  • [01] Croatia : Commission recommends opening of accession negotiations

    The European Commission has adopted its Opinion on Croatia's Application for EU Membership, recommending that the Council open membership negotiations with Croatia. On the basis of the Commission's analysis, the European Council will have to decide whether and when to open negotiations. The Commission also approved the proposal for a decision of the Council on the European Partnership with Croatia, which is inspired by the Accession Partnerships that have helped prepare countries for eventual EU membership in the past. The Partnership is based on the analysis in the Opinion.

    [02] La Commission met l'industrie en vedette et renforce la compétitivité dans une Union européenne élargie

    Après avoir relancé le débat sur le rôle de la politique industrielle en décembre 2002, la Commission européenne esquisse les contours d'une politique industrielle pour une Union européenne élargie dans une communication adoptée aujourd'hui. Cette initiative répond aux préoccupations soulevées par le Conseil européen, à d'autres inquiétudes concernant le risque de désindustrialisation ainsi qu'à la question de savoir comment anticiper et traiter les mutations structurelles en cours au sein de l'industrie européenne. La Commission préconise une action dans trois domaines : améliorer l'environnement réglementaire pour les entreprises, y compris par des mesures destinées à éviter un excès de réglementation au niveau de l'Union ou des Etats membres, mieux mobiliser l'ensemble de la politique de l'Union pour relancer la compétitivité - en particulier par le biais de mesures dans des domaines tels que la recherche, la formation, la réglementation de la concurrence et les aides régionales, et la collaboration avec les divers secteurs pour mettre au point des réponses politiques répondant à des besoins spécifiques. Les actions dans ces domaines seront mises en œuvre dans le cadre des nouvelles perspectives financières qui s'étendent jusqu'en 2013 et mettent plus particulièrement l'accent sur la compétitivité. Enfin, la communication fournit aussi un point de départ. L'analyse et les recommandations qu'elle contient seront importantes pour la révision en cours de la stratégie de Lisbonne et les travaux du groupe de haut niveau chargé de cet exercice sous la présidence de M. Wim Kok. Une autre communication adoptée aujourd'hui souligne qu'une politique de la concurrence dynamique constitue un élément essentiel d'une politique cohérente et intégrée pour promouvoir la compétitivité des industries de l'Europe. Elle définit la façon dont la Commission entend promouvoir sa nouvelle démarche dynamique en matière de concurrence à la veille de l'élargissement.

    [03] Free movement of goods : Commission asks Germany to change its deposit and return systems for certain types of one-way packaging

    After considering Germany's response to an initial request for information sent in October 2003, the European Commission has now decided to send Germany a formal request to change the rules in its packaging law ("Verpackungsverordnung") on the deposit and return of one-way packaging (typically cans and plastic bottles). While the Commission sees the environmental benefit of charging a deposit and of taking back packaging, it believes that the way in which the deposit and return systems function in Germany constitutes a disproportionate barrier to the free movement of packaged beverages from other Member States, in violation of the Treaty's Internal Market rules (Article 28) and of Article 7 of Directive 94/62/EC (the "Packaging Directive"). These measures particularly affect imported drinks, given that, for reasons mainly related to long distance deliveries, some 95% of imported drinks are in 'one way' packaging. The Commission's request will take the form of a reasoned opinion, the second step of an infringement procedure under Article 226 of the EC Treaty. If Germany does not respond satisfactorily within two months, the Commission could decide to take the case to the European Court of Justice.

    [04] Le montant total des aides d'Etat accordées dans l'UE au secteur manufacturier, aux services, à l'industrie charbonnière, à l'agriculture, à la pêche et aux transports est tombé à €49 milliards en 2002

    Selon le dernier tableau de bord des aides d'Etat publié par la Commission européenne, le montant total des aides accordées par les quinze était de €49 milliards en 2002. En chiffres absolus, c'est l'Allemagne qui a accordé le plus d'aides (€13 milliards) en 2002, suivie de la France (10 milliards) et de l'Italie (6 milliards).

