for all staff, including middle and senior managers, as well as procedures to deal firmly but fairly with any professional underperformance. The new Staff Regulations, among other things, modernise pension provisions by raising the pension age and pension contributions ; rationalise various allowances ; sustain merit based remuneration; and update the working environment of staff, for example through the improvement of maternity leave and the introduction of family related leave. Compared to arrangements without reform the implementation of the new Staff Regulations will generate cost savings building up to €100 million a year over the next decade.

    [04] Promotion of EU agricultural products outside the EU

    The European Commission has approved measures to provide information on, and to promote, agricultural products outside the EU. Member States have submitted six promotion and information programmes to the Commission to be examined. The five programmes that have been accepted are targeted at the USA, Canada, Japan, Switzerland, Russia, Brazil and China. The products covered are wine, fruit, olive oil, cheese and organic products. The estimated expenditure for the EU is €3 million (50% of the budget of the programmes).

    [05] Commission clears joint acquisition of womenswear retailer New Look

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control over New Look (UK) and its subsidiaries by the UK undertakings Apax Europe IV and Apax Europe V, controlled ultimately by Hirzell Trust (UK), and Permira Europe II, controlled by Schroder Ventures Limited. New Look is currently a privately controlled company. Its main activity is the retailing of womenswear and related merchandise mainly in the United Kingdom and France. (The operation was examined under the simplified merger review procedure)

    [06] Commission approves acquisition of German slaughterhouse Nordfleisch by Dutch Best Agrifund

    The European Commission has cleared the proposed acquisition of German slaughterhouse Nordfleisch by Best Agrifund. The merger creates the second largest meat company in Europe, following the number one Danish Crown. The present transaction gives rise to a number of market share additions in various markets such as the purchase and slaughtering of pigs and cattle and the collection and processing of different abattoir by-products for different end uses. The merger, which affects mainly the Dutch and German markets, will not lead to the creation or a strengthening of a dominant position.

    [07] Janvier 2004 : excédent de 1,2 milliard d'€ du commerce extérieur pour la zone euro ; déficit de 9,5 milliards d'€ pour l'UE15

    D'après les premières estimations d'Eurostat pour le mois de janvier 2004, la zone euro a réalisé un excédent du commerce extérieur de 1,2 milliard d'€ avec le reste du monde, contre un déficit de 1,5 milliard en janvier 2003. Le solde enregistré au mois de décembre 2003 était de +6,1 milliards, contre +6,9 milliards en décembre 2002. En janvier 2004, les exportations, corrigées des variations saisonnières, ont augmenté de 0,3% par rapport à décembre 2003, alors que les importations ont diminué de 1,1%. Les premières estimations du solde des échanges extra-UE15 pour le mois de janvier 2004 indiquent un déficit de 9,5 milliards d'€, contre -9,3 milliards en janvier 2003. Au mois de décembre 20032, le solde était de +1, 0 milliard, contre +2,2 milliards en décembre 2002.

    [08] Les sciences de la vie dans la société aujourd'hui : biologie moderne et visions de l'humanité

    Les 22 et 23 mars aura lieu à Gènes, capitale européenne de la culture pour 2004, une importante conférence qui réunira des scientifiques et des personnalités des arts, des lettres et de la politique pour discuter de l'influence des sciences de la vie sur l'éducation et la culture dans la société actuelle. Au cours de cette conférence, on examinera pourquoi la science et la biologie fascinent et font peur à la fois. Pendant la Renaissance ou les Lumières, les découvertes géographiques et les nouveaux arts et les nouvelles sciences ont fait reculer les frontières de la connaissance. Notre époque, quant à elle, apporte une nouvelle compréhension de la nature de la vie et de l'univers grâce à la biologie moléculaire et à la physique contemporaine. Cependant, elle apporte aussi du scepticisme. La conférence tentera d'expliquer pourquoi. Les participants, qui s'efforcent de représenter une large gamme d'intérêts et de points de vue, comprendront des scientifiques, des philosophes, des sociologues, des psychologues, des politiciens, des écrivains, des poètes et d'autres artistes. Cette conférence à haut niveau est organisée par un groupe de conseillers de M. Philippe Busquin, membre de la Commission responsable de la Recherche, le Groupe européen des sciences de la vie (GESV). Un livre intitulé "Modern Biology and Visions of Humanity" sera également présenté lors de la conférence. Ce livre, qui reflète les avis de certains des participants, sera publié en anglais, en français et en italien.

    [09] EuroIndia 2004 : Cooperation forum on the Information Society (24-26, New Delhi)

    EuroIndia 2004, a multinational meeting of minds on applications of information and communication technologies in every walk of life, takes place in New Delhi (India) on 24-26 March. This is the fourth in a series of international cooperation events funded by the European Commission. It aims to stimulate and spread ICT innovations in business, culture, government, transport, and consumer and environmental protection. The event will enable ICT professionals, researchers, academics and public authorities from over 40 countries to showcase European projects, products and services, share ideas, expertise and project results, assess Indian demand for ICT goods and services and investigate co-operation prospects with potential partners. The European Commission will be represented by Enterprise and Information Society Commissioner Erkki Liikanen, who will meet Communications & Information Technology Minister Mr Arun Shourie and leading Indian businessmen during the event.
