  • [01] EU pleads for freedom of speech as instrument to bridge the digital divide at this week's World Summit in Tunis

    The question of how the worldwide web is run, and how it can best safeguard basic freedoms and drive economic growth around the globe, will dominate the second World Summit on the Information Society (WSIS) that starts tomorrow in Tunis and will end on 18 November. The discussions of more than 50 Heads of State or Government, or their representatives, and of many non- governmental organisations and representatives of civil society, will also focus on financial mechanisms to bridge the digital divide.

    [02] Normes comptables : la Commission entérine l'«option de la juste valeur» de l'IAS 39

    La Commission européenne a arrêté un règlement approuvant l'amendement de la norme comptable internationale IAS 39 Instruments financiers : Comptabilisation et évaluation, concernant l'«option de la juste valeur». Ce texte a été soutenu à l'unanimité par les Etats membres au sein du comité de réglementation comptable, ainsi que par le Parlement européen. Son adoption est rétroactive au 1er janvier 2005, de sorte que les entreprises seront en mesure d'appliquer la norme modifiée à leurs états financiers relatifs à l'exercice 2005.

    [03] Commission opens in-depth investigation into T Mobil Austria's take- over of Tele.Ring

    The European Commission has opened an in-depth investigation under the EU Merger Regulation into the planned acquisition by T-Mobile Austria of competitor Tele.Ring. Both companies provide mobile telephony services in Austria. The Commission's initial market investigation has found that the proposed acquisition may create significant competition problems by removing Tele.Ring as a competitor in the market for end consumers. The decision to open an in-depth inquiry does not prejudge the final result of the investigation. The Commission now has up to 90 working days to take a final decision on whether the concentration would significantly impede effective competition within the Common Market.

    [04] L'UE ouvre des négociations commerciales avec les pays Euro-Med

    L'Union européenne a accepté d'ouvrir des négociations avec ses partenaires euro-méditerranéens afin d'accroître la libéralisation des échanges de produits agricoles et de la pêche, tant frais que transformés. Leur objectif est de parvenir à une vaste libéralisation des échanges d'ici à 2010, comme prévu dans la "déclaration de Barcelone", signée en 1995. Les négociations porteront sur l'ensemble des produits, de même que sur des aspects non commerciaux, tels que le développement rural, les entraves techniques aux échanges, les questions sanitaires et la politique de qualité. Elles devront également tenir compte de la sensibilité particulière de certains produits dans l'UE et les pays Euro- Med.

    [05] La Commission approuve l'essentiel des conclusions du rapport 2004 de la Cour des comptes et salue l'évaluation des progrès réalisés

    La Cour des comptes européenne note deux améliorations majeures depuis l'année dernière : l'une concerne la PAC et l'autre l'aide aux pays candidats à l'entrée dans l'Union. C'est ce qui lui a permis de fournir désormais une assurance raisonnable pour environ le tiers des dépenses (contre 6% seulement il y a un an). Elle est également satisfaite des dépenses consacrées à l'aide au développement (€2,4 milliards hors budget). Enfin, la Cour réitère son appréciation selon laquelle les "comptes" sont globalement fiables, à un seul problème près (la comptabilité budgétaire de caisse ne permet pas d'enregistrer les préfinancements en faveur des bénéficiaires comme dette à l'égard de l'Union), qui a été résolu depuis l'introduction de la comptabilité d'exercice en janvier 2005.

    [06] Flash estimates for the third quarter of 2005 : Euro-zone and EU25 GDP up by 0.6% ; +1.5% and +1.6% respectively compared to the third quarter of 2004

    GDP grew by 0.6% in both the euro-zone and the EU25 during the third quarter of 2005, compared to the previous quarter, according to flash estimates published by Eurostat. In the second quarter of 2005, growth rates were +0.3% in the euro-zone and +0.4% in the EU25. Compared to the same quarter of the previous year, GDP grew by 1.5% in the euro-zone and by 1.6% in the EU25 in the third quarter of 2005, after +1.1% and +1.3% respectively in the previous quarter. During the third quarter of 2005, US GDP increased by 0.9% compared to the previous quarter, after +0.8% in the second quarter of 2005. In Japan, growth was 0.4%, after +0.8% in the second quarter. Compared to the third quarter of 2004, GDP grew by 3.6% in the US, after +3.6% also in the previous quarter, and by 2.9% in Japan, after +2.3% in the second quarter.

    [07] Auditors' liability : new European Forum on limitation of financial burdens

    The European Commission has set up a European Forum to gather market players' views on limiting financial burdens for auditors. The Forum will consider market-led solutions to mitigate litigation risks. The Forum comprises twenty market experts from various professional backgrounds (such as auditors, bankers, investors, companies, insurers and academics) with particular experience and knowledge of the subject.