    [05] Commission approves aid in favour of Sachsenmilch, a subsidiary of Theo Müller GmbH & Co KG

    The European Commission has approved a grant for the extension of a plant for the production of dairy products in Leppersdorf, Saxony, Germany. Beneficiary of the aid will be Theo Müller GmbH & Co KG. The aid authorised covers 24,5% gross of eligible investment costs of €127.7 million. This investment project will create about 144 jobs directly with the firm and about 103 additional jobs in the assisted region. The aid intensity of 24, 5% gross will not lead to an undue distortion of competition since the relevant market of dairy products is not in decline.

    [06] Commission approves aid for extension of DOW's PET production site in Schkopau, Saxony

    The European Commission has approved aid amounting to €28.13 million for the extension of the DOW PET production site in Schopkau, Saxony. The aid will be granted in the form of an investment premium on the basis of the 1999 Investitionszulagengesetz. Given the eligible investment cost of €120 million, the approved aide corresponds to an aid intensity of 23.44%. The aid was approved under the EU framework for regional investment aid for large investment projects.

    [07] Commission approves aid for air logistics centre operated by DHL Airways GmbH in Leipzig/Halle

    The European Commission has approved a grant of €70.8 million for the establishment of a new air logistics centre to be operated by airfreight operator DHL Airways in Leipzig/Halle. Given an eligible investment volume of €253.055 million, the approved aid corresponds to an aid intensity of 28% gross - intensity in line with the 1998 EU Multisectoral framework on regional aid for large investment projects.

    [08] Commission approves aid for new float glass plant operated by e-glass AG in Saxony-Anhalt

    The European Commission has approved aid in favour of e-glass AG. The grant will contribute funding for the construction of a new plant for the production of raw float glass in Sülzetal-Osterweddingen (Saxony-Anhalt). The authorised aid covers 35% gross of the eligible investment costs of €121 million. This investment project will create about 186 jobs directly with the firm and more than 300 additional jobs in the assisted region. The aid intensity of 35% gross will not lead to an undue distortion of competition since the relevant market is not in decline.

    [09] Aide au lancement de services ferroviaires et maritimes dans la région de Frioul-Vénétie Julienne : la Commission clôt la procédure d'examen

    La Commission européenne a décidé de clore la procédure officielle d'examen concernant l'aide au lancement de nouveaux services ferroviaires et maritimes en provenance ou à destination de la région de Frioul-Vénétie Julienne, étant donné que les autorités italiennes ont retiré la mesure notifiée.

    [10] La Commission autorise le report d'un régime d'aides régionales au transport routier dans la zone du Lac Majeur en Italie

    La Commission européenne a autorisé les autorités régionales du Piemonte à mettre en place en 2004 le régime d'aides qu'elle avait approuvé par sa décision du 9 juillet 2003. Ce régime, qui vise à dévier la circulation de certains poids lourds de la route étatique 33 du Lac Majeur vers l'autoroute A 26 était prévu pour être en vigueur de juin à septembre 2003. Il sera finalement mis en œuvre entre le 1er juin et le 30 septembre 2004.

    [11] Commission approves aid set to increase freight transport on short-sea shipping in UK

    The European Commission has decided not to raise any objection to the Waterborne Freight Grant (WFG) aid scheme which will encourage the modal shift of freight from road to water by granting aid to new/existing coastal, short sea or inland waterway services provided that they avoid lorry journeys and that they generate environmental benefits within the UK.

