[01] Protection civile : la Commission veut renforcer la capacité de
réaction de l'UE en cas de catastrophe majeure
Deux semaines après les attentats à la bombe perpétrés à Madrid et à la
veille du Conseil européen qui examinera la réponse de l'Europe au
terrorisme, la Commission européenne a exposé ses idées sur la manière de
renforcer les capacités de protection civile de l'Europe. Non seulement les
attaques terroristes, mais aussi les catastrophes naturelles récentes comme
les inondations et les incendies de forêt en Europe, les séismes en Algérie,
en Iran et au Maroc ont montré la nécessité d'une approche communautaire
plus concertée et mieux définie en matière de protection civile. Seul,
aucun Etat membre ne peut répondre efficacement à chaque catastrophe. Par
conséquent, il convient d'améliorer la capacité de protection civile
européenne pour répondre aux catastrophes naturelles et aux attaques
terroristes. La Commission propose une action sur trois fronts.
Premièrement, il faut que les Etats membres se rendent mieux compte et
exploitent plus efficacement les compétences et les ressources, tant
humaines que techniques, existantes de l'UE, qui peuvent être mobilisées
rapidement en réponse à une situation d'urgence. Deuxièmement, la capacité
de réponse nationale et communautaire doit être renforcée par une formation
accrue des équipes d'intervention. Ainsi, les ressources disponibles
pourront être mieux utilisées et les équipes d'experts de toute l'UE
pourront travailler de concert pour protéger les citoyens plus efficacement
sur place dans le cadre d'une véritable force de protection civile
européenne. Troisièmement, la Commission souligne la nécessité de disposer
de moyens financiers plus importants pour soutenir la capacité de réponse
globale de l'UE.
[02] Commission participates in Tripartite Social Summit
The European Commission will be represented at the annual Social Summit on
25 March by its President Romano Prodi and the Commissioner for Employment
and Social Affairs Stavros Dimas. This event, held just before the Spring
European Council, allows an exchange of views with workers' and employers'
representatives on the major issues on the Council agenda, particularly
relating to the Lisbon Strategy to make the EU the most competitive and
dynamic world economy by 2010. The meeting will be jointly chaired by the
Commission and the Irish Presidency of the Council and will be followed by
a press conference at 17h00. The theme of the 2004 Tripartite Social Summit
will be 'A European Partnership for Change' recognising the importance of
dialogue among governments, employers' representatives and workers'
representatives if the European Union is to achieve its Lisbon goals,
particularly in respect of employment. Input is expected from the social
partners on increasing economic growth and employment ; European
competitiveness ; managing change ; and employment. The meeting will be
attended by employers' organisations and trade unions, plus the heads of
State and government of the next two Presidencies, Mr Jan Balkende
(Netherlands) and Mr Jean-Claude Juncker (Luxembourg).
[03] Commission continues to fight landmines
The European Commission has adopted its 2004 Annual Work Programme for
antipersonnel landmines with a budget of €11,260,000. The general objective
of this programme is to assist countries suffering the consequences of
antipersonnel landmines to create the conditions necessary for their
economic and social development. The focus countries in 2004 are Bosnia
Herzegovina, Kyrgyzstan, Georgia/Abkhazia, Ukraine, Tajikistan, Mozambique,
Somalia, Sudan, Angola, Eritrea and Peru/Ecuador. A further €7,200,000 will
be approved by the Commission later in the year to support specific
targeted projects.
[04] La Commission souhaite un meilleur suivi des pêches minotières dans
les eaux communautaires
La Commission européenne a présenté une Communication visant à améliorer le
suivi des pêches minotières dans l'Union européenne. Les espèces concernées
sont le merlan bleu, le lançon, le tacaud norvégien et le sprat, poissons
dont les produits dérivés sont vendus pour des utilisations autres que la
consommation humaine. Cette Communication doit permettre d'examiner la
situation et diverses options avant que la Commission ne propose les
mesures nécessaires pour assurer un meilleur suivi des pêches minotières.
L'objectif est double : faire en sorte que les possibilités de pêche des
stocks de poissons concernés ne soient pas dépassées et permettre la
collecte de données plus fiables pour que les scientifiques soient en
mesure de fournir des conseils pertinents en matière de gestion des pêches
minotières. Parmi les éléments à examiner figurent la fixation de quotas
pour les captures accessoires d'espèces destinées à la consommation humaine
et la fermeture des pêcheries minotières dans la zone concernée lorsque ces
quotas ont été épuisés, des mesures de contrôle et de suivi impliquant le
pesage et l'échantillonnage des débarquements, le système des ports
désignés, la notification préalable des débarquements et l'adoption d'un
programme de contrôle particulier afin d'orienter les opérations
d'inspection et de surveillance. La Commission a l'intention de discuter de
ces points avec les Etats membres et le Parlement européen avant de
présenter des propositions concrètes.
[05] Commission clears joint acquisition of Pharmacia Diagnostics
The European Commission has granted clearance under the Merger Regulation
to the acquisition of joint control of Swedish-based Pharmacia Diagnostics
by UK undertakings PPM Ventures Ltd, part of the Prudential Plc group, and
Triton Managers Ltd., from Pfizer Inc. (US). (The operation, notified on 24
February 2004, was examined under the simplified merger review procedure)
[06] Central America : Chris Patten meets Salvadorian Ministers of Foreign
Affairs and Economy
Today, European External Relations Commissioner Chris Patten met
Salvadorian Ministers of Foreign Affairs, María Eugenia Brizuela, and of
the Economy, Miguel Lacayo, who were representating the Central American
region. During the meeting, the Commissioner and the Ministers exchanged
views on progress achieved in the regional integration process in Central
America in the light of the recently-signed EU-Central America Political
Dialogue and Cooperation Agreement and the Madrid 2002 Declaration that
opened the way for a future Association Agreement between the two regions.
The latter is conditional on the achievement of progress in regional
integration and should build on the outcome of the Doha Development Agenda.
[07] Commission targeting innovative SMEs to take up €2.2 billion worth of
European research funding
At a seminar in Brussels on March 24-26 European Research Commissioner
Philippe Busquin will present the EU funded DETECT-it project, that will
help small and medium-sized enterprises (SMEs) to overcome the difficulties
in setting up and financing research activities. The project aims to
identify the most innovative SMEs, and encourage them to make the most of
the EU 6th Research Framework Programme (FP6 2003-2006) funding. Within FP6,
a total of at least €2.2 billion will go to SMEs. Through the project the
Commission's Business Innovation Centre incubators (EC-BICs) will cluster
more than 1000 SMEs into three target industry sectors. These sectors
include information society technology (IST), food quality & safety and
environment & energy. FP6 experts, including technology brokers, Commission
experts and National Contact Points (NCPs) from each industry sector will
direct the SMEs to the appropriate European research funding programmes.
Corporate mentors, leading industry players and early stage financial
support organisations will also support the SMEs. DETECT-it is coordinated
by the European Business Network (EBN), the reference network for
incubators and EC BICs in Europe.
