  • [I] Résultats de la Commission de ce jour - Outcome of today's Commission meeting

    [01] Commission recommends further steps under the excessive deficit procedure for Italy

    Following its report of 7 June (IP/05/681) and the opinion of the Economic and Financial Committee, the European Commission considers that there is an excessive budget deficit in Italy. The deficit was 3.2% of GDP in 2003 and 2004 and is expected to remain well above the 3% Treaty reference value in 2005 and 2006 under an unchanged policy scenario. At around 107%, Italy's debt to GDP ratio is also well above the Treaty reference value of 60% and not decreasing fast enough. The Commission recommends that this budgetary situation be corrected by the end of 2007 at the latest through structural measures. The Ecofin Council is expected to endorse these recommendations at its next meeting of July 12.

    [02] Commission opens investigation into aid to Poczta Polska

    The European Commission has opened a formal investigation into public support for Poland's universal postal service provider. The compensation for Poczta Polska for providing the universal postal service will be examined under EC Treaty rules on state aid, in order to verify whether the company will be overcompensated for the provision of the universal postal service. EC Treaty state aid rules require Member States not to grant aids or subsidies which distort or threaten to distort competition within the EU's Single Market

    [03] ARGO Work Programme 2005 : a tool to deal with illegal immigration in the Mediterranean

    The European Commission has adopted the ARGO Work Programme 2005, which aims at promoting cooperation between Member States in the areas of external borders, visas, asylum and immigration. This year's Programme provides €2 million out of the total budget (nearly €6.7 million) to support operational activities to address the emergencies caused by illegal immigration in the Mediterranean. This responds to the June Justice and Home Affairs Council call to address the crisis situation in the Mediterranean and to prevent the human tragedies that take place following attempts to enter the EU illegally by sea.

    [04] La Commission lance le débat sur l'étiquetage écologique des produits de la pêche

    La Commission européenne a présenté aujourd'hui une communication qui a pour objet de lancer un débat sur les meilleures pistes explorer en matière d'étiquetage écologique des produits de la pêche. Cette initiative tient compte de l'intérêt grandissant que les organisations non gouvernementales du secteur de l'environnement et le grand public manifestent l'égard des produits alimentaires pour lesquels la durabilité environnementale a été prise en considération. Divers systèmes d'étiquetage écologique ont déj été établis en ce qui concerne les produits de la pêche et l'on travaille actuellement d'autres initiatives, mais des incertitudes subsistent quant la fiabilité. L'Organisation des Nations unies pour l'alimentation et l'agriculture (FAO) a récemment adopté des directives internationales sur l'étiquetage écologique, un des problèmes dont les enjeux et les effets potentiels sur la liberté des échanges font l'objet de discussions dans d'autres enceintes internationales telles que l'OMC. La Commission s'est engagée intégrer la dimension environnementale dans le secteur de la pêche et elle souhaite tirer le meilleur parti de l'étiquetage écologique du poisson et des produits de la pêche. Elle songe dans cet esprit trois formules envisageables pour que l'on puisse cet égard continuer progresser dans l'UE. La première est de s'en tenir au statu quo et de laisser ces systèmes se développer spontanément. La seconde vise la création d'un système communautaire unique de label écologique et la troisième impliquerait l'élaboration d'exigences communautaires minimales pour une adhésion volontaire des systèmes d'étiquetage écologique. De ces trois solutions, la dernière est celle qui serait la plus judicieuse aux yeux de la Commission. Le débat est lancé ; il va maintenant s'engager avec les autres institutions de l'UE et avec les acteurs concernés.

    [05] Commission clears acquisition of GV and GV Services by IBM

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Global Value S.p.A. (GV) of Italy and Global Value Services S.p.A. (GV Services), also of Italy, by IBM Italia S.p.A., belonging to IBM Corp. (IBM) of the US. IBM globally develops, produces and markets information technology (IT) systems, equipment and software and offers services, principally in the IT area. GV and GV Services form a single economic entity (GVEntity). GV Services is active in the design and operation of IT infrastructures and IT application development and maintenance, whilst GV takes care of the marketing and distribution of GV Services' output, predominantly in Italy. GVEntity is currently jointly controlled by IBM Italia and Business Solutions, which is a wholly owned subsidiary of Fiat S.p.A of Italy. The operation was examined under the simplified merger review procedure.

    [06] Les Centres Relais Innovation : l'avenir plus proche

    Les petites et moyennes entreprises rencontrent souvent des difficultés pour exporter des technologies ou un savoir-faire, ou bien elles se trouvent dans l'impossibilité de satisfaire leurs besoins en technologie dans leur propre pays. Pour garantir que l’énorme potentiel d'innovation des 25 millions de PME de l'Union européenne soit pleinement exploité, un réseau de Centres Relais Innovation (CRI) a été créé en 1995 pour favoriser le transfert transnational de technologies innovatrices et promouvoir des partenariats technologiques. Lors de sa réunion annuelle organisée Bruxelles du 27 au 29 juin 2005, le réseau CRI a rassemblé les parties prenantes européennes et régionales pour discuter de nouvelles méthodes et de nouveaux objectifs pour l'avenir de l'aide l'innovation – et célébré 10 années de succès qui ont mobilisé les entreprises innovatrices et fait de l'innovation une réalité économique.

    [07] EU accedes to International Convention for the Protection of New Varieties of Plants

    The EU today became a full member of the International Convention for the Protection of New Varieties of Plants (UPOV) by depositing the instruments of accession at the General Secretariat of the UPOV in Geneva. Accession to the UPOV Convention will allow the EU to fully benefit from the rights conferred by the Convention, and to be recognised as a full member of this international group with clear-cut obligations and rules when it comes to plant variety rights. The UPOV Convention aims to ensure a harmonised international system for the protection of plant varieties and encourage the development of new varieties of plants. It was adopted in 1961, and has been revised three times, the most recent being in 1991. As a consequence of EU membership, all plant breeders of the European Community will enjoy the same rights as other UPOV members when it comes to the protection of plant varieties. The EU also has its own Regulation on Community Plant Variety Rights, based on UPOV recommendations, which allows breeders with a distinctive plant variety that fulfils certain criteria to be granted intellectual property rights at EU level.     [08] La Commission présentera l'automne une proposition sur les conférences tarifaires de l'IATA

    Mme Neelie Kroes, membre de la Commission européenne chargée de la concurrence, entend proposer l'automne 2005 un règlement d'exemption par catégorie révisé en ce qui concerne les conférences tarifaires de l'Association internationale du transport aérien (IATA) pour le transport de passagers. Le règlement d'exemption actuel (règlement (CEE) n° 1617/93) arrivant expiration le 30 juin 2005, le nouveau règlement entrera en vigueur avec effet rétroactif au 1er juillet 2005. La Commission a lancé une vaste consultation des parties intéressées sur la révision du règlement (CEE) n° 1617/93 (voir IP/05/289) ; la procédure de consultation suit son cours.

    [09] Janez Potočnik to visit Cadarache, future site of ITER

    Following on from the decision of the six international parties to build the ITER experimental project in Cadarache, France, the European Commissioner for Science and Research, Janez Potočnik announced today that he will visit the site on 3 July. He will visit the existing fusion research facilities, examine the future site of the ITER project and hold meetings with local and regional officials.
