  • [01] La Commission étend la protection des données à caractère personnel ; objectif : renforcer la coopération policière et judiciaire dans la lutte contre le terrorisme et la criminalité organisée

    Alors que la criminalité organisée et le terrorisme sévissent de plus en plus par-delà les frontières, la Commission européenne a présenté aujourd'hui de nouvelles propositions destinées à renforcer la protection des données à caractère personnel et l'efficacité de l'échange d'informations entre les services répressifs nationaux. La proposition de décision-cadre relative à la protection des données à caractère personnel traitées dans le cadre de la coopération policière et judiciaire en matière pénale présentée aujourd'hui - de même qu'une proposition récente relative à la conservation des données par les fournisseurs de services de communication - reflètent l'approche globale de la Commission tendant à renforcer la coopération internationale de manière à garantir la sécurité et la protection des citoyens, tout en protégeant les libertés fondamentales, en particulier le droit au respect de la vie privée et le droit à la protection des données.

    [02] José Manuel Barroso sur l'ouverture des négociations d’adhésion avec la Turquie (03/10)

    Le Président de la Commission européenne, José Manuel Barroso, a déclaré le 3 octobre : "Nous vivons aujourd'hui un tournant dans les relations entre l'Union européenne et la Turquie. Une Turquie stable et démocratique, en paix avec ses voisins, est un objectif que nous devons soutenir activement en Europe et en Turquie. C'est pourquoi nous engageons des négociations d'adhésion avec ce pays. Bien sûr le chemin qui conduira la Turquie jusqu'à l'adhésion sera long et difficile. L'adhésion, comme pour chaque pays candidat, n'est ni garantie, ni automatique. Les négociations doivent être justes et rigoureuses. Au nom de l'UE, je peux garantir que ce sera le cas. La Turquie doit être traitée comme tous les autres pays candidats. Et elle doit respecter strictement les principes de démocratie, de respect des droits de l'homme et d'état de droit si elle veut adhérer au club. L'Europe doit apprendre à mieux connaître la Turquie. Et la Turquie doit gagner les coeurs et les esprits des citoyens européens. Car ce sont eux qui en définitive décideront de l'adhésion de la Turquie. On doit offrir à la Turquie une chance équitable de démontrer qu'elle est capable de remplir toutes les conditions pour adhérer à l'UE. J'espère qu'elle le fera. Une Turquie ouverte et dynamique dans une Europe ouverte et dynamique est dans l'intérêt d'une Union européenne capable d'assumer totalement ses responsabilités dans le monde."

    [03] The European Union opens accession negotiations with Croatia

    EU Member States decided in Luxemburg on 3 October to launch accession negotiations with Croatia. The opening of the accession negotiations was made possible by the assessment of the Council of Ministers that Croatia was fully cooperating with the International War Crimes Tribunal for the former Yugoslavia (ICTY) set up by the UN. This assessment by the Council was based on a report by the ICTY Chief Prosecutor Del Ponte which outlined the progress that Croatia had made over recent months.

    [04] Olli Rehn on the negotiations on a Stabilisation and Association Agreement with Serbia and Montenegro (03/10)

    The European Commissioner for Enlargement, Olli Rehn, stated on 3 October : "I welcome the unanimous adoption by the 25 Member States of the European Union of the mandate for negotiations on a Stabilisation and Association Agreement (SAA) with Serbia and Montenegro. This agreement will deepen our economic and political relations, and forge a contractual bond between the EU and Serbia and Montenegro. It is the result of major reforms in the country. This move forward proves that together we can make tangible progress. I am looking forward going to Belgrade on Monday 10 October to take part in the opening ceremony for the SAA negotiations. I congratulate Serbia and Montenegro on achieving this major step on the road to Europe."

