  • [01] New Member States play full part in evolving European Social Model

    The new Member States will fit into the European social model and, given their labour force reserves and high overall levels of educational attainment, are well placed in the long term to become major drivers of economic growth and social improvement. This is one of the main findings of the fifth annual report on the social situation in Europe, which is published today and is the first to cover the enlarged EU of 25 Member States. Experience of past enlargements shows that although the EU is currently faced with more acute problems of poverty, deprivation and inequality, there will be a benefit over time.

    [02] Sécurité maritime : la Commission publie une nouvelle liste des navires interdits d'accès dans les ports de l'UE

    La Commission européenne a publié au Journal officiel la liste des navires dont l'accès a été refusé dans les ports de l'Union européenne entre le 1er novembre 2003 et le 3 août 2004. Cette information doit être publiée en application des nouvelles règles européennes sur le contrôle par l'Etat du port pour assurer la transparence et pour dissuader ceux qui ne satisfont pas aux normes de sécurité maritime applicables. "Cette disposition fait partie de l'ensemble de mesures législatives adoptées suite aux catastrophes de l'Erika et du Prestige, pour mettre fin aux marées noires et aux "bateaux poubelles". La pression doit être maintenue pour garantir la sécurité maritime au niveau mondial et veiller à une application rigoureuse de la part des Etats Membres", a déclaré Loyola de Palacio, Vice-Présidente de la Commission européenne chargée des transports et de l'énergie. Parallèlement, l'Agence européenne de la sécurité maritime publie sur son site web, à la demande la Commission, une liste régulièrement mise à jour des navires interdit d'accès dans les ports de l'UE.

    [03] Franz Fischler rebuffs "CAP bashing" in the US

    Speaking about "Facts and Fiction of Agricultural Policies" at the Harvard University Farm Commissioner Franz Fischler underlined that the changes in the Common Agricultural Policy (CAP) were absolutely necessary for European agriculture to keep pace with modern objectives. According to Mr Fischler, the main achievements of the CAP were the renunciation of a trade distorting system, a shift of emphasis from quantity to quality and the conformance of a set of environmental, food safety and animal welfare requirements explicitly demanded from European consumers. "These reforms set a precedent in the WTO. We have ensured that our agricultural policy reform has put world trade reform on track and not vice-versa", commented Mr Fischler. He also warned against the misuse and trivialisation of data such as the Producer Support Estimate (PSE). Furthermore, the Commissioner called for international teamwork being "high time that our partners start looking forward to the goals which we must work towards together".

    [04] Commission hails the proposal of the Russian government to ratify the Kyoto protocol (30/09)

    The European Commission welcomed warmly the decision of the Government of Russia to submit the proposal to ratify the Kyoto Protocol to the Duma. The President of the Commission, Romano Prodi praised the Government's proposal. "Once the Duma confirms the ratification it means that the Kyoto Protocol will enter into force. This is a huge success for the international fight against climate change. The Commission looks forward to working with Russia on carrying out the Protocol", the President said. President Prodi and the Commission have pushed the issue repeatedly in different contacts with Russian authorities over the past months. Only last week the President held a long telephone conversation with President Putin on Kyoto Protocol. "I have always held the view that this is in the best interest of Russia and its people. Global climate change is a fight that our generation has to win for the sake of the future of our children and this planet. We have no right to go back on our promises. The Kyoto Protocol is the best available weapon in the hands of the international community. Today President Putin has sent a strong signal of his commitment and sense of responsibility", the President stated.

    [05] Afghanistan : Commission continues to deliver on its reconstruction pledge

    As part of its €400 million package to Afghanistan for 2003-04, the European Commission has adopted a proposal for a Sixth Reconstruction Programme with a total budget of €34 million. The purpose of this programme is to enhance the living conditions of the ordinary Afghan population, with a particular focus on rural poverty and restoration of farming activities. This programme will continue to contribute to the restoration of political stability and stronger public administration, promote respect for the rule of law and human rights, especially those of women, and alleviate poverty by improving levels of economic activity. The programme underlines the Commission's continuing commitment to the rebuilding of Afghanistan, as the country approaches its landmark Presidential election, to be held on 9 October.

    [06] L'administration en ligne au-delà de 2005 : recommandations CoBrA en faveur de services publics modernes et innovants d'ici à 2010

    Le 28 septembre, lors d'une réunion sur "L'administration en ligne au-delà de 2005" qui s'est tenue au musée d'art moderne CoBrA d'Amsterdam sous l'égide de la présidence néerlandaise de l'UE, les responsables des initiatives nationales d'administration en ligne de quelque 30 pays européens ont formulé un ensemble de recommandations afin de moderniser les services publics et d'y promouvoir l'innovation d'ici à 2010.

    Dans quels Etats membres la proportion de personnes âgées est-elle la plus importante ? Combien d'adultes participent dans l'UE à des programmes d'éducation et de formation ? Dans quel Etat membre y a-t-il la plus grande proportion d'abonnements au téléphone mobile et quelles sont les variations de prix des appels entre les différents pays ? Dans quels Etats membres la densité d'autoroutes et de chemins de fer est-elle la plus élevée ? Les réponses à ces questions, et à bien d'autres, se trouvent dans la 9e édition de l'Annuaire Eurostat, publié aujourd'hui par Eurostat qui permet d'accéder au service d'information d'Eurostat en donnant une vue d'ensemble de l'éventail des données disponibles et fournit l'évolution des principaux indicateurs au cours des dix dernières années dans l'UE, la zone euro et les 25 Etats membres, ainsi que dans les principaux partenaires économiques de l'UE, lorsque les données sont comparables.
