  • [01] La Commission forme un recours contre la France pour son traitement discriminatoire des réseaux câblés

    La Commission européenne a saisi la Cour de justice européenne d'un recours contre la France, pour manquement aux directives "câble" et "pleine concurrence". En violation des obligations énoncées dans ces directives, la France maintient un dispositif réglementaire lourd pour la prestation de services de télécommunications par câble. Celui-ci ne s'applique pas aux services de télécommunications fournis par les réseaux publics. Précédemment, le 8 avril 2003, la Commission avait entamé la phase initiale du recours intenté aujourd'hui, en adressant à la France un avis motivé lui exposant ses préoccupations, mais celle-ci n'a pas modifié sa législation nationale.

    [02] Public procurement : WTO Government Procurement Agreement extended to the enlarged EU

    The Government Procurement Agreement (GPA) of the World Trade Organisation (WTO) has been extended to the enlarged European Union of twenty five Member States, following intense negotiations conducted by the European Commission. Suppliers in each GPA member (now including among others the enlarged EU, as well as the United States, Canada, Hong Kong China, Japan, South Korea and Switzerland) can bid for government contracts in other GPA member countries. The GPA is the first WTO Agreement that has successfully been adapted to the enlargement of the EU.

    [03] Gouvernement d'entreprise : la Commission annonce les résultats de la consultation sur la rémunération des dirigeants

    La Commission européenne a publié sur le site Internet "Europa" une synthèse des résultats de la consultation organisée au sujet de "l'élaboration d'un régime approprié de rémunération des dirigeants" (voir IP/04/252). Le document de consultation, publié le 23 février 2004, proposait un ensemble de mesures concernant principalement l'information sur la politique de rémunération et les rémunérations individuelles, ainsi que l'approbation par les actionnaires des systèmes de rémunération des dirigeants sur la base d'actions. Le plan a fait l'objet d'une consultation publique qui s'est terminée le 12 avril. La Commission a l'intention de présenter, à l'automne 2004, une recommandation sur la rémunération des dirigeants, qui tiendra compte des résultats de la consultation.     [04] Un système de publication scientifique efficace pour la recherche européenne

    La Commission européenne a lancé aujourd'hui une étude sur l'évolution économique et technique des marchés de publication scientifique en Europe, dont les résultats seront disponibles en 2005. L'objectif est de déterminer les conditions nécessaires au fonctionnement optimal du secteur et d'évaluer dans quelle mesure la Commission peut contribuer à les satisfaire. L'étude va se pencher sur les grandes questions du débat public actuel, telles que l'avenir de la revue scientifique imprimée, les risques liés à l'augmentation du prix des publications en termes d'accès à l'information par les chercheurs, le libre accès ("open access") aux résultats de la recherche pour tous et la nécessité de réconcilier le droit des auteurs et les intérêts économiques des éditeurs.

    [05] WTO farm talks : "Breakthrough possible if others match EU", says Franz Fischler

    Speaking at the news conference in Winnipeg, Canada today, European Agriculture Commissioner Franz Fischler struck an upbeat note regarding the ongoing WTO farm trade liberalisation negotiations. "I think a breakthrough is possible in July and the EU is ready to do its part to make it happen. The EU has put its export subsides on the table. We are offering that at the end of a transition period, the legal basis and the budget for EU export subsidies will be gone. We expect the US to do exactly the same for their export credits or the Canadians to do exactly the same with their Canadian Wheat Board. Export monopolies, subsidies, state guarantees or long redemption periods unfairly promote exports, depress prices and hence harm developing countries. So let's do away with them as well! Fudging the issue, playing hide and seek with academic discussions is no longer good enough", he said.

    [06] Commission to pledge €125 million at Georgia Donors' Conference, (16/06, Brussels)

    At the Donors Conference on 16 June in Brussels, the European Commission will announce a pledge of some €125 million/$150 million of European Union support to Georgia for the period 2004-2006. The assistance is designed to support the Georgian government's urgent needs in order to carry through its substantial reform plans. Together with humanitarian assistance, through the European Community Humanitarian Office (ECHO,) as well as rehabilitation in areas of Georgia affected by the conflicts in Abkhazia and South Ossetia/Tskhinvali region, total EU assistance to Georgia for 2004-2006 amounts to €137 million/ $164 million. This represents a doubling of EU assistance compared with the previous three- year period 2001-2003.

    [07] Poul Nielson to visit Brazil (15-18 June 2004)

    Poul Nielson, European Commissioner for Development and Humanitarian Aid, will visit Brazil from 15th-18th June. The visit will provide an opportunity to build on the EU's close cooperation with Brazil to ensure the conservation and sustainable management of the Amazon Basin tropical rainforests.