    [05] Enregistrement de deux dénominations de produits agricoles

    La Commission européenne a ajouté deux dénominations de produits agricoles et alimentaires à la liste des appellations d'origine protégées (AOP) et indications géographiques protégées (IGP). Il s'agit de "Tuscia" (Italie – AOP – Huile d'olive) et de "Basilico Genovese" (Italie - AOP – Herbe aromatisée). Les dénominations s'ajoutent à la liste d'environ 700 produits déjà protégés en vertu de la législation sur la protection des indications géographiques, des appellations d'origine et des spécialités traditionnelles.     [06] Commission clears acquisition of Minit Group by CVC

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Minit Group (Rydon SA of Switzerland, Minit France SAS and Montre Services SAS of France) by CVC Capital Partners Group SÃ rl (CVC) of Luxembourg. CVC provides investment advice and manages investments on behalf of investment funds. These investment funds hold controlling investments in a number of companies in various industrial sectors in Europe and the Asia-Pacific region. Minit Group operates the following businesses in Europe : Mister Minit (shoe repair, key cutting, watch repair, engraving, printing and other related services), Minit Colors (photo development and printing), Montre Services and In-Time (both watch repair specialists). It has around 1500 of its own stores and 500 franchised stores in a number of European countries, Asia, Australia and New Zealand. The operation was examined under the simplified merger review procedure.

    [07] Commission launches consumer website on the costs of mobile roaming in Europe

    The European Commission today launched a new website which aims to help consumers get a better deal when using their mobile phones abroad. For this purpose, the website makes public roaming tariffs from the operators in all 25 EU Member States. The launch of this site was signalled in July when Commissioner Viviane Reding highlighted the high cost of using mobile phones abroad and the need to ensure greater transparency of these charges. By means of tables of sample tariffs and direct links to EU mobile operators, the website intends to give EU consumers a concrete idea of the level of tariffs they are likely to face when going on holiday as well as guidance and tips on how to manage their international roaming bills. Since the announcement of the website before this summer, there are signs that competition is starting to develop, in particular with some operators offering special holiday and other tariff packages.

    [08] EU-Russia Permanent Partnership Council on Energy (03/10, London)

    The Permanent Partnership Council (PPC) on Energy held its first ever meeting in London on 3 October. Its key objective was to give additional political impetus to EU-Russia energy cooperation. The PPC described energy as a crucial part of the relationship between Russia and the EU, and discussed ways of deepening their engagement.

    [09] Benita Ferrero-Waldner to launch Border Assistance Mission in Moldova (06-07/10)

    The European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, will make her first bilateral visit to Moldova on 6-7 October. Her visit will signal the deepening of relations between the EU and Moldova in two important ways : the Commissioner will open a new Delegation of the European Commission to Moldova on 6 October, to be headed by Cesare De Montis, and on 7 October she will sign a Memorandum of Understanding between the European Commission, the Republic of Moldova, and Ukraine paving the way for the launch of an EU Border Assistance Mission. This mission, comprising of 65 staff, will help prevent cross-border crime, through provision of advice and training to improve the capacity of the Moldovan and Ukrainian border and customs services. It is hoped that improving co-operation between the two countries on border issues can also help create the right climate for settlement of the conflict in Transnistria. During her visit, Commissioner Ferrero-Waldner will meet leading politicians including the President Voronin, and Prime Minister Tarlev to discuss in particular, progress in implementing Moldova’s Action Plan under the European Neighbourhood Policy.

    L'indice des prix à la production industrielle dans la zone euro a augmenté de 0,4% en août 2005 par rapport au mois précédent. Dans l'UE25, les prix ont progressé de 0,5% en août 2005. En juillet, les prix avaient connu une hausse de 0,5% dans la zone euro et de 0,7% dans l'UE25. En août 2005, par rapport à août 2004, les prix à la production industrielle se sont accrus de 4,0% dans la zone euro et de 5,1% dans l'UE25. Ces données sont publiées par Eurostat.

    [11] August 2005 : Euro-zone unemployment up to 8.6% ; EU25 up to 8.7%

    Euro-zone seasonally-adjusted unemployment stood at 8.6% in August 2005, compared to 8.5% in July. It was 8.9% in August 2004. The EU25 unemployment rate was 8.7% in August 2005, compared to 8.6% in July. It was 9.0% in August 2004. In August 2005, the lowest rates were registered in Ireland (4.3%), the United Kingdom (4.6% in June), the Netherlands (4.7%) Denmark (4.8%) and Austria (5.2%). Unemployment rates were highest in Poland (17.5%), Slovakia (15.2%), Greece (9.9% in March), France and Germany (both 9.6%) and Spain (9.4%). These figures come from Eurostat.
