  • [01] Changement climatique : l'augmentation de la consommation de charbon fait progresser les émissions de gaz à effet de serre dans l'Union en 2003

    Par rapport à 2002, les émissions de dioxyde de carbone (CO²) et d'autres gaz à effet de serre ont augmenté de 1,5% en 2003 dans l'UE-25. La progression des émissions a atteint 1,3% dans l'UE-15. Tels sont les résultats des dernières estimations nationales recueillies par l'Agence européenne pour l'environnement (AEE). Si l'on prend la moyenne des cinq dernières années, les émissions dans l'UE-15 ont enregistré une baisse de 2,9% par rapport à leur niveau de 1990. En vertu du protocole de Kyoto sur les changements climatiques, les pays de l'UE15 doivent réduire leurs émissions combinées de gaz à effet de serre de 8%, en moyenne entre 2008 et 2012, par rapport au niveau de 1990. Or, en 2003, les émissions de gaz à effet de serre ont progressé dans l'Union en raison de l'augmentation de la consommation de charbon pour la production d'électricité.

    [02] Tomorrow's rural development policy : broader, simpler, responding better to citizens' concerns

    On 20 June, the Agriculture Council reached political agreement on a Regulation on rural development support through the European Agricultural Fund for Rural Development for the next programming period (2007-2013). The new policy is : broader, since it addresses innovation and restructuring needs in farming and forestry activities, improves environmental protection and should create more jobs and opportunities in rural areas ; simpler, because it reduces the existing multiplicity of programmes and financial instruments into a single framework ; better, because it is able to respond to citizens' concerns for food safety and quality and their demand for rural amenities. Further it considers farmers within the food chain, land management issues, and the needs of farmers and the wider rural population.

    [03] EURODAC assure une gestion efficace du régime d'asile européen commun

    Le second rapport d'évaluation du fonctionnement d'EURODAC, la base de données de l'UE de comparaison des empreintes digitales des demandeurs d'asile et des immigrants illégaux dont l'objectif est de contribuer à déterminer l'Etat membre qui est responsable de l'examen d'une demande d'asile, montre que le nombre de demandes d'asile multiples a doublé en 2004. Le rapport d'évaluation souligne le bilan très satisfaisant des activités de l'unité centrale d'EURODAC, en termes d'efficacité, de qualité et de coût. Après deux ans de fonctionnement, EURODAC confirme ainsi son rôle central en tant qu'instrument de gestion de l'asile dans l'UE.

    [04] First quarter 2005 compared to first quarter 2004 : Euro-zone labour costs up by 3.1% ; EU25 up by 3.4%

    Total hourly labour costs in the whole economy of the euro-zone grew by 3.1% in nominal terms in the first quarter of 2005 compared to the first quarter of 2004, reports Eurostat. In the fourth quarter of 2004 the increase was 2.5%. In the EU25 the annual rise was 3.4% in the first quarter of 2005, compared to 2.9% in the previous quarter. Among the Member States for which data are available in the first quarter of 2005, the smallest annual rises were recorded in Germany (1.2%), Luxembourg and Portugal (both 1.9%) and Austria (2.5%). The largest increases were observed in Latvia (16.3%), Lithuania (12.2%), Slovenia (11.5%) and Estonia (9.6%). In industry, hourly labour costs rose by 3.5% in the euro-zone and by 3.6% in the EU25. Among the Member States for which data are available, annual changes ranged between +1.3% in Portugal and +13.8% in Latvia.

    [05] Sommet UE-Etats-Unis : une nouvelle impulsion donnée à la coopération réglementaire en vue d'accroître les échanges et les investissements UE-Etats-Unis

    Lors du sommet organisé à Washington le 20 juin, l'UE et les Etats-Unis ont convenu de développer leurs échanges et investissements mutuels, par la mise en place d'un Forum de coopération de haut niveau en matière de réglementation qui aura pour objet de faciliter la coopération sur le plan réglementaire. Des experts des deux continents partageront le fruit de leur expérience, échangeront les meilleures pratiques et identifieront les priorités en matière de coopération pour l'année à venir. De plus, les responsables européens et américains ont approuvé une feuille de route pratique conçue pour améliorer la coopération réglementaire. La "feuille de route 2005 pour une coopération réglementaire" établit le calendrier de plusieurs actions concrètes de coopération réglementaire entre la Commission européenne et le gouvernement américain pour l'année à venir. Le sommet a encouragé la coopération sur des questions telles que la sécurité automobile, les piles à hydrogène ou les méthodes d'expérimentation non animale pour les produits cosmétiques.

    [06] Signature of the Joint Memorandum on Social Inclusion with Romania

    Vladimír `pidla, European Commissioner for Employment, Social Affairs and Equal Opportunities, and the Romanian Minister for Labour, Social Solidarity and the Family, Mr Gheorghe Barbu, signed on 20 June the Joint Memorandum on Social Inclusion, the objective of which is to prepare Romania for participation in the European Social Inclusion Strategy. The Memorandum analyses the key political challenges in the social field and makes recommendations for the next steps in the struggle against poverty and social exclusion.

    [07] Statement by European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, on the conclusion of the legislative elections in Lebanon (20/06)

    "I warmly congratulate the Lebanese people and the Government of Lebanon for the successful conduct of the parliamentary elections. These elections constitute an important turning point in the history of Lebanon as a means to reaffirm full sovereignty and political independence in line with UN Security Council Resolution 1559. I am pleased with the good organisation and conduct of the elections, as reported by the EU Election Observation Mission. I am grateful to the chief observer Ignacio Salafranca, Member of the European Parliament, and his team for all their hard work. The present elections process were an important and successful first step and provide a good basis for further progress in the broader reform of the election system in future. The recommendations of the EU observation mission should be helpful in this. The European Commission is fully committed to provide its assistance to support reform efforts of the new Lebanese government emerging from the present elections. Close cooperation among partners will be essential to ensure that we achieve together a coordinated plan for targeted support to Lebanon. Our first priority should now be to support the political and economic reforms that the Lebanese people have been calling for and we expect a clear commitment from the government to implement such a reform agenda. In order to be able to respond to immediate needs of Lebanon after the elections the Commission has put together a reform support programme of €10 million, which I will soon propose to the Council. The best way of providing support in the future is through the European Neighbourhood Policy. I am ready to launch the work on this as soon as the new government is prepared to start consultations with us on the elaboration of an Action Plan."

    [08] Inauguration officielle de l'Autorité européenne de sécurité des aliments

    L'Autorité européenne de sécurité des aliments (EFSA) a été inaugurée officiellement aujourd'hui à Parme en présence du Président de la Commission européenne, José Manuel Barroso, du Commissaire responsable de la santé et de la protection des consommateurs, Markos Kyprianou, du Premier ministre italien, Silvio Berlusconi, et du Directeur de l'EFSA, Geoffrey Podger. Instituée en 2002, l'EFSA fournit depuis le début 2003 des avis et conseils scientifiques indépendants, en particulier dans le domaine de la sécurité des aliments, aux responsables des politiques européennes.
