The right mix of employment and active labour market policies is critical to increase employment rates. The Employment in Europe report published today shows that despite low economic growth the EU's employment rate doubled to 0.6% and its unemployment rate stabilised at around 9% in 2004 on the back of key employment reforms introduced under the European Employment Strategy. Active labour policies are about getting people back into the labour force – they include policies such as lifelong learning, investing in skills and training and personal career coaching.[02] Mieux légiférer : la Commission propose une simplification en profondeur de la politique agricole communeDans le cadre de ses efforts en cours pour alléger le poids de la réglementation et les contraintes administratives (voir IP/05/1189 et MEMO/05/340), la Commission européenne a proposé aujourd'hui une simplification en profondeur de la politique agricole commune. La communication de la Commission adoptée aujourd'hui préconise l'élaboration en 2006 d'un plan d'action exposant les mesures concrètes envisagées.[03] Pandemic influenza : Markos Kyprianou announces drive to reinforce EU's preparednessEU preparedness against an influenza pandemic has improved over the last six months, but Member States need to step up their efforts to strengthen their pandemic preparedness, according to Markos Kyprianou, European Commissioner for Health and Consumer Protection. The Commission is preparing a number of initiatives which aim to help Member States coordinate their actions in this regard. There will be an EU-wide command post exercise to simulate a flu pandemic and the publication of a revised policy paper on pandemic preparedness before the end of the year. The Commission and the European Centre for Disease Prevention and Control (ECDC) have also been reviewing Member States' national plans ahead of an informal meeting of EU health ministers (20-21 October in Hertfordshire, UK) and a Commission - ECDC - WHO expert conference (24-26 October in Copenhagen), both of which will discuss pandemic preparedness.[04] La Commission ouvre une enquête approfondie concernant l'acquisition par AMI d'EurotecnicaLa Commission européenne a ouvert une enquête détaillée au titre du règlement de l'UE sur les concentrations concernant le projet d'acquisition d'Eurotecnica, une entreprise italienne d'ingénierie, par l'entreprise autrichienne AMI. Cette affaire ne remplissait pas les critères de chiffres d'affaires du règlement sur les concentrations donnant compétence à la Commission, mais celle-ci a été saisie par l'autorité allemande de la concurrence.[05] Commission opens in-depth investigation into Danish energy mergerThe European Commission has opened an in-depth inquiry under the EU Merger Regulation into the proposed acquisition of sole control by DONG A/S (DONG), the Danish state-owned gas incumbent, over Elsam and Energi E2 (E2), electricity generation incumbents in Denmark, and of Københavns Energi Holding A/S (KE) and Frederiksberg Elnet A/S (FE), Danish electricity suppliers. The Commission is concerned that the transaction could impede competition in Danish gas and electricity markets, due to the companies' strengthened position on these markets. The decision to start an in-depth review does not prejudge the final decision in this case. By 2020 international travellers will more than double to 1.6 billion. The European Commission organises a European Tourism Forum every year to exchange views on how this important branch of industry will remain competitive. Ces estimations sont publiées par Eurostat.[09] eCall : four more EU Member States sign up to automatic emergency call action planOn 18 October, Greece, Italy, Lithuania and Slovakia signed a Memorandum of Understanding (MoU) under which all new cars in Europe are to be equipped with automatic emergency call (eCall) technology as soon as 2009, in line with an action plan agreed by the European Commission and industry in February this year.
