[02] Commission clears acquisition of Volvo's axle production business by ArvinMeritor

The European Commission has approved the acquisition of the axle production business of the Volvo Group by the American company ArvinMeritor, a global manufacturer of automotive parts. The Commission's investigation has shown that the transaction will have no significant impact on competitive conditions in view of the structure of the axle market in Europe

[03] EU Accounting Regulatory Committee Opinion on IAS 39

The EU's Accounting Regulatory Committee (ARC) voted on 1st October, by a qualified majority, to give a favourable opinion on the European Commission’s proposal to endorse International Accounting Standard number 39 on financial instruments, minus the provisions on full fair value and portfolio hedging of core deposits. The ARC is chaired by the Commission and comprises representatives of Member States' administrations responsible for accounting issues. In the light of the ARC opinion, the Commission will now proceed to adopt during the next few weeks a Regulation requiring the use of IAS 39, minus the provisions on fair value and portfolio hedging of core deposits, by all listed companies from 1 January 2005. Member States will have the option of requiring the sections of IAS 39 concerning portfolio hedging of core deposits to be applied. In those Member States that do not require the application of these sections on core deposits, companies will have the option of doing so. However, Member States and companies will not have the option of applying the provisions of IAS 39 concerning the full fair value option. Once the International Accounting Standards Board (IASB) has revised IAS 39 as regards the full fair value option to take account of concerns expressed by inter alia the European Central Bank and the Basel Committee of banking regulators, the Commission will amend the Regulation so as to require the use of the suitably revised provisions on the full fair value option. The Commission hopes these fair value provisions will be revised by the IASB early in 2005.

[04] Loyola de Palacio to visit Libya to explore possible future cooperation on energy and transport

The European Commission Vice-President Loyola de Palacio, in charge of Energy and Transport, will be visiting Tripoli on Monday 4th and Tuesday 5th October 2004 at the invitation of the Libyan authorities. During her visit, Ms de Palacio will be meeting with President Mu'ammar Qadhafi, the Prime Minister and the Ministers of Energy and Transport. She will discuss with the Libyan Authorities possible future cooperation between the EU and Libya in the energy and transport sectors both at a bi-lateral and a regional level, once the EU and Libya have established formal relations in the framework of the Barcelona process.

[05] Chris Patten to visit Belgrade, 5 October 2004

The European Commissioner for External Relations, Chris Patten, will visit Serbia and Montenegro on 5 October together with High Representative Javier Solana to discuss plans to help Serbia and Montenegro speed up progress on its way to the EU through a so-called "twin-track" approach. Commissioner Patten will also urge political leaders to fully cooperate with the International Criminal Tribunal for the Former Yugoslavia (ICTY). He will meet political figures from all levels of government, including State Union President Svetozar Marovic, Foreign Minister Vuk Draskovic, Serbian President Boris Tadic, Serbian Prime Minister Vojislav Kostunica and Deputy Prime Minister Miroljub Labus and Montenegrin Prime Minister Milo Djukanovic.
