[03] Access to medicines : Commission welcomes agreement on compulsory licensing for export of patented medicine to countries in need

On 1 December, the European Commission has welcomed vote in the European Parliament on the Commission's proposal for a regulation allowing companies to produce copies of patented medicines under license for export to developing countries. The Commission acknowledges that both the Council and the European Parliament have made significant efforts in order to reach this agreement at first reading. The compulsory licensing regulation is particularly important as regards the EU's relationship with developing countries and this agreement represents a key political signal for negotiations at the forthcoming WTO Ministerial Conference in Hong Kong.

[04] Commission clears acquisition of Bauking by CRH, Baubedarf Lehrmann and Dieter Niederste-Hollenberg

The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Bauking AG of Germany by CRH Deutschland GmbH controlled by CRH plc (CRH) of Ireland, Baubedarf Lehrmann Holding GmbH & Co. KG (Baubedarf Lehrmann) of Germany and Mr. Dieter Niederste-Hollenberg of Germany. CRH is an international holding company, active in the production and distribution of building materials. Baubedarf Lehrmann and Mr. Niederste-Hollenberg are both active in real estate property. Bauking and its subsidiaries run "Do-it-yourself" (DIY) outlets under the "Hagebau" franchise and act as builder's merchants. The operation was examined under the simplified merger review procedure.

[07] Participation of India in the ITER negotiation

The European Commission has today officially informed the Indian Authorities that it supports the participation of India in the ITER negotiation. ITER is the large fusion energy project which will be built in Cadarache in France. India's participation should now be discussed with the other international Parties – US, China, South Korea, Russia and Japan – as part of the on-going negotiation of the International Agreement that will set up ITER. The next negotiation meeting will be held in South Korea on 6 December.

[08] October 2005 compared to September 2005 : industrial producer prices up by 0.6% in both euro-zone and EU25

The euro-zone industrial producer price index rose by 0.6% in October 2005 compared with the previous month. In October 2005, EU25 prices also rose by 0.6%. In September prices increased by 0.5% in both the euro-zone and the EU25. In October 2005 compared to October 2004, industrial producer prices rose by 4.1% in the euro-zone and by 4.7% in the EU25. These figures come from Eurostat.

[09] Joe Borg to discuss future EU maritime policy at Committee of Regions

As part of the series of sectoral policy dialogues between the European Commission and politicians representing European and national associations of regional and local authorities, Joe Borg, Commissioner for Fisheries and Maritime Affairs, will meet these associations to discuss the future EU maritime policy, today. The two-hour dialogue will take place at the headquarters of the Committee of the Regions, 101 rue Belliard, at 15h00, and will be chaired by CoR First Vice-President, Sir Albert Bore. The sectoral policy dialogues were initiated by Commission President, Jose Manuel Barroso, as part of the follow-up to the Commission's 2003 Communication on dialogue with associations of regional and local authorities on the formulation of EU policy. Commissioner Borg said : "This dialogue will give us the opportunity to exchange ideas on a future EU maritime policy with representatives of regional and local authorities. It will allow us to continue to deepen the constructive dialogue started several months ago. Regions have a leading role to play in shaping our new maritime policy." The meeting is open to the public. There will be a photocall at 14h45 at the CoR VIP room on the 5th floor, to which journalists are invited.

[10] Empowering European consumers : Commission holds annual conference with consumer groups

On 5-6 December 2005 more than 350 consumer representatives from across Europe will gather in Brussels to attend the EU 'General Assembly of Consumer Associations', organised by the European Commission. They will address issues such as consumer education, the involvement of consumer associations in the better regulation policy launched by the Commission, patient rights and services of general interest. The aim of the conference is to help empower European consumers to make the most of the Internal Market. To achieve this objective the Commission encourages networking between consumer associations across the EU. Initiatives to be presented during the conference include projects carried out by consumer organisations and Commission-supported 'European Consumer Centres'. Speaking ahead of the General Assembly, European Health and Consumer Protection Commission Markos Kyprianou said : "Consumer empowerment and education is key in EU consumer policy. Our awareness-raising activities focus primarily on the European dimension of consumer rights, complementing national initiatives. In recent years, the need for consumer education has become increasingly evident, due in particular to globalisation and completion of the European single market. The General Assembly will foster dialogue with consumer representatives and help the Commission promote consumer rights in the Internal Market."
