MIDDAY EXPRESSNews from the Press and Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Presse etbCommunication23/01/06[01] Amélioration du bien-être des animaux : adoption d'un plan d'action de l'Union européenneLa Commission européenne a adopté un nouveau plan d'action destiné améliorer la protection et le bien-être des animaux au cours des cinq prochaines années. Les mesures concrètes dont se compose ce plan visent garantir que, dans l'avenir, la question du bien-être animal sera traitée de manière aussi efficace que possible dans tous les secteurs communautaires et dans le contexte des relations avec les pays tiers. Cinq grands domaines d'action ont été définis pour la période 2006-2010 : relèvement des normes minimales propres au bien-être des animaux, encouragement de la recherche et des méthodes de substitution l'expérimentation animale, introduction d'indicateurs de bien-être normalisés, meilleure information des professionnels et du public sur les questions de bien-être des animaux et, enfin, soutien aux initiatives internationales en faveur de la protection des animaux. Pour chaque domaine, un dossier complet et un calendrier indicatif des initiatives prévues figurent dans le plan d'action ainsi que dans l'analyse d'impact et le document de travail de la Commission qui l'accompagnent.[02] La Commission met la Grèce en demeure de lui fournir des renseignements sur le respect d'un arrêt de la Cour concernant la directive relative la libéralisation des communications électroniquesLa Commission européenne a adressé la Grèce une demande formelle de renseignements concernant son respect de l'arrêt de la Cour de Justice du 14 avril 2005. Cet arrêt de la Cour a confirmé que la Grèce n'avait pas appliqué dans les délais la directive 2002/77/CE relative la libéralisation des communications électroniques. La Commission a accordé la Grèce un délai jusqu'au 20 février pour donner suite cette demande, qui prend la forme d'une "lettre de mise en demeure", conformément aux procédures d'infraction prévues au traité CE en cas de non respect d'un arrêt de la Cour (Article 228). Si la Grèce n'informe pas la Commission qu'elle s'est conformée l'arrêt de la Cour, l'exécutif européen pourrait renvoyer ce pays devant la Cour pour la seconde fois et demander la Cour d'infliger des amendes la Grèce (astreintes, sommes forfaitaires ou les deux – voir MEMO/05/482).[03] First ministerial conference in Slovenia to promote Motorways of the seaThe first ministerial Conference on the preparation of the future Motorways of the sea, will be held tomorrow in Ljubljana, Slovenia. Co-hosted by European Commission Vice-President in charge of transport, Jacques Barrot, together with the Slovenian Minister of Transport, Janez Božič, the conference will gather over 100 participants from industry, Member States and the European Parliament to discuss the challenges and opportunities of the Motorways of the sea. Part of the trans-European networks, this new initiative aims at replacing the heavy trucks on European highways with maritime transport. Key issues on the agenda of the conference include the selection of ports and port regions, maritime links and the question of financing.[04] Peter Mandelson : "Europe still ambitious for the Doha Round, but it is time for others to move"In a speech in Berlin today the European Trade Commissioner Peter Mandelson set out the EU's strategy for concluding an ambitious Doha deal in 2006 and called for a series of intensive bilateral contacts to help move negotiations forward. Speaking to an audience of German business and political leaders, Mr Mandelson said the state of the negotiation was "serious but not desperate". He argued strongly that Europe does "not hold the key to the next step of progress". He said Europe had so far put far more on the table than any other WTO member and that others now had to respond to Europe's offers if the talks were not to fail. He urged Europe's trading partners to make offers which will permit a balanced outcome that delivers growth for the world economy. Mandelson called for a series of "intense, concentrated, bilateral contacts" to establish the levels of confidence necessary to build a final agreement based on comparable levels of ambition. He concluded: "There is no alternative to negotiation. That is why I say to my negotiating partners: negotiate or you get nothing.
