    [02] Commission calls for stronger economic and budgetary coordination

    In a Communication adopted today, the European Commission advocates better interlinking the instruments for EU economic governance in order to enhance the contribution of budgetary policy to economic growth. The Commission also proposes that the Stability and Growth Pact (SGP) would benefit from an increased focus on the sustainability of public finances and increased recognition of the different economic situations in an enlarged Union of 25.

    [03] Pascal Lamy returns to South-East Asia to strengthen regional trade links

    EU Trade Commissioner Pascal Lamy returns to South East Asia from 4-7 September in a visit focused on strengthening regional and bilateral trading links. Mr Lamy will hold consultations with ASEAN Economic Ministers in Jakarta – the fifth such meeting in as many years – followed by a number of bilateral meetings, before travelling on to Singapore for meetings with the newly appointed administration. Before leaving for Asia Pascal Lamy said, “The ASEAN region is a vital political and economic partner to the EU, not just in the on-going WTO talks, but also at regional and bilateral level. During this visit I want to build upon recent developments in ASEAN’s drive for economic integration to give a further boost to our regional trade relations.”

    [04] Sécurité nucléaire sur le site de Sellafield: la Commission décide de saisir la Cour de Justice

    La Commission vient de juger insuffisante la réponse du Royaume Uni sa Directive du 30 mars 2004 relative au site de Sellafield, par laquelle elle demandait aux autorités britanniques la présentation d'un plan d'action assurant une comptabilité adéquate des matières nucléaires stockées dans l’une des installations du site ainsi que l'accès physique aux installations concernées. D’une part, la Commission ne considère pas le plan proposé comme une réponse formelle, dans la mesure où il n'a pas été officiellement approuvé par les autorités britanniques compétentes en la matière. D’autre part, ce plan ne fournit pas la Commission les informations nécessaires qui lui permettrait d’évaluer l'adéquation des mesures proposées aux exigences de la Directive. Loyola de Palacio, Vice-Présidente en charge de l’Energie et des Transports a déclaré: «La Commission doit protéger l'intérêt général des citoyens de l'UE, qui ne peut être subordonné des considérations politiques, techniques ou autres. Le Traité Euratom contient des dispositions claires en ce sens. La Commission entend les appliquer avec détermination même si elle reste disposée rechercher avec les autorités britanniques les solutions adéquates dans ce dossier.»

    En juillet 2004, par rapport juillet 2003, le volume des ventes du commerce de détail a augmenté de 1,1% dans la zone euro, et de 2,6% dans l’UE25, selon les premières estimations publiées aujourd’hui par Eurostat. Par rapport juin 2004, l’indice des ventes a progressé de 0, 4% dans la zone euro et de 0,1% dans l’UE25. Les ventes du commerce de détail ont progressé dans les États membres pour lesquels les données sont disponibles: Royaume-Uni (+6,5%), Pologne (+5,4%), Suède (+3,2%), Espagne (+3,0%), France (+2,1%), Portugal (+1,3%) et Allemagne (+0,6%).

    Commission clears JV between FNAC and Marinopoulos in Greece and Cyprus The European Commission has granted regulatory clearance, under the Merger Regulation, to plans by FNAC S.A. (France), which belongs to the group Pinault-Printemps-Redoute S.A., and Marinopoulos Brothers S.A. (Greece) to acquire joint control of an undertaking active in the retail sale of entertainment and cultural products in Greece and Cyprus by way of purchase of shares in a newly created company constituting a joint venture (the operation, notified on August 3rd, was examined under a simplified)

    [07] Le Président Prodi et le Colonel Kadhafi se rencontrent Syrte

    A l'occasion d'un déplacement privé en Libye, le Président Prodi a été convié par le Colonel Kadhafi assister aux cérémonies de l'anniversaire de la Révolution, Syrte le 31 août et le 1er septembre . Dans ce contexte, le Président Prodi a eu un entretien avec le Colonel Kadhafi. Il s'est également adressé au Congrès des comités populaires de la Révolution, dans le cadre de ces cérémonies. Le Président a été la seule personnalité étrangère avoir pris la parole cette occasion, laquelle il a été invité titre personnel, étant en vacances en Libye. Il s'agit d'une reconnaissance des efforts du Président Prodi en vue de rapprocher la Libye de la Communauté internationale et de l'Union européenne, ainsi que de la relation de confiance qu'il a développé avec le Colonel Kadhafi. Dans leur entretien, qui s'est déroulé dans une atmosphère cordiale, le Président Prodi et le Colonel Kadhafi ont passé en revue l'état des relations entre l'UE et la Libye. Le Colonel Kadhafi a reconfirmé son intérêt pour une relation formelle avec l'UE dans le cadre du processus de Barcelone. L'affaire du personnel médical bulgare et palestinien a été évoquée avec franchise. Le Colonel Kadhafi a également pleinement été mis au courant des initiatives de la Commission en vue de promouvoir une action de l'UE en faveur des personnes affectées par le Sida en Libye, et Benghazi en particulier. Enfin, le Président Prodi et le Colonel Kadhafi ont convenu de l'importance croissante des questions africaines pour la région méditerranéenne, ainsi que de l'importance d'une vision panafricaine du continent Africain, au développement de laquelle l'Union Africaine a un rôle central jouer.

    [08] Russia-EU relations: Trade in animal products will continue after 1 October

    A major loss in trade in animal products to Russia has been avoided by the introduction of uniform veterinary trade certificates, allowing EU exports of live animals and animal products to continue from 1 October without disruption. Russia blocked all such exports on 1 June but had lifted this ban until 1 October to allow discussions to take place. Russia will implement a set of uniform veterinary certificates to be used by all EU Member States exporting to Russia. These new certificates will be applicable as 1 October whilst the existing ones will phase out until the end of the year. Particular attention has been paid to certifying products originating in one Member State and processed in another. The certificates will be annually reviewed taking into account the development of the animal disease situation in the EU and new scientific data. In addition, Russia has accepted the principle of “regionalisation”, so that an animal disease outbreak in a part of a Member State will not block exports from the whole of that country nor from the rest of the EU.