    [12] La Commission précise la mise en œuvre de la stratégie d'information et de communication pour l'Union européenne

    La Commission européenne a indiqué de quelle manière elle entendait mettre en œuvre la stratégie d'information et de communication pour l'Union européenne Elle propose trois types de partenariat avec les Etats membres pour accomplir les priorités de communication. Elle propose une solution équilibrée, sur une base pluriannuelle, pour le financement des réseaux et relais appelés Info-Points Europe et Carrefours d'information et d'animation rurales. Enfin, elle développe sa stratégie en matière audiovisuelle. A la suite de sa communication du 2 juillet 2002 proposant une nouvelle stratégie d'information et de communication pour l'UE, la Commission a estimé utile de préciser certains aspects de sa mise en œuvre au vu de la nouvelle donne de l'élargissement et des nouvelles dispositions financières entrées en vigueur depuis lors.

    [13] Healthcare cooperation : patients to benefit from new Commission proposals

    The European Commission is today proposing a number of initiatives which aim to encourage cooperation among Member States to raise standards of accessible, high quality healthcare which is at the same time financially sustainable. Healthcare is regularly identified as one of the most important issues for Europe's citizens. While responsibility for healthcare rests with Member States, there are a number of common challenges, such as the ageing society, increased needs and demands from citizens and rapid technological change. The Commission's proposals are aimed at individuals. They include efforts to promote practical co-operation on the access to healthcare in another Member State. They should also empower patients by giving them better information on how to obtain treatment across borders and by making the most of technology to improve the quality, availability and effectiveness of care. They also benefit the healthcare profession, by proposing the development of centres of excellence, and mapping out how to harness new technologies. Finally the Commission addresses co-operation at government level, by proposing a framework for Member States relating to reform and modernisation of healthcare, long-term care and social protection.

    [14] La Commission souligne l'importance des réformes menées dans le domaine de la concurrence

    Le Commissaire européen à la Concurrence Mario Monti voit une révolution dans l'approche qui sera suivie après le 1er mai en matière de mise en application des règles de concurrence dans l'Union européenne. Ce changement n'est pas directement lié à l'élargissement de l'Union, mais plutôt à l'entrée en vigueur de ce qui constitue, en 40 ans, la première réforme des règles d'application de l'interdiction des ententes et des abus de position dominante. La nouvelle législation européenne en matière de contrôle des concentrations, qui sera mise en oeuvre le même jour, marquera la création d'un système de classe mondiale pour l'appréciation des fusions et des acquisitions dans l'UE élargie, le plus grand marché du monde avec 450 millions de consommateurs. Des réformes importantes sont également en cours dans le domaine des aides d'Etat. Pour marquer l'événement, la Commission publie une édition spéciale de son bulletin d'information sur la concurrence, "Competition Newsletter", avec des interviews du commissaire Monti et du directeur général de la concurrence, M. Philip Lowe.

    [15] La Commission approuve le contrôle de SNET par Endesa

    La Commission européenne a donné son feu vert à l'acquisition par la société espagnole d'électricité Endesa du contrôle du français SNET (Société Nationale d'Electricité et de Thermique) à travers l'augmentation de sa participation de 30% à 65%. SNET était précédemment contrôlée conjointement par Endesa et Charbonnages de France (CDF). Electricité de France (EDF) était et reste un actionnaire minoritaire. (L'opération, notifiée le 15 mars, a été examinée sous une procédure simplifiée, vu la faible présence d'Endesa sur le marché français)

    [16] Insurance : Commission proposes a Directive to create a real EU-wide market for reinsurance

    The European Commission has presented a proposal for a Directive on reinsurance. The proposed Directive would establish supervision of reinsurers by competent authorities in their "home" country, on the basis of which they could operate throughout the EU. That supervision would have to be exercised in line with provisions which all Member States would need to apply. The proposed Directive would thus contribute to reinforcing international financial stability, an issue over which there has been concern in major international fora. It would fill a gap in current European insurance legislation which does not regulate specialised reinsurers, though reinsurance activities carried out by direct insurers are subject to regulation. The proposal is a "fast track" solution for reinsurance pending proposals covering the insurance industry as whole under the long-term "Solvency II" project. It will now go forward, under the procedure known as co-decision, for discussion and adoption by the European Parliament and Council.

