  • [01] Les opérateurs du secteur des transports routiers conjuguent leurs efforts pour rendre les transports routiers plus sûrs, moins polluants et plus compétitifs

    La recherche dans le domaine des transports doit se concentrer sur les défis de demain, qui consistent notamment à garantir la mobilité des personnes et des produits, la sécurité routière, l'efficacité énergétique et le renforcement de la compétitivité du secteur. C'est là le message clair transmis par le Conseil consultatif européen chargé de la recherche sur les transports routiers (European Road Transport Research Advisory Council – ERTRAC), qui adoptera demain son programme de recherche stratégique pour le secteur d'activité concerné. L'ERTRAC réunit des représentants de l'industrie automobile, des autorités nationales et des collectivités locales, des chercheurs, des ONG et des universités de toute l'Europe. En fixant à la recherche sur les transports des objectifs communs, l'ERTRAC peut maximaliser l'impact des investissements publics et privés et veiller à ce que la recherche soit adaptée aux besoins du secteur.

    [02] Public health : €43.5 million call for projects underway

    The European Commission's Directorate General for Health and Consumer Protection will hold an information day on 3 February for organisations planning to bid for funding under the EU's Public Health Programme. A call for projects under this programme was launched in January and around 300 project promoters from across Europe are expected to participate in the meeting, which is being held in Luxembourg. The Commission has allocated a global budget of €43.5 million for this year's call for projects. In the field of health information, priorities include piloting cooperation between EU health services to support patient mobility, and developing an EU Public Health Portal. Special attention will also be paid to implementing EU wide health indicators and improving data collection in relation to major diseases. With regard to health threats, work will continue to build capacity and preparedness to respond to major public health threats. A focus for 2005 will also be the promotion of good practice in childhood and adult immunisation programmes, to support access to vaccines and to bolster public confidence. Physical activity and genetic determinants will be added to the existing priorities of nutrition, alcohol, tobacco and drugs in the field of health determinants. Emphasis will be placed on cross-cutting strategies focusing on key target groups such as young people.

    [03] Commission clears acquisition of Albacom by BT

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Albacom SpA of Italy by British Telecommunications plc of the United Kingdom (BT). BT is one of Europe's leading telecommunications operators. Its main activities include local, national and international telecommunication services, internet products and services and IT solutions. Albacom provides voice, data and internet services including value added services to business customers and wholesalers in Italy. The operation was examined under the simplified merger review procedure.

    Le groupe d'experts européen constitué par la Commission européenne et chargé par elle des questions de sécurité juridique liées à la compensation et au règlement livraison a tenu sa première réunion à Bruxelles le 31 janvier 2004. Le groupe analysera ces questions dans la perspective de l'intégration des systèmes européens de compensation et de règlement livraison de titres et conseillera la Commission en conséquence. Présidé par la Commission, il est composé d'une trentaine d'experts juridiques issus du monde universitaire et des secteurs public et privé, avec une participation fondée sur la personnalité propre de chacun, plutôt que sur sa représentativité. De fait, la composition du groupe a été essentiellement déterminée par le désir de réunir des compétences et, partant, de sélectionner les candidats sans souci de leurs appartenances.

    [05] Banana imports : Commission announces envisaged new tariff for bananas to the WTO

    On 31 January, the European Commission notified to the WTO its intentions concerning the level of duty in the new tariff-only system for the EU's import regime for bananas. The new tariff proposed by the Commission of €230 per tonne for most favoured nation (MFN) suppliers - mostly in Latin America - is intended to replace as of 1 January 2006 the present regime based on tariff quotas. The new proposed duty preserves the current level of market access for WTO members exporting bananas to the EU under the WTO's most favoured nation conditions. The Commission has proceeded with this notification to the WTO under the terms agreed in Doha in 2001. These terms had been explicitly requested by the Latin American exporting countries, and they provide for the possibility of arbitration on the level of the tariff. The EU will maintain a preference for African, Caribbean and Pacific (ACP) countries, in a manner respecting entirely the EU's obligations and commitments towards all interested parties. The Commission also welcomed as a new and positive element the efforts undertaken by the Presidents of the Latin American exporting countries to foster their cooperation and their openness to discuss the issue with the EU. The Commission intends to intensify its dialogue with these countries in a positive and constructive manner. The Commission would like to stress that the notification of its intentions to the WTO is an unavoidable procedural step that does not preclude constructive engagement with the exporting countries.

    [06] Majority of Member States support Commission's proposal for a reformed cohesion policy in 2007-2013 (31/01)

    Danuta Hübner, the European Commissioner responsible for Regional Policy, noted that the Commission's proposal for the next generation of cohesion policy programmes is supported by a majority of Member States. This is a significant step towards an agreement by June 2005. In its proposals, the Commission calls for a reformed cohesion policy based around three objectives : convergence, regional competitiveness and territorial cooperation.

    Le taux de chômage de la zone euro, corrigé des variations saisonnières, s'est élevé à 8,9% en décembre 2004, par rapport à 8,8% en novembre, selon les données publiées aujourd'hui par Eurostat. Il était également de 8,9% en décembre 2003. Le taux de chômage de l'UE254 a été de 8,9% en décembre 2004, inchangé par rapport à novembre. Il était de 9,1% en décembre 2003. En décembre 2004, les taux les plus bas ont été enregistrés en Irlande (4,3%), au Luxembourg (4,4%), en Autriche (4,5%), au Royaume-Uni (4,6% en octobre) et aux Pays-Bas (4,7% en novembre). Les taux de chômage les plus élevés ont été observés en Pologne (18,3%), en Slovaquie (16,9%), en Grèce (10,5% en juin), en Espagne (10,4%) et en Allemagne (10,0%).

    [08] The Stabilisation and Association Agreement with Croatia enters into force today

    The Stabilisation and Association Agreement is an essential cornerstone of the EU's Stabilisation and Association Process for the region. The SAA is the first comprehensive Agreement between the EU and Croatia, similar to the "Europe Agreements" with previous candidate countries.

    Les 31 janvier et 1er février 2005, la Présidence luxembourgeoise de l'UE a lancé Europass, avec la Commission européenne, à l'occasion d'une conférence qui a réuni, au Grand-Duché, 300 représentants des acteurs de l'éducation et de la formation, ainsi que des partenaires sociaux originaires de 32 pays européens. Europass est un service direct aux citoyens qui les aidera à rendre leurs qualifications et compétences compréhensibles partout en Europe. Il facilitera donc leur mobilité à des fins à la fois professionnelles et de formation et d'éducation tout au long de la vie.

    [10] Danuta Hübner visits the United Kingdom

    Speaking today at the Delivering Sustainable Communities Conference in Manchester, European Commissioner for Regional Policy Danuta Hübner explained how EU-funded regional policy can help areas such as east Manchester to develop their potential and contribute to growth and to the development of the knowledge economy over the next ten years. At a public lecture at the London School of Economics on 3 February, Ms Hübner will point out how regional policy can bring about the Lisbon agenda. She will argue that the attempts by a certain number of Member States to reduce the Community budget and to take back to national level certain elements of European regional policy risk diluting the effectiveness of Europe's best available method of bringing its economy up, through growth and job creation.

    [11] Green Week 2005 : Commission invites school children to participate in competition

    The European Commission invites all children in the enlarged EU and candidate countries, aged between 6 and 16 years, to take part in its Green Week schools competition 2005. The competition is part of the annual Green Week conference and exhibition, which will take place from 31 May to 3 June 2005 in Brussels. This year the competition highlights the theme of climate change. Younger children may create drawings and paintings illustrating their views about climate change, while older pupils are invited to submit a short digital video on the same subject.
