  • [01] La Commission débloque €1,4 million pour généraliser le port de la ceinture de sécurité

    La Belgique s'apprête à lancer la première campagne paneuropéenne de sensibilisation au port de la ceinture de sécurité dans tous les véhicules. Présente dans dix Etats membres, la campagne Euchires 2005 s'adresse tout particulièrement aux enfants. Dans un domaine pour lequel l'information et l'éducation comptent autant que la répression, la Commission contribue à systématiser les échanges d'expériences et de bonnes pratiques entre les Etats membres. "La situation demeure trop préoccupante pour ne pas agir", a souligné Jacques Barrot, vice- président de la Commission en charge des Transports. "Notre but est de réduire de moitié le nombre de morts sur les routes européennes d'ici 2010."

    [02] Environmental information : new directive giving the public better access takes effect

    New rules giving the European public better access to environmental information become binding for all European Union Member States today. The new directive strengthens the existing EU rules in this area, aligning them with the environmental information requirements of the 1998 Aarhus Convention. This Convention grants the public access to environmental information, provides for public participation in environmental decision- making and allows the public to seek redress when environmental law is infringed. The new rules are a key step towards improved transparency in environmental policy making. It will pave the way for giving citizens a greater say in environmental matters.

    [03] Des plastiques respectueux de l'environnement : la Commission salue l'engagement volontaire de l'industrie

    Sacs en plastique, tasses, bacs à plantes, emballages... Nous utilisons tous chaque jour des produits à base de polymères. Certains polymères sont biodégradables et compostables, même si cela ne se voit pas. Encouragé par la Commission européenne, un consortium de fabricants s'est à présent engagé de plein gré à utiliser, dans le secteur de l'emballage, des polymères respectueux de l'environnement et à garantir ainsi un haut niveau de biodégradabilité pour leurs produits. En cas de succès, cette initiative pourrait également inciter d'autres secteurs à prendre des mesures similaires.

    [04] Commission clears acquisition of UAB Palink by CVC and Baltisches Haus

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of the Lithuanian company UAB Palink by Beleggingsmaatschappij Smitho B.V. of the Netherlands, which trades as CVC International Palink (CVC). CVC is controlled by Citigroup Inc. (of the US) and Baltisches Haus Limited of the Isle of Man, and is a company incorporated by Citigroup Venture Capital for the purpose of effecting the investment. Baltisches Haus is the holding company for the Ortiz family interests in Lithuania and has two main subsidiaries, namely UAB Palink, which is the target of this transaction, and UAB Baltisches Haus. UAB Palink is active in the retail of daily consumer goods in Lithuania with 132 stores ; the IKI supermarket chain, the Ikiukas convenience stores network and the Pigiau Grybo chain of discount stores. UAB Palink also provides discount and in-store payment cards. The operation was examined under the simplified merger review procedure.

    [05] former Yugoslav Republic of Macedonia : another step forward on the road to accession

    On 22 March 2004, the former Yugoslav Republic of Macedonia applied for membership of the European Union. The European Commission was subsequently requested, on 17 May 2004, by the Council of Ministers to prepare an Opinion on the application, thus setting in motion the process which could lead to the former Yugoslav Republic of Macedonia joining the EU. Among the sources of information used by the Commission in the preparation of this Opinon will be the answers to the Questionnaire which the Government of the former Yugoslav Republic of Macedonia will hand over to President Jose Manuel Barroso and Olli Rehn, Commissioner for Enlargement today in Brussels.

    [06] Benita Ferrero-Waldner on results of Iraq's election

    European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, gave this response to the publication of results following Iraq's 30th January election : "The preliminary publication of results from Iraq's first pluralist elections marks another step forward in Iraq's political transition. I congratulate those who will now have the task of building a governing coalition. The Commission looks to those who have been elected to assume the responsibility of governing Iraq in the name of the whole Iraqi people. I trust they will ensure full representation of Iraq's diverse society in the political process, and in particular in the drafting of the Constitution."