    [17] Enregistrement de deux dénominations de produits agricoles

    La Commission européenne a ajouté deux dénominations de produits agricoles et alimentaires à la liste des appellations d'origine protégées (AOP) et indications géographiques protégées (IGP). Il s'agit de "Peras de Rincón de Soto" (Fruit - Espagne - AOP) et de "Brioche vendéenne" (Produit de la boulangerie - France - IGP). Les deux dénominations s'ajoutent à la liste d'environ 600 produits déjà protégés en vertu de la législation sur la protection des indications géographiques, des appellations d'origine et des spécialités traditionnelles.     [18] Climate change : EP vote paves the way for global fight against climate change

    The European Commission welcomes the European Parliament's vote on 20 April in favour of a new Directive that will give an important boost to the development of greenhouse gas emission reduction projects. The new Directive will allow European companies participating in emissions trading to count credits from emission reduction projects around the world towards their obligations under the EU's emissions trading scheme. The scheme builds on the project-based mechanisms "Clean Development Mechanism" and "Joint Implementation" created by the 1997 Kyoto Protocol.

    [19] Batteries : Commission stands firm on new Directive

    The European Commission welcomed the swift European Parliament vote on 20 April on a new Directive on batteries and accumulators. In particular the priority given to making producers contribute to the collection of all battery types. But the Commission disagrees with some of the 87 amendments put forward by the EP. Notably, the Commission stands firm on amendments calling for a different collection target for portable batteries and a ban on lead and cadmium. These amendments are not supported by the results of the Extended Impact Assessment, which identified the Commission's proposals as the most sustainable ones from an environmental, economic and social perspective. The Directive, as proposed by the Commission, seeks to prevent spent batteries from ending up in landfills and incinerators, and to recover the various metals used in them. It would create an EU-wide framework for national battery collection and recycling schemes and enhance the proper functioning of the internal market.

    [20] Six Etats membres devant la Cour de justice pour ne pas avoir instauré de nouvelles règles sur les communications électroniques

    Après neuf mois de retard et deux avertissements, la Commission européenne a décidé de citer six Etats membres la Belgique, l'Allemagne, la Grèce, la France, le Luxembourg et les Pays-Bas devant la Cour de justice européenne au motif qu'ils n'ont pas institué de nouvelles règles sur les communications électroniques. Pourtant, des progrès ont été accomplis. En effet, depuis le premier avertissement de la Commission à l'automne dernier, l'Espagne et le Portugal ont adopté les mesures nationales nécessaires et ne sont donc pas concernés par les présentes décisions. Les Pays-Bas ont adopté leur nouvelle législation hier et il est probable que la France va très bientôt finaliser ses mesures nationales, ce dont il sera tenu compte, mais l'initiative prise aujourd'hui vise à envoyer un message clair à tous les Etats membres : il est inacceptable de retarder encore ces importantes réformes au détriment des entreprises et des particuliers.

    [21] Commission takes further steps to ensure access to medicines for poor countries

    The European Commission has placed seven anti-retrovirals in the list of medicines placed under EU protection against trade diversion. The move is intended to enable pharma producers to significantly increase supplies of medicines at lower, so-called 'tiered' prices, to 76 developing countries, while keeping higher prices for the same items in the EU. The application was filed by GlaxoSmithKline in February 2004. The products on the list will bear a logo allowing customs to easily identify them. Being on this list and bearing the logo will mean that imports of these products into the EU for free circulation, re-exportation, warehousing or trans-shipment will be prohibited

    [22] Commission in Moscow on the eve of EU enlargement (22-23/04)

    The European Commission will visit President Vladimir Putin and the Russian government on 22-23 April in Moscow to usher in the new and reinforced relationship between the enlarged EU and Russia from 1 May. Discussions will focus on the future of the EU/Russia relationship notably the establishment of the common spaces agreed by the EU and Russia at the St. Petersburg Summit in June 2003.
