  • [01] Des fonds communautaires pour lutter contre le cancer en utilisant les ressources de l'ocĂ©an

    L'Union européenne alloue des aides financières pour la recherche de traitements de certaines tumeurs cancéreuses élaborés à partir de petits animaux marins. Des chercheurs européens utilisent des agents chimiques extraits d'une espèce d'ascidie de la mer des Caraïbes, appelée Ecteinascidia turbinata, pour traiter certaines tumeurs. Les résultats de cette découverte seront publiés bientôt dans le journal Marine Drugs. Dans le cadre du projet intitulé "A novel marine pharmaceutical with unique mechanism of action for the treatment of cancer", des essais ont été effectués dans 24 centres de l'UE répartis dans sept pays européens. Le projet, auquel participent des chercheurs néerlandais, français et espagnols, a pour objet de tester l'utilisation des substances chimiques dans le traitement des sarcomes, une tumeur rare qui tue chaque année environ 3.900 personnes en Europe. Si la chimiothérapie agit sur les sarcomes en diminuant la taille de la tumeur, on n'a pas encore trouvé de remède. Mais la médecine a fait un progrès décisif avec la découverte de l'alcaloïde Ecteinascidin-743 (ET-743). Cette substance chimique, utilisée comme agent chimiothérapeutique, a donné des résultats prometteurs là où d'autres traitements avaient échoué. Elle offre des possibilités extraordinaires pour le traitement de divers cancers, comme le cancer du sein.

    [02] Commission gives green light to the construction of a new Finnish nuclear power plant

    Acting in accordance with the provisions of the Euratom Treaty, the European Commission has given its favourable opinion on the establishment of a new nuclear power plant in Finland and has communicated this opinion to the Finnish authorities. This nuclear plant is the first to be ordered in the European Union for over a decade. Construction will start in 2005 and it will start operating in 2009. It will have an electrical capacity of 1600 MWe. In giving its positive opinion on the investment, the Commission took note of the fact that the project aims to meet new electricity demand in Finland and to replace aging fossil-fired power plant capacity. The new power plant should therefore improve the security and diversity of energy supply both in the region and at the European level. "This project shows that nuclear energy remains an attractive economic option if it is properly managed", said Loyola de Palacio, Vice-President of the European Commission in charge of energy and transport. "It also shows the potential of nuclear energy to make a substantial contribution to sustainable development by combating climate change. As recognised by the recent legislative initiatives of the European Commission, nuclear energy is an acceptable option provided solutions are found for its wastes and a high level of safety and security maintained."

    [03] Commission opens the door to Western Balkans transport network development

Today, at a special ceremony in Luxemburg, Loyola de Palacio, Vice President of the European Commission in charge of energy and transport, signed a Memorandum of Understanding on the development of the South East Europe Core Regional Transport Network. This MoU opens the door to implementing a major infrastructure programme for a network of 4300 km of railways and 6000 km of roads across five Balkan countries. 17 priority projects have been identified covering railways, roads, airports and ports. Loyola de Palacio said she is "confident that we can now work together to develop the transport infrastructure of the region and contribute through this to the growth of mutual trust and understanding and the economic development of the region."

    [04] Incident à la centrale nucléaire de Temelin : la Commission assume son engagement d'appliquer pleinement le traité EURATOM et constate qu'il n'y a pas eu de rejet à l'extérieur du bâtiment

    A la suite de l'incident du 6 juin 2004 à la centrale nucléaire de Temelin (République Tchèque), la Commission européenne a décidé en urgence d'envoyer une mission de vérification conformément à son mandat politique et légal d'assurer de bonnes conditions de fonctionnement des installations nucléaires de l'Europe élargie et de veiller à un contrôle strict des taux de radioactivité. Loyola de Palacio a souligné : "Le Conseil européen de Laeken en 2001 a demandé à la Commission d'assurer le maintien d'un niveau élevé de sûreté nucléaire dans l'Union. Le Traité Euratom investit la Commission des pouvoirs d'action nécessaires au contrôle du respect des règles en matière de protection de la population et des travailleurs contre les dangers résultants de la radioactivité. J'ai pris la décision de renforcer à partir de cette année les programmes d'inspection en matière de radioprotection par mes services. Une douzaine d'inspections sont en cours ou prévues en 2004, indépendamment des contrôles en cas d'incident".

    [05] Commission approves acquisition of Millennium Chemicals by Lyondell

    The European Commission has cleared the proposed acquisition of the Millennium Chemicals Inc., a US-based chemical company, by Lyondell, a US rival. The Commission examined the operation carefully and did not identify any serious threats to competition in any parts of the European Union's territory.

    [06] Preventing the financing of terrorism and of certain foreign regimes : Commission and European banks establish "electronic-Consolidated Targeted Financial Sanctions List (e-CTFSL)"

    The European Commission, in partnership with the four European Credit Sector Federations (European Banking Federation; European Savings Banks Group; European Association of Cooperative Banks; European Association of Public Banks), have established an electronic database containing all relevant data concerning persons, groups and entities, subject to European Union financial sanctions.

    [07] First estimates for the first quarter of 2004 : EU15 current account surplus €7.0 billion ; € 3.3 billion surplus on trade in services

    According to Eurostat, the EU15 external current account recorded a surplus of €7.0 billion in the first quarter of 2004, as compared with a surplus of €8.4 billion in the first quarter of 2003 and a surplus of €15.0 billion in the fourth quarter of 2003. In the first quarter of 2004 the EU15 external balance of trade in services recorded a surplus of €3.3 billion as compared with a surplus of €6.1 billion in the first quarter of 2003 and a surplus of €6.3 billion in the fourth quarter of 2003.

    [08] L'Euro 2004 ose dire non au tabac

    Qui gagnera le match entre la France et l'Angleterre, dans le cadre du championnat européen de football Euro 2004, le dimanche 13 juin à Lisbonne ? Sur le terrain, à chacun de faire son pronostic, mais pour tous les spectateurs, les vainqueurs seront sans conteste les non fumeurs : l'UEFA a déclaré le jour du match journée sans tabac. L'une des conséquences concrètes sera que les amateurs de football qui regarderont leur équipe jouer dans le stade Luz de Lisbonne ne seront pas exposés au tabagisme passif. La journée symbolique sans tabac de l'Euro 2004 sera célébrée en même temps que la campagne antitabac "Osez dire non" ("Feel free to say no") de l'Union européenne, ciblée sur les jeunes (voir IP/04/323). Deux nouvelles publicités télévisées faisant partie de cette campagne seront projetées sur les écrans du stade afin de renforcer la promotion de la journée sans tabac. Parmi les autres animations prévues ce jour là à Lisbonne, le car-podium de la campagne "Osez dire non", un camion de 17 mètres de long équipé d'une scène, accueillera des jeux, des quiz, des concours et des concerts pop. La journée symbolique sans tabac de l'Euro 2004 se fonde sur un accord de coopération signé par le président de l'UEFA, Lennart Johansson, et le Commissaire européen à la santé et à la protection des consommateurs, David Byrne, juste avant le coup d'envoi de la coupe du monde 2002.