    [07] Asian Tsunami : Commission reconstruction mission to Sri Lanka and Indonesia

    Senior European Commission officials and experts will arrive in Asia today to identify potential projects and select priorities for action in tsunami- hit areas. The joint DG Relex/Europaid mission will visit affected areas and discuss with the governments of Sri Lanka and Indonesia how EU assistance worth up to €350 million can best be used to support reconstruction efforts. The mission will also coordinate with other donors. The European Investment Bank will join the mission to plan implementation of its loan package (Indian Ocean Tsunami Facility), which will finance large scale infrastructure redevelopment and initiatives to revitalise private sector activity in the region. Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, will visit Sri Lanka and Indonesia next month.

    En termes de connexions à Internet, les femmes ont dépassé les hommes ces trois dernières années, selon un nouveau rapport de la Commission européenne. Les personnes âgées de plus de 55 ans acquièrent elles aussi – et de plus en plus – des compétences informatiques, et cette tendance devrait se poursuivre. Pour autant, les personnes à faible niveau d'éducation et peu rémunérées ne progressent pas aussi rapidement, ce qui les prive de nouvelles chances. L'éducation, l'âge et le revenu demeurent, selon ce rapport, les trois principaux facteurs de la fracture numérique.

    [09] Markos Kyprianou visits Russia to facilitate trade in plant and animal products and discuss health threats

    European Health and Consumer Protection Commissioner Markos Kyprianou begins an official visit to Moscow today – the first member of the Barroso Commission to go to Russia. Commissioner Kyprianou commented : "I have chosen Russia as my first bilateral visit to a third country because I consider Russia to be a very important neighbour and partner. I look forward to constructive discussions with my counterparts on issues of mutual concern." On Tuesday, Mr Kyprianou will meet Russian Agriculture Minister Aleksey Vasilyevich Gordeyev and the Head of Russia's Veterinary and Phytosanitary Service, Sergei Dankvert. The Commissioner will give his political backing to ongoing negotiations with the Russian authorities on phytosanitary certificates. He will discuss Moscow's demand for a harmonised phytosanitary certificate for all EU plant exports by April 1st, and Russian bans on plant exports from a number of EU Member States. Whilst in Moscow, the Commissioner will also meet Russian Health Minister Mikhail Zurabov to discuss cooperation and share experience in tackling health threats. In particular, he will underline the importance of the exchange of information and best practices between the EU and Russia. Commissioner Kyprianou will visit the Federal AIDS Centre of the Ministry of Health on Monday evening.

    [10] Joe Borg en Italie : "Travaillons ensemble pour une pêche durable en Méditerranée"

    En visite en Italie le 11 février, Joe Borg, Commissaire européen à la Pêche et aux Affaires maritimes, a encouragé les acteurs du secteur à prendre part à l'adoption des mesures proposées par la Commission en vue de la protection des stocks halieutiques et de la réduction des effets dommageables de la surpêche en Méditerranée. Selon lui, les parties intéressées ont également un rôle important à jouer pour assurer la bonne application des mesures en faveur d'une pêche durable et favoriser, grâce au dialogue, la mise au point de mesures communes pour toute la Méditerranée. Les captures n’ont cessé de diminuer au cours des vingt dernières années en Méditerranée et des mesures urgentes s'imposent afin d'éviter les problèmes déjà rencontrés avec un certain nombre des stocks les plus importants du point de vue commercial de la mer du Nord et de l'Atlantique. Les mesures proposées par la Commission ont été spécialement conçues pour la Méditerranée. Elles mettent en place un cadre intégré et flexible tenant compte des différences existant entre les pêcheries, les stocks et les habitats. Le dialogue et la coopération internationale sont la clé de l'avenir de la pêche en Méditerranée. Dans ce contexte, M. Borg a salué le renforcement de la commission générale des pêches pour la Méditerranée (CGPM) et la création de Medisamak, qui regroupe les associations de pêcheurs de la Méditerranée. Le commissaire Borg a également indiqué qu'il se réjouissait de la création du conseil consultatif régional pour la Méditerranée.
